Subject: General Stormwater Permit Inspection — NPDES Permit No. NCG050362
Technimark LLC — Randolph County
Dear Mr. Cline:
On January 25, 2012, Jenny Graznak of this office performed a Stormwater Permit
Inspection at Technimark LLC located at 180 Commerce Place in Asheboro, North Carolina.
This facility holds General Stormwater Permit No. NCG050362 under the National Pollutant
Discharge Elimination System (NPDES) to discharge Stormwater. Technimark manufactures
plastic parts. As Safety Manager, you were present for the inspection. Paul Spangenberg of
Leonhardt Environmental was also present for the inspection. This type of inspection consists of
two basic parts: an in -office review of facility files and self -monitoring data and an on -site
inspection of the facility's discharge. This particular inspection evaluated five (5) areas, and
observations from each area are addressed below:
1. Permit
The permit became effective June 1, 2008 and expires May 31, 2013. A copy of the permit was
available for review during the inspection.
2. •Records/Reports
As required by the permit, the facility has a Stormwater Pollution Prevention Plan (SPPP) that
was available for review during the inspection. The SPPP was created by Leonhardt
Environmental and was last updated on September 9, 2011. The SPPP included all of the
components required by the permit. Employee Training is conducted on an annual basis. The
company also has a spill plan with all necessary components. The company completes a
facility inspection and an aboveground storage tank -inspection twice a year, as required by the
permit. Each inspection is documented in the SPPP.
3. Facility Site Review
The facility has three buildings (Plants 1, 4, and 5) and three stormwater discharge outfalls
(SDO). The site has three aboveground storage tanks for waste ail. Each 500-gallon tank is
covered by a canopy and has secondary containment. Used oil is removed from the site by
GARCO, Inc. Pallets are stored outside; some are maintained under cover. All of the dumpsters
on site are covered except for one, which is used for metal scraps. The facility has eleven (11)
silos spread throughout the site, which contain plastic pellets (one of the company's raw
materials for production). There is also a truck loading and unloading area at the facility.

4. Effluent/Receiving Waters
Stormwater from the property discharges to an unnamed tributary to the Haskett Creek (Class
C) in the Cape Fear River Basin. Stormwater was visible at each outfall on the day of the
inspection due to recent rain events. No problems were visibly apparent with the quality of the
stormwater.
5. Self -Monitoring Program
The stormwater permit requires semi-annual qualitative monitoring at both stormwater outfalls.
An on -site review of the monitoring data during the inspection showed that all parameters. are
evaluated per the specifications of the permit. The last monitoring event was performed on
September 21, 2011. This facility is exempt from the annual analytical monitoring requirements
since no vehicle maintenance activities occur on -site.

general permit. This permit is issued pursuant to the requirements of North Carolina General Statute 143-
215.1 and the Memorandum of Agreement between North Carolina and the US Environmental Protection
Agency dated May 9, 1994 (or as subsequently amended).
Please take notice that this certificate of coverage is not transferable except after notice to the
Division of Water Quality. The Division of Water Quality may require modification or revocation and
reissuance of the certificate of coverage.
This permit does not affect the legal requirements to obtain other permits which may be required
by the Division of Water Quality or permits required by the Division of Land Resources, Coastal Area

Please see permit application attached.
We have received an application for coverage of a new facility under NCG
05 from Technimark LLC for their facility in Asheboro. The facility
drains to Haskett Creek (class C) in Asheboro (Randolph County). This
facility does injection molding of plastics; without vehicle
maintenance. Does the Winston-Salem Regional Office have any concerns
about issuing this facility a COC for this general permit?
