Dear Mr. Gantt:
The R. J. Reynolds Tobacco Company (RJRT) Whitaker Park facility property boundary will
change effective March 7, 2017. This will change several of the stormwater discharge outfalls
(SDOs) from the facility. Accordingly, RJRT has revised the facility's Stormwater Pollution
Prevention Plan (SWP3).
The Whitaker Park facility stormwater permit will encompass a total of approximately 100
acres. Stormwater from approximately 26 acres (-26%) of the facility will discharge at a
new outfall, SDO 008. This acreage includes the steam plant (Building 602) and its
associated tank farm, 181 Shed, and the tobacco processing operation (Building 603-1).
Stormwater discharge outfalls two, three, and six (SDO 002, 003, and 006) are unchanged
and have little to no exposure to potential stormwater contamination. SDO 002 and SDO
003 are located at research and development facilities. SDO 006 is located at the Shorefair
facility. These facilities have limited activity and minimal storage areas outdoors, thus low
potential exposure to stormwater contamination.
Stormwater discharge outfall nine (SDO 009) will transport stormwater from the
loading/unloading areas outside of Building 603-5 which houses a product recovery
operation, a computer depot and a maintenance shop.
Stormwater discharge outfalls ten through fourteen (SDO 010 through 014) will transport
stormwater from the roof of Building 603-5, and no significant stormwater contamination
should be present.
Considering all of the SDOs and the related potential exposure, RJRT requests
representative outfall status for stormwater discharge outfall number eight (SDO 008) at
the Whitaker Park facility under General Stormwater Permit NCG060000, Certificate of

The facility's Stormwater Pollution Prevention Plan has been updated to include the new outfalls,
outfall numbers eight through fourteen (SDO 008 - SDO 014, respectively), along with existing
outfalls two, three and six (SDO 002, 003 and 006), including locations and drainage areas, as
per attached drawings E-15387-017, E-15387-018 and E-15387-023, showing the eastern
and western portions of the facility. Stormwater flow direction is shown by arrows for
overland flow and within storm sewers on the drawings, indicating the drainage areas for
each outfall.

If a facility is required to sample multiple discharge locations with very similar stormwaterrrGscharges,jthe
permittee may petition the Director for Representative Outfall Status (ROS). DWQ may grbnt�Representative
Outfall Status if storm water discharges from a single outfall are representative of discharges from multiple
outfalls. Approved ROS will reduce the number of outfalls where analytical sampling requirements apply.
if Representative Outfall Status is granted, ALL outfalls are still subject to the qualitative monitoring
requirements of the facility's permit —unless otherwise allowed by the permit (such as NCGO20000) and DWQ
approval. The approval letter from DWQ must be kept on site with the facility's Storm water Pollution
Prevention Plan. The facility must notify DWQ in writing if any changes affect representative status.

North Carolina General Statute 143-215.6 B(i) provides that:
Any person who knowingly makes any false statement, representation, or certification in any application, record,
report, plan, or other document filed or required to be maintained under this Article or a rule implementing this
Article; or who knowingly makes a false statement of a material fact in a rulemaking proceeding or contested case
under this Article; or who falsifies, tampers with, or knowingly renders inaccurate any recording or monitoring device
or method required to be operated or maintained under this Article or rules of the [Environmental Management]
Commission implementing this Article shall be guilty of a Class 2 misdemeanor which may include a fine not to exceed
ten thousand dollars ($10,000).
I hereby request Representative Outfall Status for my NPDES Permit. I understand that ALL outfalls are still
subject to the qualitative monitoring requirements of the permit, unless otherwise allowed by the permit
and regional office approval. I must notify DWQ in writing if any changes to the facility or its operations
take place after ROS is granted that may affect this status. If ROS no longer applies, l understand I must
resume monitoring of all outfalls as specified in my NPDES permit.

conditions of the permit prior to that approval.

requested. Analytical monitoring as per your current permit must be continued, at all outfalls, until written
approval of this request is granted by DWQ. Non-compliance with analytical monitoring prior to this request

review.

Inspection Summary:
They are shrinking the footprint at this site by 2l3rds donating the property to the east and west to charity. The visit was to
determine where the new outfalls would be to minimize off site influences and also the possibility of a NCGNE was
discussed since nothing production wise occurs outside or not under cover. The immediate plan is to subdivide the
property as planned in January 2017 and get two semi-annual sampling events completed. We'll then look at the results
and discuss the possiblity of NCGNE or outfall locations that will not included off site influences.
