The Discharge Outfall Qualitative Monitoring Report and DMR are included in Appendix A with analytical results included in Appendix B. This Tier 2 monthly sampling is due to three consecutive benchmark exceedances at the facility. Based on the results, we had the following exceedances at Outfall-001 and Outfall 002: Outfall 001 • Copper detected at 0.0129 mg/L versus a benchmark at 0.007 mg/L Lead detected at 0,0438 mg/L versus a benchmark at 0.03 mg/L o Zinc detected at 0.0976 mg/L versus a benchmark at 0.067 mg/L Outfall 002 a Copper detected at 0.0101 mg/L versus a benchmark at 0.007 mg/ We have conducted a Tier 1 inspection and saw no unusual or visual indicators that would contribute to these benchmark exceedances. As previously reported, we have conducted soil sampling and detected naturally occurring levels of copper in the soil which could be a contributing factor. However in an effort to examine the source of these exceedances, we are proposing the following: Stormwater Discharge January 2014 Monthly Sampling Report and Tier 1 Response Lydall Thermal/Acoustical, Inc. Hamptonville. NC Page 2 of 2 February 5. 2014 1. We will test some of the rainfall downspouts to determine if they are a potential source of the exceedances for both outfalls. 2. During the next rain event, we will examine whether there is any runoff emanating from the air compressor area at Fibers West and if so, what measures could be implemented to contain this discharge. 3. During the next sampling event, we will collect additional samples which will be filtered to determine whether that would be a successful means of mechanical treatment for the past exceedances of TSS and metals. 4. During the next sampling event, we will conduct both upgradient and downgradient surface water sampling of the receiving stream to determine if the Outfall discharges are contributing in any measurable impact. Based on the permit conditions, this Tier 1 response was recorded in the SPPP including the date and value of the benchmark exceedance, the inspection date, personnel conducted the inspection, the selected actions and the date the selected actions were implemented. We understand that the facility is required to conduct an additional monthly sampling and proceed to Tier 3 permit requirements. This correspondence has been copied to the NCDENR Winston- Salem Regional Office to determine if there are other recommended ameliorative measures to consider. It is our belief that with the measures described above, we will be able to identify a potential source and be better able to reduce these benchmark exceedances.
