Inspection Summary:
A new outfall was recently added to address concerns by the County.
Outfall #3 drains vehicle maintenance, and so now does #5. Can request that #5 represents outfalls #3 and #4 OR, can
ask engineer to confirm that there is a common point that outfalls #3, #4 and #5 all drain to, thus eliminating two outfalls
altogether.
Analytical monitoring results indicated exceedences for COD and fecal in January, but back in compliance in February.
COD possibly due to neighbor facility (Chemol Co.), who they have had problems with in the past. The fecal exceedence
most likely due to nature of sampling point, which is basically a low area that retains a very small stagnant pool that
samples are pulled from during wet weather. Using sample point #5 as a representative sampling point, upon approval by
the division, may eleviate this problem. Using a common sampling point, as noted above, may also address the problem.

On August 18, 2016 the City of Greensboro Stormwater Management Division completed an
industrial compliance inspection of Valley Proteins. Local regulations permit an inspection of
industrial facilities under authority granted by City of Greensboro Code of Ordinance Chapter
30, Article 12, Section 7.1 (C-5). This inspection consisted of two parts: a review of the facility
files/records and an on -site facility inspection.
The inspection was performed by Alex Tobergte, and the following delei encieslobservations were

1.0 INTRODUCTION
The North Carolina Department of Environment and Natural Resources (NCDENR)
Division of Water Quality (DWQ) issued a Certificate of Coverage to Valley Proteins
Greensboro Division under General Permit NCG060000 for stormwater discharges from
industrial manufacturing activities. Section E of Part 11 of the general permit requires
facilities that use or process animal fats and/or by-products to complete and submit an
assessment of best management practices (BMPs) within twelve months of issuance of
coverage. Best management practices must be assessed for off-loading, handling, and
spill prevention of rendered fats and oils that are stored and used at the facility.
This report includes the findings of the assessment, and must be submitted to both the
local DWQ Regional Office and the Stormwater Permitting Unit for review and approval.
This reportaddresses the required content in the following sections, including:
• A narrative description of all the material handling activities (not just fats and oils)
at the facility that are outdoors or are otherwise exposed to incidental rainfall or
run-on.
• A feasibility study of whether reduced exposure can be achieved at the site and a
ranking of potential management measures with respect to feasibility.
• An evaluation of the presence or absence of animals and/or wildlife on the site
and whether fecal coliform concentrations might be correlated to the presence or
absence of those animals.
• Assessment conclusions and a proposed corrective action measures plan with
milestones and proposed schedule for implementation.

2.0 MATERIAL HANDLING NARRATIVE
The Valley Proteins Greensboro facility is a transfer station for raw materials collected
from various sources in the Greensboro area, which are then transferred into large truck
trailers for transport to rendering plants at other company locations. Material handling
locations are illustrated on the attached facility layout map. This section describes the
storage, loading and unloading, and spill prevention practices for raw materials
(including fuels), and waste materials.
2.1 RAW MATERIALS
Trap grease is brought to the facility by tanker trucks. The trucks are unloaded into the
grease pit, which is located in the grease processing de -watering building. The grease
is pumped from the pit into the raw grease storage tank (Tank 1). The raw grease
storage tank, which has a total storage volume of 20,000 gallons, is surrounded by a
secondary containment system. Before and after unloading, the tanker trucks carrying
grease are parked on the asphalt area to the north of the truck shop. The drain valve in
the grease tank containment is kept locked, so a tank failure or loading line leak would
be contained. A grease loading spill that was not contained would flow east along the
gravel and pavement toward the ditch that directs stormwater to outfall 001.
Other raw material is conveyed from smaller collection route trucks to large open trailers
inside the transfer facility. The transfer operations are located in a dedicated enclosure
on the east side of the truck shop building, which is located on the northern end of the
operations area. The raw material trailers have a storage capacity of 100 tons each, and
the conveyor (transfer) building is equipped with secondary containment provided by the
building drainage collection system. Areas inside the transfer conveyor building where
raw materials are handled are equipped with slopes and floor drains. Any spillage or
leakage, which occurs during transfer or storage, is collected by the process drainage
system and is pumped to the out -going trailers.

Before unloading, the trailers that cant' the byproducts are parked in the area
immediately to the north of the truck shop. The trailers are drained of any free liquids
inside the plant at a designated area that drains into the process drainage system. The
trucks are cleaned before departing the transfer conveyor. The truck washing is
completely enclosed, which helps prevent stormwater contamination. Inside the truck
wash, graded pavement directs the flow of wash water into floor drains, which drain into
the wastewater collection system and directed to the City of Greensboro POTW. After
washing, the trucks are parked in the gravel surfaced clean vehicle parking area,
located on the north end of the operations area.
2.2 PETROLEUM
The facility has one 10,000-gallon underground storage tank (UST) containing diesel
fuel (Tank 3). This product is used to refuel trucks and on -site equipment. Diesel fuel is
dispensed at the diesel pump, located adjacent to the garage. No curbing or spill
prevention devices are present surrounding the area where personnel refuel equipment.
If a spill occurs while refueling, and is not locally contained, the diesel fuel could drain
into the stormwater system. The fuel tank is refilled via pump transfer from tanker
trucks. Any spillage that occurs during the refilling process will drain into the stormwater
system, if not otherwise contained and cleaned up. A diesel spill would drain to outfall
001 as described for a grease tank spill, above.
The truck shop, located on the north end of the plant, has an outdoor 500-gallon used
oil tank (Tank 2) fabricated with integral secondary containment and hooded rain
shielding. Accumulated oil is periodically pumped out to the recycler's tank truck_ The
transfer area is not curbed or contained and any spillage could contaminate stormwater,
if not manually contained and cleaned up. Spill pathway is over gravel and generally
north to stormwater outfall 005.
The grease and fuel tanks are refilled by pump transfer from tanker trucks. Loading
procedures meet DOT requirements and are described in section 2.6.

Chemicals that are used at the facility include sodium meta -silicate, 12% sodium
hypochlorite (bleach), 50% sodium hydroxide (caustic), lime and polymer. All of these
are stored indoors. The granular sodium meta -silicate is stored on pallets in the de -
watering building. Two or three drums (55-gallons, each) of caustic are normally stored
there, as well. Polymer and lime are stored in the de -watering building. Absorbent
material is also stored on pallets in the de -watering building, and is readily available to
clean up spills in the area. Two or three drums (55-gallons, each) of bleach are stored
in the self-contained conveyor building at the truck shop.
Small quantities of chemicals and miscellaneous liquid and solid materials (motor oil,
cleaning solutions, salt, etc.) are delivered in closed drums, pails, or bags by truck, and
are immediately transported by hand or fork truck to points of indoor storage
immediately upon arrival. Drums are received at the receiving truck dock located at the
truck shop. In case of a release at the dock, a containment basin is located below the
off-load area, which drains to the wastewater system.
2.4 WASTE PRODUCTS
The facility uses a trash dumpster for solid waste that is emptied on an as -needed
basis.
Wastewater is generated from processing activities at the facility. This water enters the
grease trap. The de -greased water then flows to the City of Greensboro wastewater
treatment plant.
2.5 FINISHED PRODUCTS
The Valley Proteins Greensboro facility is a raw material transfer station, and produces

no finished goods. Once the large open trailers are loaded with raw material inside the
transfer facility, the loads are covered with tarps and the trailers are hauled off -site to
other locations.
2.6 LOADING PROCEDURES
Tank Truck Transfers:
1. A Company employee will remain with the truck driver during the material
transfer procedure.
2. Position tank truck and place wheel chocks.
3. Verify receiving tank level is adequate for quantity of material to be delivered or
loaded.
4. Make hose connections between the tanker truck and the storage tank.
5. The truck connections will be double checked prior to starting the transfer.
6. Begin transfer of material.
7. Continually observe piping, valves, pumps and the truck to detect leaks before a
major problem is allowed to exist.
8. After the transfer is completed, place drip pans beneath the piping connections.
9. Close valves on the truck and pumping system.
10.Open piping connections and allow hose contents to drain into the drip pans.
11. Cleanup spillage. Dispose of waste in an approved manner.
Drum Handling::
1. New drums and containers are to be inspected to determine if they are leaking or
in poor repair.
2. Prior to transport, bungs, vents, and rim seals are to be inspected and secured.
3. Drums and containers are transported individually by hand truck or by front-end
loader.
4. Drums transported in the bucket of the front-end loader will be fastened with a
strap.
5.: Drums and containers will not be opened until placed in use.

6. If drums are moved before empty, bungs, vents, and rim seals are secured.
7. Portable drum pumps will be used to transfer oil from drums to other containers.
8. After transfer, the operator will inspect the area for spills before opening another
drum.
9. Drum and container storage areas will be routinely inspected for spills and leaks.

3.0 FEASIBILITY STUDY
A number of best management practices (BMPs) are currently in use at Valley Proteins.
These practices, which are composed of both structural and non-structural controls,
already limit the potential for contamination of stormwater. This section presents the
existing Valley Proteins BMPs, and an assessment of the feasibility of potential
measures which may attain additional reductions in exposure.
3.1 NON-STRUCTURAL BMPs
The non-structural administrative controls which are used at the site are: materials
management procedures, including good housekeeping practices; material exposure
control; spill prevention and cleanup; and connection controls.
Valley Proteins materials management policy requires regular cleaning of the facility
grounds, and the storage of drums, barrels and bags of chemicals inside. All chemical
containers are checked regularly for leaks or signs of damage. Raw material and
chemical containers are labeled. Employees must provide adequate aisle space to
facilitate materials transfer and easy access for inspections; store containers, drums,
and bags away from direct traffic routes to prevent accidental spills; stack containers
according to manufacturers' instructions to avoid damaging the containers due to
improper weight distribution; and store containers on pallets or similar devices to
prevent corrosion of the containers which can result when containers come in contact
the moisture on the ground. Employees are instructed to maintain clean, dry floors and
ground surfaces by using brooms, shovels, vacuum cleaners, or cleaning machines and
to regularly pick up and dispose of garbage and waste materials.
Material exposure to stormwater is limited in multiple ways. By-product trucks which are.
not immediately dispatched have tarps secured over their loads to protect against
contact with rainfall.

Spills are prevented by providing bulk storage tanks with secondary containment.
Employees inspect equipment for proper operation - all piping and equipment is
inspected regularly for leaks including tanks, dikes, valves, pumps, flanges, and
connections, and any leaks which are found are fixed promptly. Truck loading and
unloading is attended by a Valley Proteins employee, and employees are trained in spill
prevention and response procedures. Spill cleanup supplies and equipment are
maintained in strategic locations and are inspected regularly and replenished as
needed.
Stormwater conveyances are inspected and certified annually for illicit connections and
unallowable non-stormwater discharges, which will be promptly removed, if present.
3.2 STRUCTURAL BMPs
The structural stormwater controls employed at the facility include tank secondary
containment, grease traps, diversion valves, and covered process areas.
The grease tank near the trap house is designed with a secondary containment dike
and the used oil tank at the truck shop is designed with integral secondary containment.
Enclosed buildings are utilized for the raw material transfer operations and truck
washing, and for chemical storage. The roofing helps prevent the contamination of
stormwater in these areas. Additionally, the roofs help prevent the loss of material
through washout.
The area around the de -watering building and the trap house drains to the eastern edge
of the property to outfall #'I. The catch basin at this location is engineered with a vault
and overflow discharge (grease trap) so as to skim grease from the drainage prior to
discharge to the City's storm sewer system. This outfall is also equipped with a manual

3.3 POTENTIAL ADDITIONAL MEASURES
In order to minimize the potential for contamination of stormwater at Valley Proteins, the
following changes to operations and storage practices could be considered, in order of
feasibility:
• Perform dry cleanup of paved driveways, parking areas, etc. where byproducts
transport vehicles are staged, stored, moved across, etc. according to a schedule
to be developed as appropriate for the particular facility.
• inspect storm water collection and. discharge systems (manholes, underground
storm sewers, sediment ponds/traps, etc.) and remove accumulated silt,
sediment, organic materials, etc. according to a schedule to be developed as
appropriate for the particular facility.
• Install barriers where appropriate around or in drop inlets, above outfalls.
Systems to be inspected and maintained.
• Install and maintain grass buffer strips adjacent to paved areas and up -gradient
of drainage pathways where feasible.
• Installation of containment and roofing for the facility's diesel pumps, and for the
grease'and used oil tanks' truck loading/unloading areas.
• installation of first flush systems in sensitive areas to collect.the initial rainfall and
wash down water, to be discharged. to a process sewer or treatment by
stormwater management devices.
The facility currently performs dry cleanup of paved driveways, parking areas, etc.
where byproducts transport vehicles are staged, stored, moved across, etc. The
locations and frequency of this activity will be reviewed and adjusted as necessary.
The facility currently inspects and maintains the stormwater collections system. The
frequency of the inspection and the maintenance of the complete storm water collection
and discharge systems will be reviewed and increased as appropriate.

The existing grease trap and control valve on Qutfall #1 provide an effective barrier to
contaminated stormwater. Additional barriers in the stormwater system are not feasible
for this site due to the dispersed nature of the outflow on the northern side of the
processing area.
The installation of additional grass buffer strips is not deemed to be feasible based on
the facility layout. Existing grassed areas will be maintained to minimize erosion and
sediment to outfall #5.
The diesel fueling pump island could be covered to protect from stormwater run-on, and
the vehicle fueling area curbed to contain refueling spills. Similarly, curbing could be
installed for truck transfers at the grease tank and at the used oil tank. While these
measures are feasible, previous analytical sampling has shown that oil and grease
concentrations are below the stormwater benchmark values and therefore additional
controls are deemed unnecessary.
The truck parking area immediately north of the truck shop could be bermed and the
drainage directed to a control or capture device or the municipal sewer. This first flush
capture or control is not feasible for this location. Typical control measures such as
sand filters, bio-retention areas, and infiltration devices are not feasible alternatives for
the Valley Proteins site due to high maintenance requirements and/or unsuitability for
this type of industrial facility. The municipal sewer is not a combined sewer, and
therefore the discharge of large volumes of stormwater is not acceptable.

4.0 FECAL COLIFORM EVALUATION
Some wildlife is certainly present at the site, especially in the wooded northern portion of
the property away from the industrial buildings and traffic. This area drains to the northern
outfall and wildlife may contribute to fecal coliform loading. It is possible that fecal coliform
concentrations in stormwater discharges are contributed to, but not completely correlated
with, wildlife or other animal activity.

5.0 CONCLUSIONS AND CORRECTIVE MEASURES
Valley Proteins believes that additional non-structural Best Management Practices are
warranted for this facility to limit potential negative impacts to water quality. These
measures are:
• The dry cleanup locations and frequency will be reviewed and adjusted as
necessary.
• The frequency of the inspection and maintenance of storm water collection
system and controls will be reviewed.

Both companies are run separately but it does look they both lease property from the same owner (Carolina By-
products). I didn't realize that during my inspection. During my inspection of VP, they believed that runoff from Chemol
had led to some of their past COD exceedences, and said they had had City personnel out there to address it in the past.
It is complicated by the fact that VP maintains property on both sides of the Chemol process buildings, and has SW
outfalls on both sides.
I'm not sure how you could put them both under one permit since they are two different types of business... would have
to be an individual permit, which would just be a mix of the two existing permits.
As Mike Mickey would say... `Clear as Mud'.

I'm trying to figure out the relationship between two facilities in Greensboro:
NCG060131, Valley Proteins (was Carolina By -Products), 2410 Randolph Ave., inspected by }enifer this year

Although the addresses are different, maps do not show a 2300 parcel on Randolph Avenue. Chemol's website gives the
2300 address and indicates it was formed as the chemical division of Carolina By -Products- All info i can find shows these
two facilities as seemingly the same, yet they both have a permit. is Chemol a totally different entity than Valley Proteins
and is just located on their property? When Valley Proteins is inspected, is Chemol also inspected?
Any light you can shed on this would be greatly appreciated! If it's unclear to you as well, let me know that too and I'll
see if I can find out anything via another route.

Greensboro Division on Randolph Street in Greensboro, North Carolina on June 18, 2013. James L. Hodges and John
Bass were present for the inspections. The purpose of the inspections was to review compliance with the National
Pollutant Discharge Elimination System (NPDES) General Stormwater permit. The following are the findings from the
subject inspection:
• A Stormwater Pollution Prevention Plan (SPPP) has been developed and properly implemented.
e Qualitative monitoring has been conducted and recorded in accordance with permit requirements.
C Analytical monitoring has been conducted and recorded in accordance with permit requirements. There were
exceedences of Chemical Oxygen Demand (COD) and Fecal Coliform permit benchmark values in January 2013. A
proper Tier I response was enacted, and follow-up testing in February 2013 was in compliance.
o It was determined that Outfalls 43 and 44, as well as new outfall recently added drain to a common point at the edge
of the property. Your request to begin monitoring at this common point, to be called Outfall #5, and eliminating
outfalls #3 and #4 from monitoring is approved. Past exceedences of fecal coliform benchmark values at outfalls
#3 and #4 were likely due to poor sampling conditions (samples pulled from stagnant pools of water), so moving the
sampling point to the new location may help alleviate this problem.
e There were no residuals from spills or leaks observed on the ground, nor in or near surface waters.

During your inspection of the above -referenced facility on June 18, 2013, it was suggested that a
newly -designated outfall located downstream of existing Outfall 4 and the drainage ditch below
Outfall 3 could replace existing Outfalls 3 and 4.(see attached site map).
We have reviewed this with our environmental staff and concur in this proposal. Therefore, we
request that Outfalls 3 and 4 be eliminated and replaced with a new outfall, which will be
designated Outfall 5. This outfall will be located along Randolph Avenue below Outfall 4, as
shown on the attached drawing.
Since Outfall 2 was eliminated previously, this would leave Outfall 1 and Outfall 5 as the two
outfalls for drainage from the entire site. We would sample from these two outfalls.
With your permission we would like to make this change to our Stormwater Plan immediately
and start sampling from this area.

Agreement between the state of North Carolina and the U.S. Environmental Protection Agency, dated October

permit to update your current SPPP to reflect all new permit requirements.
The first sample period of your permit begins January 1, 2013. Your facility must sample a "measureable
storm event" beginning during the periods beginning January 1 and July 1 of every year (or, if applicable,
report "No Flow," as outlined in Part III, Section E). Also, please note that Tier 3 Actions in Part II of your
permit are triggered by benchmark exceedances on four occasions beginning on the effective date of this
permit and do not count prior exceedances.
The more significant changes in the General Permit since your last COC was issued are noted either in the
Draft Permit Fact Sheet that accompanied the public notice (http://portal.ncdenr.org/web/wq/ws/su/current-
notices), or in the Response to Comments / Summary of Changes and Technical Bulletin documents that are

Some of the changes include:
Part li:
• Section A: The Stormwater Pollution Prevention Plan (SPPP) section, if applicable, has been updated
to the most current language of our permits. Additional conditions for specific industry sectors have
been added to the SPPP requirements in some cases.
• Sections B, C: Failure to perform analytical stormwater monitoring may result in the Division requiring
that the permittee begin a monthly sampling scheme.
• Sections B, C: A lower TSS benchmark of 50 mg/I for HQW, ORW, PNA and Tr Waters applies to these
more sensitive waters.
• Sections B, C: The monitoring parameter Oil & Grease (O&G) has been replaced by the parameter
Total Petroleum Hydrocarbons (TPH) for vehicle maintenance areas, and in some cases, other
analytical monitoring requirements.
• Sections B, C, D: Inability to sample due to adverse weather must be recorded in the SPPP, or in
separate on -site records if your General Permit does not require an SPPP. Adverse weather is defined
in the "Definitions" section of the permit.
• Sections 8, C. The term "Representative Storm Event" has been replaced by "Measurable Storm
Event." A measurable storm event is defined in the permit.
• Section D: If the permittee fails to respond effectively to problems identified by qualitative
monitoring, DWQ may require the permittee to perform corrective action.
Please review Parts III and IV to understand the Standard Conditions of your new NPDES General Permit,
including Compliance and Liability, Reporting, Monitoring and Records requirements; Operation and
Maintenance obligations; and Definitions. Please note that all samples analyzed in accordance with the terms
of this permit must be submitted to the Division on Discharge Monitoring Report (DMR) forms available on
the Stormwater Permitting Unit's website above. DMR forms must be delivered to the Division no later than
30 days from the date the facility receives the sampling results from the laboratory. Also note that existing
permittees do not need to submit a renewal request prior to expiration unless directed by the Division.
Your coverage under the General Permit is transferable only through the specific action of DWQ. This permit
does not affect the legal requirements to obtain other permits which may be required by DENR, nor does it
relieve the permittee from responsibility for compliance with any other applicable federal, state, or local law,
rule, standard, ordinance, order, judgment, or decree. If you have any questions regarding this permit

Saimples analyzed in accordance with the terns of this permit shall be'submitted to the Division
oil Discharge Monitorurg Report forms provided by the Director. Submittals shall be received by
the Division no later than 30 days from the date the facility receives the sampling results from the
laboratory.
When no discharge has occurred from the facility during the report period, the permittee
is required to sub»rit a discharge 11101iit0ruig report within 30 days of the end of the six month
sampling period, giving all required information and indicating- "NO FLOW" as
per NCAC T15A 02B .0506.

Form returned to the Division.
