In accordance with your application for a discharge permit received on April 20, 2016, we are
forwarding herewith the subject certificate of coverage to discharge under the subject state NPDES general
permit. This permit is issued pursuant to the requirements of North Carolina General Statute 143-215.1 and
the Memorandum of Agreement between North Carolina and the US Environmental Protection Agency dated
October 15, 2007 (or as subsequently amended).
Please take notice that this certificate of coverage is not transferable except after notice to the Division
of Energy, Mineral and Land Resources. The Division may require mollification or revocation and reissuance
of the certificate of coverage.
This permit does not affect the legal requirements to obtain other permits which may be required by
the Division of Energy, Mineral and Land Resources or permits required by the Division of Water Resources,
Coastal Area Management Act or any other federal or local governmental permit that maybe required.
Per the requirements of the Jordan Lake Nutrient Strategy Buffer Rule, all stormwater drainage to
stream buffers, from portions of this site that have been constructed after August 11, 2009, must be
discharged through a correctly designed level spreader or another device that meets diffuse flow
requirements per 1SA NCAC 2B .0267. Diffuse flow requirements are described in Chapter 8 of the North

I think the facility at 200 Distribution Drive needs to be covered under the General Permit. This site does have some
exposures. They also conduct most of their maintenance at this location and there's an area where oil barrels and
batteries were exposed at the time of my inspection. I asked them to keep barrels and batteries under cover. I think
there is potential for industrial exposures.
430 N Chimney Rock Rd — I really didn't see any exposures. I think they qualify for No Exposure Exclusion.

This certificate of coverage shall become effective June 23, 2016.
This Certificate of Coverage shall remain in effect for the duration of the General Permit.
