forwarding herewith the subject certificate of coverage (COC) to discharge under the subject state —
NPDES general permit. This permit is issued pursuant to the requirements of North Carolina General
Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the US
Environmental Protection Agency dated October 15, 2007 (or as subsequently amended).
Please take notice that this certificate of coverage is not transferable except upon approval of the
Division of Energy, Mineral and Land Resources- The Division of Energy, Mineral and Land
Resources may require modification or revocation and reissuance of the certificate of coverage.
This permit does not affect the legal requirements to obtain other permits which may be required by
the Division of Energy, Mineral and Land Resources, the Coastal Area Management Act, or any other
federal or local government permit that may be required.

The facility I talked about with Katelin from Brown and Caldwell was called Foothills Bio-Energies in Warsaw, NC. They
are a methane recovery center with anaerobic digesters. We decided they should apply for the NCG06 and that the best
fit was SIC 2869 (Industrial Organic Chemicals, broadly interpreted). The rationale was that although their process is
similar to the composting process, the better permit fit is NCG06 because the analytical monitoring requirements
capture the constituents of concern better.
Jean Conway visited the Foothills facility in Sept 2016. If it's the same facility, we can probably go ahead and issue the

Anyone up for NPDES Stormwater research?
I got a phone message from a lady with Brown and Caldwell. She is looking into the need for permits for a client who
wants to start a Biogas Recovery System with anaerobic digesters. I'm not sure exactly where/how these fit in to the SIC
code process and coverage under NPDES Stormwater. I would guess they would need to pursue an individual permit as
well as a construction permit during the construction phase. Could one of you guys get back with her and see if you
could help her?
