Sue White was the lead in this inspection. The corporation wants to make sure they have everything in order and are compliant when they are ready to close-out both the stormwater permit (NCG060112) and the wastewater (NC0029980) permit. They are working with NCDEQ-DWR in relation to the wastewater permit. The facility shut down production in late August and Early September and has since been pro -active in cleaning up the site and removing any possible exposures. The grounds throughout the campus were very clean and special effort has been made to ensure everything is as clean as possible. Very few issues were found but these need to be addressed. 1. The dextrose tanks had all been emptied and clean and most of the areaaround them had been cleaned. It appeared that there was an area with some dextrose residue that needs to be cleaned up between and near the tanks. 2. The only major concerns that will prevent the facility from being able to rescind its industrial stormwater permit are regarding the woodburning power plant located onsite. This facility is leased by others and their lease expires next April 2017, There is talk about the plant being disassembled and moved to another location but that issue does not sound like it's fully resolved. a) If the plant is to remain onsite, it must be covered under a Stormwater Permit. The permit will be required because of significant contamination to the stormwater by sawdust and wood chips burned to create power. b) The alternative to being covered under a stormwater permit would be if the power plant could provide measures that prevent stormwater exposures by sawdust and wood chips. Its doubtful that this can be fully achieved given the nature of the operation. Still every effort should be made to reduce sawdust effluent from leaching into downstream stormwater. c) If the power plant is to be removed from the facility when the lease is up and future contamination can be prevented DEMLR will be willing to work with the operator. Measures need to be put into place now that prevent continued contamination. No other issues were observed. Once the issues found have been adequately addressed, contact Sue White or Glen White at NCDEQ to schedule a possible rescision inspection. Miller wants to shut down the brewery 9/9/16, with the wastewater plant shutting down 12/31/16, and with the decommissioning work completed on 3/31/2017. • 1 advised that rescission of their COC would take approximately two weeks based on the two qualifying site conditions: no industrial activity on -going, and no significant amount of exposed industrial materials remaining on site. Two weeks allow for a confirming site visit by the WSRO, and administrative processing in RCO. Based on my review of their drawings today, there may be more than four outfalls. Also, it appears the facility may have been monitoring in -stream (named Outfall #4 by Miller), rather than in a discharge. Although our files go back to January 1994 with the first issuance of a COC for this facility, I do not find any record of representative outfall status in our working files in RCO. • 1 advised that during the shut -down process DEMLR may consider revoking the representative outfall status (if any was actually ever granted by the agency), and may require monitoring at more than just outfall #4 in acknowledgement of the fact that decommissioning activities may present circumstances different from normal plant operations. The plant is very well operated and managed; the entire plant was very clean and well maintained. The following items were noted: a. The grit chamber is currently down for repairs but is expected to be placed back in service soon. b. Two aeration basins are currently in use. C. One aeration basin is currently in use as an equalization basin. d. Two of the secondary clarifiers are currently in use. e. The plant does not have any sludge digestion facilities-, however there is, a 90K gallon sludge holding tank that waste sludge is pumped to before being processed in the sludge presses. f. The sludge processing facilities are well operated/maintained and produce a high quality sludge cake. g. The lagoons are in very good condition. Excessive algae are controlled through application of Barley Straw. h. Effluent flow is measured and flow proportional effluent samples are obtained through a sampler located in the basement of the main treatment building. The flow meter is calibrated as required. However, a distant visual observation showed the right-of-way to the outfall to be clear and accessible. Documentation Review 3. The following documentation was reviewed: a. Laboratory records, both in-house and contract, were reviewed. All records were complete, accurate, well organized and available for review. At least five years worth of records are kept on file. Laboratory records matched discharge monitoring reports and no transcription or other errors were noted. MillerCoors has a current field laboratory certification for dissolved. oxygen, pH and temperature. All laboratory chains of custody were also complete, well organized and available for review. b. Operation and maintenance records were also complete, current well organized and available for review. Most maintenance of plant equipment is managed through electronic databases that produce work orders when maintenance is due. Completed work orders are kept on file. An operational log book is kept. Operators make appropriate daily entries during their shifts. C. An operator visitation log is also kept. It is complete and current. d. No annual compliance report is required. e. The plant is currently operated 24/7. f. The assigned ORC, Harry Hudgins, as well as the backup ORC(s), have current appropriate certifications to enable them to operate the plant. g. The plant had no limit violations over the previous twelve months. 4. No problems were noted during this inspection. It is noted that Mr. Hudgins will be retiring within the next few months. Please keep in mind the ORCIBORC requirements and plan ahead to ensure MillerCoors always maintains ORCJBORC(s) of the required grade in these positions at all times. Please be sure to copy this office on all ORC designation forms submitted to our Raleigh office. NPDES General Industrial Stormwater Permit NCG060112 Site Review 5. The entire manufacturing plant was quite clean and well maintained. Only one small discrepancy was noted; the drain for one secondary containment facility was left opened and unlocked. It was fixed immediately, however. Please ensure all secondary containment facilities are always maintained in accordance with the permit; i.e. drains always locked in the closed position when not in use. Also, only designated personnel should be allowed to manage the locks. Documentation Review 6. The Stormwater Pollution Prevention Plan (SP3) was found to meet requirements. All discrepancies noted during the last inspection had been corrected. Both analytical and qualitative monitoring has been' accomplished as required; no exceedences of permit benchmarks have occurred. MillerCoors currently has representative outfall status (ROS) that allows them to monitor only one of four stormwater discharge outfalls (SDO). Sample points (SP 1- 7) were subsequently staked out along the 2,500 foot run towards Lake Miller located on the facility property as seen in Figure 2. At each point, pH readings were collected utilizing a YSI Water Quality Meter. Boarns were placed at strategic points in the stormwater ditch within low energy environments to maximize the containment of the surface foam to one general area for subsequent rem ediationlremoval. The foam collected with none observed passing the initial containment barriers. The response team utilized a 3,500 gallon Vacuum Truck to remove collected material from the boomed areas. Larger 4-inch booms were subsequently used due to the continued rair and rising water level in the creek. Although inipacts were not visually noted downstream (outside approximately 400 feet), five (5) additional precautionary boom lines were placed down gradient with the final boom line placed at the Lake Miller inlet. The foam remained contained within the initial boomed area located approximately 1,900 feet upstream of Lake Miller. The vacuum truck was utilized to remove the pooled foam from the surface of the water and continued for approximately 2.5 hours until the foam was not visible. Assessment and remediation activities continued the next day on November 11, 2009. A site reconnaissance walk was completed to monitor the stability of each boom as well as check for collected foam. Due to the continued rain in the immediate area, the creek water level was estimated approximately two (2) feet higher than the previous night. The booms were observed still in place with minimal foam collected. Vacuum activities commenced where the foam was observed, mostly in smaller pockets within low energy areas of the channel wall. A total of approximately 1,200 gallons of water and foam was removed during the Vacuum Truck efforts. The removed water was disposed of at the onsite Wastewater Treatment Plant. Confirmatory pH readings were collected by ONE personnel at the same sample point locations recorded the previous day. It should be noted readings were not collected at SP5 and SP7 due to the water level in the creek and subsequent flooding. Confirmatory readings showed no downstream impacts.
