Winsicn-salem Regicnai Office On' December 10, 2015, during routine outfall monitoring, the Stormwater Division found evidence of a discharge at an outfall located near 201 E. Parris Ave, north of the dairy. The substance was traced along the drainage system back to the dairy. On December 11, 2015, Stormwater personnel met with Dwight Moore (Vice President of Hunter Farms Dairy Plant), Jeff Cockman (Hunter Farms/Harris Teeter) and Arthur Toompas (Environmental Consultant) on -site to track the discharge back through Hunter Farms in order to locate the origin. The source of the discharge was found to be from a PVC pipe leading from inside the building and emptying into a storm drain. During the on -site investigation, a plumber was engaged in determining the location of the PVC pipe inside the building that was emptying into the storm drain. Although this could not be completed without further investigation, a cap was installed on the storm drain end of the PVC pipe to prevent discharges into the storm system. Hunter Farms has contracted another firm to locate this pipe and/or blockage and will inform the Stormwater Division of their findings. The discharge of chemicals into the stormwater drainage system is prohibited under the City of High Point Illicit Discharge and Connection Ordinance (copy enclosed). Per Section 92-3-9 of the City of High Point Code of Ordinances, failure to comply with the City of High Point Illicit Discharge and Connection Ordinance could result in civil penalties. While at this location, they noticed a foamy substance present in the creek that intersects Irbywood Drive. Upon investigation of this foamy substance, the Stormwater Division traced its origin to the Hunter Farms Dairy, located southwest of the detection location. The Stormwater Division entered Hunter Farms and proceeded to trace the foamy substance back to a catch basin on the property. There was a steady flow of a grayish substance coming out of the drainage system at the da e�y; however, the exact source was not located at that time. Staff of the dairy informed the Stormwater Division of a spill that had occurred earlier in the week. Further communication from staff with the Stormwater Division revealed that the spill was the result of 40 gallons of material from refrigerator defrosting that had spilled during a forklift accident. After further discussing the incident with staff, the proper spill response plans were not followed and material was washed off of impervious surfaces outside of the facility. This is the third spill at Hunter Farms Dairy that has been investigated by the Stormwater Division over the last four years. The major concern is that appropriate training is not being conducted to facility staff in order to prevent another reoccurrence such as this incident. A follow-up visit was conducted by the Stormwater Division on July 17, 2015. No evidence of illicit discharge was found at that time in the drainage system along lrbywood Drive. I I -710C /? The material was collected by A&D Environmental Services and a berm was erected downstream by the Hazmat Team with the City of High Point Fire Department when the call was first dispatched to prevent the material from causing any further degradation to the surrounding area. While meeting on site with staff, it was determined that a valve located on a containment wastewater tank had been left open and allowed the release of an estimated 700-900 gallons of material, with the material entering into the drainage inlet (as can be viezved in the attached pictures below). After discussing the incident with staff, the proper .spiII response plans were not followed and material was washed off of impervious surfaces outside of the facility. A major concern from Stormwater Division staff is that appropriate training is not being conducted to facility staff for preventing another reoccurrence such as this incident. Gene Dumas called to report the spill. Between 27 and 900 gallons were spilled on the facility and contained by staff following proper protocol as laid out by their SPCC plan. Between 3 and 5 gallons left the site into a City of High Point storm drain on the street near O'Reilly Auto Parts. A&D Environmental was called and pumped the spilled material out of the storm drain. Justin Gray with the City of High Point's Public Works Department was also notified and present on site for inspection. Gene Dumas was reminded to update the SP3 with the spill information and he stated that he already had done so. The spill was caused by a tank with an uncapped port at the Clean -In -Place (CiP) area. The operator accidentally selected the wrong circuit for that tank and caused wastewater to be pumped out. Response was rapid and appropriate. Additional Information: Hunter Farms Dairy was last inspected on O1/13/2014 by Aana Taylor -Smith for compliance with the NPDES general industrial stormwater permit NCG060000. Secondary containment is implemented as required. The outfall was inspected and found to be in good order. Additional conditions for specific industry sectors have been added to the SPPP requirements in some cases. • Sections B, C: Failure to perform analytical stormwater monitoring may result in the Division requiring that the permittee begin a monthly sampling scheme. • Sections B, C. A lower TSS benchmark of 50 mg/I for HQW, ORW, PNA and Tr Waters applies to these more sensitive waters. • Sections B, C. This facility holds General Stormwater Permit No. NCG060244 under the National Pollutant Discharge Elimination System (NPDES) to discharge Stormwater from Food and Kindred -Products,-etc. Hunter Farms produces milk, buttermilk, ice cream, juices, and fruit drinks. You were present for the inspection. This type of inspection consists -of two basic parts: a review of facility files and self -monitoring data, and an on -site inspection of the facility's outfalls. This particular inspection evaluated five (5) different areas and observations from each area are addressed below: ` 1. Permit The permit became effective November 1, 2007 and expires October 31, 2012, A copy of the permit was available for review during the inspection. 2. Records/Reports As required by the Permit, the facility has a Stormwater Pollution Prevention Plan (SPPP) that is updated on an annual basis, with the most recent update in September 2008. The SPPP appeared to be thorough and complete, including a site plan, a Stormwater management plan, spill prevention and response plan, good housekeeping measures, facility inspection program, and an employee -training portion. Employee Training occurs once per year and was documented in the SPPP, with the most recent training on December 3, 2008. 3. Facility Site Review The facility has bulk storage of mills products in several large silos at the site. All oil products used for manufacturing equipment are maintained inside. Chemical storage (for refrigeration, etc.) is also maintained inside. Plastic milk crates and new pallets are stored outside, awaiting pick-up for recycling. There is a solid waste dumpster on site, which is covered. The drain underneath the dumpster leads to the facility's pretreatment system and then ultimately to City of High Point POTW. Staff performs a monthly facility Stormwater inspection, which includes a checklist of items such as inspecting oil and chemical storage, as well as inspecting the perimeter of the property for garbage.
