On July 14, 2016 Glen White of the North Carolina Department of Environmental Quality;
Department of Energy, Minerals, and Land Resources met with Jeremy Bowlin, Environmental
Manager, at the facility located on Hwy 268 in Elkin, to conduct a compliance inspection per the
Industrial Stormwater Permit requirements. This inspection consists of review of the Stormwater
Pollution Prevention Plan, training, monitoring and spills records as well as observation of the
general condition of the site, the outfalls and any possible exposures to downstream stormwater.
Mr. Bowlin's assistance with the inspection was greatly appreciated.
Permit:
This facility holds -General Stormwater Permit NCG060186 to discharge stormwater from
industrial activity associated with Food and Kindred Products ISIC 201 under the National
Pollutant Discharge Elimination System (NPDES). The permit became effective December 01,
2012 and expires on October 31, 2017. A copy of the current permit is required to be maintained
with the Stormwater Pollution Prevention Plan (SPPP) documents. The current permit was
available for review and was included in the SPPP.
Records/Reports:
This facility was required to develop and maintain a Stormwater Pollution Prevention Plan
(SPPP) in accordance with Part II, Section A of the permit. All qualitative and analytical
monitoring records are required to be maintained with the SPPP for a minimum of five (5) years.
The SPPP was complete but needs to be reviewed in-house annually and any changes to
responsible party/emergency contacts, operating procedures or changes to the facility itself all
need to be updated in the documents. A revision note with signature and date should be added to
the cover sheet for annual reviews.
Otherwise, records appear complete.

Facili Site Review:
The facility is a chicken feed mill adjacent to Wayne Farms hatchery. Trains and tractor -trailers
deliver corn, soybeans and other ingredients used to manufacture feed to the plant. Feed
manufactured at this plant is prepared to meet strict recipes and much of what is manufactured is
antibiotic free. Review of the facility revealed a site that appeared to be clean and well
maintained. No deficiencies were found.
Effluent ReceivinjZ Waters:
Stormwater from this facility leaves the site through three (3) outfalls. Outfall 001 receives flow
from the east side of the facility, Outfall 002 receives now from the front of the facility and
discharges at the road, Outfall 003 discharges on the west side adjacent to the train track.
Effluent discharges to Class "C" waters of theYadkin Pee -Dee River,
Self -Monitoring Program:
Part II, Section B of the permit requires semi-annual qualitative and analytical monitoring. The
facility is currently in Tier II response for monitoring due to exceedance of TSS (Total
Suspended Solids) and COD (Chemical Oxygen Demand) at all three (3) outfalls. Mr. Bowlin
has added filter socks at each outfall to help reduce TSS and COD. The next monitoring event
should help determine if those measures are effective. He also has a plan in the works to modify
the outfalls to further improve monitoring results and is working with his engineer on the
changes that will be implemented.
The facility was found to be with requirements of its industrial stormwater permit. If you have

This letter is written to notify the Department of Environmental Quality (DEQ) concerning the
above referenced permit requirement for Tier III status at the Wayne Farms Poultry Feed Mill in
Elkin, NC. On October 7, 2015, during an internal records review, the facility discovered a set of
stormwater outfall analytical results from 2013 that had not been considered in Tier
determination during the current permit cycle. Once the 2013 results were considered, it was
determined that the facility had conditionally met Tier III Status. At this point, the facility has
received valid sampling results on four occasions for COD (Chemical Oxygen Demand) and
TSS (Total Suspended Solids) that exceeded the benchmark values contained in the subject
permit.
Through the life of this permit, the facility has made multiple modifications in the storm water
system to improve water quality, including concreting stormwater pathways, adding settling
basins, decreasing runoff velocities and improving BMPs. Personnel changes in 2014 acted to
further strengthen our stormwater program as we continued to strive to meet all of our
benchmarks.. In addition, the facility has implemented operational changes on the site to
minimize the potential exposure of raw materials, ingredients and process chemicals. Additional
housekeeping and site maintenance activities have also been established to improve water
quality.
The facility has not yet received monitoring analyses fully meeting all benchmark parameters at
all outfalls. However, we feel strongly that we are headed in the right direction. Wayne Farms
has hired an outside consultant, Beth Morton, PE, of Morton Environmental Consulting, Inc. and
is working with her to determine what additional measures can be taken at the site to further
improve the stormwater discharge quality. Some of the items under consideration include

additional conversion of gravel conveyance systems to solid surfaces to reduce the infiltration of
TSS, increasing the size of collection boxes to promote settling of solids, utilizing various filter
products available on the market to capture various contaminants and continuing to improve our
BMPs and SOPs.
Wayne Farms requests that the Department of Environmental Quality allow the facility additional
time to work with our consulting engineer and implement additional changes as needed to meet
the Benchmark Standards. During this time we will continue to comply with all prescribed permit
requirements outlined by the Tier II schedule, until such time that all Benchmarks are met.

Facility Overview
Wayne Farms, LLC (Wayne Farms) operates a poultry Feed Mill located at 10949 N. Carolina 268 in Elkin,
North Carolina. This Facility receives, stores and handles animal fats and animal byproducts (meat and
bone meal, etc.) for use as ingredients in the production of poultry feed, which is then shipped offsite to
contract poultry growers. There is also a Truck Maintenance Shop onsite owned and operated by Wayne
Farms.
Narrative
Various liquid and solid materials are handled and stored outdoors at the Wayne Farms Elkin Feed Mill
Site. Best management practices (BMPs) have been developed and are utilized for the handling and
storage of these materials in an effort to reduce their potential for discharge to stormwater drainage
features.
Liquid feed ingredients (Fat, Alimet, Santoquin, Betaine, Choline and Lysine), diesel fuel, used oil,
hydraulic and motor oil are stored in above ground storage tanks (ASTs) that are provided with
secondary containment via containment structures or by double -wall tank design. Accumulated
stormwater, if any, in these secondary containment areas is pumped out and properly disposed offsite.
The majority of liquids stored at the Site are received via tanker trucks in a sloped concrete area that
drains to a collection sump. Fluids collected in this sump are routinely removed and transferred offsite
for proper disposal. The majority of solid feed ingredients (corn, meat and bone meal, soybean meal,
limestone, etc.) are received in a 2-sided, covered structure via hopper -bottom railcars / trailers located
on the east side of the Mill. Corn may also be received via hopper -bottom railcars / trailers in an area
exposed to rainfall, and this area is routinely cleaned of spilled corn. Finished feed is loaded out in a 2-
sided, covered structure via load out spouts outfitted with "drop socks" to help minimize fugitive
emissions. Horizontal surfaces of feed loadout trailers are cleaned of finished feed prior to leaving the
Loadout Area, and the Loadout Area is routinely cleaned to help prevent "drag -out" of finished feed by
trailers. An equipment and materials storage area is located south of the Truck Maintenance Shop, and
materials stored in this area are cleaned of signs of oil/grease and other pollutants prior to long-term
storage outdoors. General housekeeping is routinely performed at the Facility. General housekeeping
and other BMPs include routine inspection of areas with potential for spills, leaks, dust accumulation,
etc: and the cleanup of these areas as required (i.e., material handling areas are swept, materials are
stored under cover or roof as allowed, etc.).
The Facility maintains a Spill Prevention Countermeasure and Control (SPCC) Plan, which includes
practices and procedures for oil, fuel, and fat storage and handling as well as spill prevention and
response procedures in the event of a fat, fuel or oil spill. Additionally, the Facility performs regular
testing of certain emission sources as required by NESHAP Subpart DDDDDDD and per the Facility's air
permit. Air pollution control system are provided for significant air emission sources, and these systems
are inspected, operated and maintained per the Facility's air permit and associated plans, etc.
Feasibility Evaluation
The Facility has developed and maintains best management practices that include reducing the
exposure of materials to rainfall and the routine cleanup of areas with the potential for exposure of
liquid or solid material, associated with incidental or accidental materials spills or leaks, and/or
associated with fugitive emission sources. Liquid storage tanks are stored inside secondary containment
structures or in double -wall tanks, solid feed ingredients are generally received under cover of roof and
stored in enclosed bins or inside the Feed Mill building, and areas with potential for dust accumulation
(cyclone exhaust, paved areas, etc.) are routinely inspected and cleaned as required to prevent
excessive dust accumulations. Wayne Farms continuously monitors solid and liquid receiving, storage
and handling systems and modifies / incorporates additional BMPs as deemed necessary. Based on the
various structural controls and BMPs employed at the Facility to prevent and/or minimize the exposure
of animal fat and byproduct materials as well as other materials to rainfall and storm water runoff.
Wayne Farms requires every pound of meat and bone meal to be treated with anti -oxidants for the
treatment of foodborne pathogens. Additionally, the animal fat byproduct materials handled at the
Facility are obtained from regulated rendering facilities, and these materials are processed in a manner
that kills bacteria and other pathogens.
Wildlife Presence/Absence
A significant portion of the site is undeveloped and provides habitat for wildlife. The BMPs employed by
the Mill provide for prompt cleanup of feed materials, etc., thereby minimizing attracting wildlife and
into the developed areas of the site. FDA/USDA regulations also require feed mills to implement various
measures (good housekeeping, good manufacturing processes, etc.) to control/prevent contamination
of feed ingredients and finished feeds by external vectors such as rodents, birds and other wildlife. The
Feed Mill also maintains an active pest control program, which primarily consists of the use of bait boxes
located at various key locations inside and outside the Facility.
It is important to note that the University of Alabama and the Center for Watershed Protection was
issued a grant by the USEPA to perform a study of national stormwater quality by sampling stormwater
discharged from areas associated with various land uses across the United States (i.e., residential,
industrial, open space, etc.) and compiled their results in a paper published in February, 2004 titled "The
National Stormwater Quality Database (NSQD, version 1.1)". Based on the results of Phase 1 of this
study, stormwater discharged from areas designated "Mixed Open Space", which most accurately
describes the area surrounding the Feed Mill, had a fecal coliform median value of 2,600 mpn/100 mL.
This analytical data, along with the fact that the Feed Mill is located in a rural and wooded area adjacent
to a body of water (Yadkin River), reinforces Wayne Farms' belief that stormwater discharges from the
Elkin Feed Mill Site could potentially have naturally occurring levels of fecal coliform for reasons
unrelated to operations at the Feed Mill Site
Corrective Action Measures Plan
During Mr. Stefan Gosey's Site Visit on November 8, 2013 to perform the BMP assessment, he observed
a thin layer of fat on accumulated stormwater in the sedimentation collection pit associated with Outfall
003. However, it is important to note that the fat appeared to be contained inside the sedimentation pit
and did not appear to be present in the stormwater discharged from the sedimentation pit. It was
determined that the source of this fat was contaminated condensate from steam traced fat piping that
had accumulated in a sump inside the Feed Mill and was being pumped to stormwater drainage
features. Feed Mill management was notified and instructed to clean the fat from the sedimentation pit
and have it properly disposed offsite, and that an alternate method of discharging the condensate
would have to be implemented. Potential alternate means of managing the condensate include: (a)
collecting the condensate and properly disposing of it offsite or discharging it to the onsite wastewater
treatment and disposal system; or (b) removing fat from the condensate prior to discharging it to
stormwater drainage features (i.e., skimming the collection sump prior to pumping the condensate
water to stormwater drainage features, etc.). One of these potential changes, or an acceptable
alternative, will be implemented as soon as feasibly possible to prevent the discharge of contaminated
condensate to storm water drainage features.

In response to your renewal application for continued coverage under stormwater General Permit NCG060000
the Division of Water Quality (DWQ) is forwarding herewith the reissued General Permit. This permit is
reissued pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of
Agreement between the state of North Carolina and the U.S. Environmental Protection Agency, dated October
15, 2007 (or as subsequently amended).
The following information is included with your permit package:
• A new Certificate of Coverage (COC)
• A copy of General Permit NCG060000
• A copy of the Technical Bulletin for the General Permit
• Two copies of the Discharge Monitoring Report (DMR) Form
• Two copies of the Qualitative Monitoring Report Form
The General Permit authorizes discharges of stormwater, and it specifies your obligations for discharge
controls, management, monitoring, and record keeping. Please review the new permit to familiarize yourself
with all the changes in the reissued permit. Your facility has six (6) months from the time of receipt of the
permit to update your current SPPP to reflect all new permit requirements.
The first sample period of your permit begins January 1, 2013. Your facility must sample a "measureable
storm event" beginning during the periods beginning January 1 and July 1 of every year (or, if applicable,
report "No Flow," as outlined in Part III, Section E). Also, please note that Tier 3 Actions in Part II of your
permit are triggered by benchmark exceedances on four occasions beginning on the effective date of this
permit and do not count prior exceedances.
The more significant changes in the General Permit since your last COC was issued are noted either in the
Draft Permit Fact Sheet that accompanied the public notice (http://Dortal.ncdenr.org/web/wq/ws/su/current-
notices), or in the Response to Comments / Summary of Changes and Technical Bulletin documents that are
posted on the Stormwater Permitting Unit's website with the new General Permit. Please visit

Some of the changes include:
Part II:
• Section A: The Stormwater Pollution Prevention Plan (SPPP) section, if applicable, has been updated
to the most current language of our permits. Additional conditions for specific industry sectors have
been added to the SPPP requirements in some cases.
• Sections B, C: Failure to perform analytical stormwater monitoring may result in the Division requiring
that the permittee begin a monthly sampling scheme.
• Sections B, C: A lower TSS benchmark of 50 mg/I for HQW, ORW, PNA and Tr Waters applies to these
more sensitive waters.
• Sections B, C. The monitoring parameter Oil & Grease (0&G) has been replaced by the parameter
Total Petroleum Hydrocarbons (TPH) for vehicle maintenance areas, and in some cases, other
analytical monitoring requirements.
• Sections B, C, D: Inability to sample due to adverse weather must be recorded in the SPPP, or in
separate on -site records if your General Permit does not require an SPPP. Adverse weather is defined
in the "Definitions" section of the permit.
• Sections B, C: The term "Representative Storm Event" has been replaced by "Measurable Storm
Event." A measurable storm event is defined in the permit.
• Section D: If the permittee fails to respond effectively to problems identified by qualitative
monitoring, DWQ may require the permittee to perform corrective action.
Please review Parts iIi and IV to understand the Standard Conditions of your new NPDES General Permit,
including Compliance and Liability, Reporting, Monitoring and Records requirements; Operation and
Maintenance obligations; and Definitions. Please note that all samples analyzed in accordance with the terms
of this permit must be submitted to the Division on Discharge Monitoring Report (DMR) forms available on
the Stormwater Permitting Unit's website above. DMR forms must be delivered to the Division no later than
30 days from the date the facility receives the sampling results from the laboratory. Also note that existing
permittees do not need to submit a renewal request prior to expiration unless directed by the Division.
Your coverage under the General Permit is transferable only through the specific action of DWQ. This permit
does not affect the legal requirements to obtain other permits which may be required by DENR, nor does it
relieve the permittee from responsibility for compliance with any other applicable federal, state, or local law,
rule, standard, ordinance, order, judgment, or decree, If you have any questions regarding this permit

On December 6, 2011, Gary Hudson of this office met with Bruckie
Ashburn to perform a General Stormwater Permit Inspection at the Wayne Farms
Feed Mill located off Hwy 268. This inspection evaluated the areas as
designated on the attached inspection form. Observations from each area are
addressed below:
1. Permit
Wayne Farms holds Certificate of Coverage # NCGO60186 for the discharge of
stormwater from the feed mill facility. The General Permit became effective
November 1, 2007 and expires October 31, 2012.
2. Records/Reports
Part II, Section A of the permit requires the development of a Stormwater
Pollution Prevention Plan (SPPP). A copy of the SPPP was reviewed during the
Inspection. The plan appeared thorough and complete.
3. Facility -Site Review
The site appeared to be clean and well managed. No concerns or problems were
noted.
4. Effluent/Receiving Waters
Stormwater from the Wayne Farms Feed Mill is discharged at three separate
outfalls. Outfall #001 receives flow from the east side of the facility and has the
grain dust problem. Outfall #002 receives flow from the front of the facility and
discharges near the entrance driveway. Outfall #003 receives flow from the west
side of the facility that is discharged adjacent to the railroad tracks. The boiler
discharge (NCG500626) also flows through this same culvert

5. Monitoring Program
Part 11, Section B of the permit requires annual analytical sampling of all three
outfalls. A review of records during the inspection showed that this sampling was
conducted as required. Per the permit, the results must be submitted to the
Division within 30 days after the end of the year on the stormwater Discharge
Monitoring Report form for General Permit NCG06000.
Part II, Section C of the permit requires that semi-annual qualitative (visual)
monitoring be performed and documented once in the spring (April- June) and
once in the fall (September — November). A -review of records showed that
Wayne Farms performed and documented the monitoring as required. Please
note that the qualitative records do not need to be submitted to the Division,
however, the records must be kept on file at the facility for a period of five years.
The analytical monitoring for on -site vehicle maintenance listed in Section C of
the permit is not required since Wayne Farms does not use more that 55 gallons
of new motor oil per month at the feed mill when averaged over the calendar
year.

to perform a General Stormwater Permit Inspection at the Wayne Farms Feed
Mill located off Hwy 268. This inspection evaluated the.areas as designated on
the attached inspection form. Observations from each area are addressed
below:
1. Permit
Wayne Farms holds Certificate of Coverage # NCG060186 for the discharge of
stormwater from the feed mill facility. The General Permit became effective
November 1, 2007 and expires October 31, 2012.
2. Records/Reports
Part II, Section A of the permit requires the development of a Stormwater
Pollution Prevention Plan (SPPP). A copy of the SPPP was reviewed during the
inspection. The plan appeared thorough and complete.
3. Facility Site Review
The site appeared to be clean and well managed. No concerns or problems were
noted.
4_. Effluent/Receiving_Waters
Stormwater from the Wayne Farms Feed Mill is discharged at three separate
outfalls. Outfall #001 receives flow from the east side of the facility and has the
grain dust problem. Outfall #002 receives flow from the front of the facility and
discharges near the entrance driveway. Outfall #003 receives flow from the west
side of the facility that is discharged adjacent to the railroad tracks. The boiler
discharge (NCG500626) also flows through this same culvert

On January 15, 2008, Gary Hudson of this office met with Bruckie Ashburn to perform
a General Stormwater Permit Inspection at the Wayne Farms Feed Mill located off Hwy 268.
This inspection evaluated the areas as designated on the attached inspection form.
Observations from each area are addressed below:
1. Permit
Wayne Farms holds Certificate of Coverage # NCG060186 for the discharge of stormwater
from the feed mill facility. The General Permit became effective November 1, 2007 and
expires October 31, 2012,
2. Records/Reports
Part 11, Section A of the permit requires the development of a Stormwater Pollution
Prevention Plan (SPPP). A copy of the SPPP was reviewed during the inspection. The plan
appeared thorough and complete.
3. Facility Site Review
The site appeared to be clean and well managed. No concerns or problems were noted.
4. Effluent/Receiving Waters
Stormwater from the Wayne Farms Feed Mill is discharged at three separate outfalls. Outfall
#001 receives flow from the east side of the facility and has the grain dust problem. Outfall
#002 receives flow from the front of the facility and discharges near the entrance driveway.
Outfall #003 receives flow from the west side of the facility that is discharged adjacent to the
railroad tracks. The boiler discharge (NCG500626) also flows through this same culvert

5. Monitoring Program'
Part II, Section B of the permit requires annual analytical sampling of all three outfalis. A
review of records during the inspection showed that this sampling was conducted on July
24,2007 as required. Per the permit, the results must be submitted to the Division within 30
days after the end of the year on the stormwater Discharge Monitoring Report form for
General Permit NCG06000.
Part II, Section C of the permit requires that semi-annual qualitative (visual) monitoring be
performed and documented once in the spring (April- June) and once in the fall (September —
November). A review of records showed that Wayne Farms performed and documented the
monitoring on July 24, 2007 and November 27, 2007. P#ease note that the qualitative
records do not need to be submitted to the Division, however, the records must be kept on
file at the facility for a period of five years.
The analytical monitoring for on -site vehicle maintenance listed in Section C of the permit is
not required since Wayne Farms does not use more that 55 gallons of new motor oil per
month at the feed mill when averaged over the calendar year.

requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between the state of North
Carolina and the U.S. Environmental Protection Agency, dated December 6, 1983.
The following information is included with your permit package:
• A new Certificate of Coverage
• A copy of stormwater General Permit NCG060000
• A copy of a Technical Bulletin for the General Permit
• Five copies of the Discharge Monitoring Report (DMR) Form
• Five copies of the Qualitative Monitoring Report Form
The General Permit authorizes discharges of stormwater only, and it specifies your obligations with respect to stormwater
discharge controls, management, monitoring, and record keeping. Please review the new permit to familiarize yourself with all
the changes in the reissued permit.
The more significant changes in the General Permit since your last Certificate of Coverage include the following:
• Part I Section A — A new notation that the No Exposure Exclusion from permitting option may be available to the
permittee.
• Part I Section A — A new provision that facilities draining to 303(d) listed waters, or in watersheds with an approved TMDL,
may not be eligible for renewed coverage under the General Permit.
• Part II Section B Table 1 — An increased sampling frequency from once per year to twice per year.
• Part 11 Section B Table 3 — Benchmark concentrations now replace cutoff concentrations; the elimination of the option to
avoid sampling based on cutoff concentrations.
• Part It Section B — New provisions requiring the permittee to execute Tier One and Tier Two response actions, based on
the first benchmark exceedence (Tier One) and the second consecutive benchmark exceedence (Tier Two). Tier Two
requires that the permittee institute monthly monitoring instead of twice -per -year monitoring, until three consecutive
monitoring events show no benchmark exceedences.
• Part II Section B — A new provision that four exceedences of any particular benchmark will trigger increased DWQ
involvement in the permittee's stormwater management and control actions. DWO may direct the permittee to apply for
an individual permit, or may direct the implementation or installation of specific stormwater control measures.
DWQ received a number of comments on a series of general permits similar to this one. A full response to comments can be
found at http://ncwaterguality.org/su/industrialgpinfo.htm. Some comments resulted in permit modifications, others are
addressed in the response document or Fact Sheet. A few specific requests for clarification are addressed below.
1. What is the deadline for having a revised SPPP that reflects the provisions of the new General Permit? DWQ will require
that the permittee have a revised, complete SPPP no later than six months after the date of issue of that permittee's new
Certificate of Coverage.
2. Must analytical results be by a certified lab? What about pH measurements? All analytical results obtained to satisfy
NPDES permit requirements must be certified, as directed in North Carolina regulations at 15A NCAC 2H .0800, and as
administered by DWQ's Laboratory Section Certification Branch. This includes field pH measurements. Ow

In accordance with your application for discharge permit received on June 14, 1994, we are forwarding
herewith the subject certificate of coverage to discharge under the subject state - NPDES general permit. This
permit is issued pursuant to the requirements of North Carolina General Statute 143-215 .1 and the
Memorandum of Agreement between North Carolina and the US Environmental Protection agency dated
December 6, 1983.
If any parts, measurement frequencies or sampling requirements contained in this permit are
unacceptable to you, you have the right to request an individual permit by submitting an individual permit
application. Unless such demand is made, this certificate of coverage shall be final and binding.
Please take notice that this certificate of coverage is not transferable except after notice to the Division
of Environmental Management. The Division of Environmental Management may require modification or
revocation and reissuance of the certificate of coverage.
This permit does not affect the legal requirements to obtain other permits which may be required by the
Division of Environmental Management or permits required by the Division of Land Resources, Coastal Area
Management Act or any other Federal or Local governmental permit that may be required.
