Your assistance and cooperation during the inspection were greatly appreciated. An inspection checklist is attached for your records and the inspection findings are summarized below. This facility is located at 1241 Buck Shoals Road in Hamptonville, Yadkin County, North Carolina. Stormwater related to industrial activity is discharged from the site to Rocky Branch, which is currently classified as WS-III waters, in the Yadkin -Pee Dee River Basin. Documentation & Monitoring Review The facility's Stormwater Pollution Prevention Plan (SPPP) is thorough, up to date, and fully implemented. Qualitative and analytical monitoring have been completed as required. Analytical monitoring results indicated exceedances of benchmark values, which triggered the tiered response as required by the permit. Lydall Thermal/Acoustical has initiated tiered response actions as required. Actions taken to identify pollutant sources include contracting an engineer consultant, installing measures, taking soil samples, and resampling at outfalls. This facility is in compliance and your proactive response is appreciated. Lydall Thermal/Acoustical does not perform on -site vehicle maintenance. The facility currently has two Stormwater Discharge Outfalls (SDOs) that discharge stormwater related to industrial activity, with plans for a third SDO upon expansion. Site Review The facility is clean and well -maintained. Secondary containment has been implemented as required. The outfalls were inspected and found to be in good order. No evidence of erosion or instability at the SDOs was observed. The receiving stream was free of pollution indicators. They want to switch from an NCGO3 to an NCGO5 to reflect their primary industry (insulation materials). So if you get a rescission request for NCG030595 for the Lydall Thermal/Acoustical facility on Buckshoals Road in Hamptonville, just hold on to it until the NOI for an NCG05 at that facility comes in. This is totally separate from their newly permitted NCG05 facility on Main Street in Yadkinville. Sorry for the confusion! Hope that makes sense. For each of the baseline BMPs, the following actions will be incorporated into facility operations: BMPs Brief DescriptiomoUActiyities Housekeeping Collect and recycle used oil, maintain oil storage areas, regularly pick up trash, train staff in basic cleanup procedures, sweep up loading and unloading areas, scrap sites, warehouse lots, and shipping/receiving docks. Preventive Conduct regular visual inspection of outside areas followed by appropriate cleanup. Immediately report and repair leaking valves, drums and containers, equipment, and react immediately to spills. Maintenance Inspect the plant systems, equipment, outdoor storage areas, loadinglunloading areas, and the stormwater drainage system (catch basins, Monthly Inspections runoff, detention pond, and outfalls). Inspection forms can be used. The goal of inspections is to confirm that Best Management Practices for stormwater pollution prevention are in place and working. Monitor oil and fuel deliveries and ensure that all drums/containers are always tightly closed and handled correctly. Oversee loading and Spill Prevention unloading of significant materials at docks. Note location and condition of spill kits. Preventive maintenance is the best method of spill Response prevention. Employees are trained in proper materials handling. Finally, prevent spills during loading or unloading, and document any releases. Encourage the planting of grass and vegetation on the perimeter of paved roadways and parking lots. These areas are included in the Sediment & Erosion monthly inspection to ensure that grass is re-planted.if bare spots develop.. ... . Control Vegetative swales are installed where runoff is'expected. Manage runoff by practices used to divert or otherwise maintain stormwater runoff in ways that reduce pollutants in stormwater at the site. Reddirect stormwater away from areas of exposed materials or potential Management of Runoff pollution and divert stormwater that contains pollutants to treatment locations. Utilize non -toxic, non -hazardous cleaning agents. Discourage and control outside use of oils, chemicals, raw materials, pesticides, and Additional BMPs herbicides.
