Inspection Summary:
Reason for Visit: Routine
This inspection was requested by Tim Causey of Elkamet. Due to the recent renewal of this permit, Mr. Causey
discovered that Elkamet has not developed or implemented a stormwater pollution prevention plan (SPPP). Mr. Causey
requested assistance in developing the plan. DEMLR staff met Mr. Causey on site to tour the facility and offer
suggestions to help Elkamet get a SPPP implemented.
During the site visit it was noted that there are several parking lot drains in the front of the facility that are of an unknown
fate. These drains either discharge to an unnamed tributary (UT) to King Creek or to the sewer. Mr. Causey was advised
to determine the fate of these stormwater drains and include this information in the SPPP accordingly.
As a follow-up to the inspection, DEMLR staff provided Mr. Causey with example documents to aid in the development of
his SPPP. In addition, Mr. Causey was provided with information regarding the classification of a nearby stream. Mr.
Causey plans to continue to work on the SPPP and call the ARO if assistance is needed.
At the time of this inspection Elkamet appeared to be doing a good job with housekeeping and no immediate concerns
were noted.

Shawna and I have a site visit scheduled for next Tuesday (22"d) at 9:00am. Mr. Causey has been with the company
since they started up in 2007 and they have not implemented any SPPP or done any record keeping. He says that they
did not realize they needed to have the plan or do the record keeping. They have paid the permit fee each year since
the original app in 2006. They have not been inspected however. I told Mr. Causey that we would work with him so
our inspection will be a compliance assistance inspection. They are and have been in violation for several years;
however, I think appropriate course of action is to assist them with compliance and reserve any potential issuance of
violation until they have had time to come into compliance. After the site visit I can draft a letter that will include a
deadline for the completion and implementation their SPPP.

Good afternoon Laura. I hope that you are doing well today. I wanted to let you know that I am working on getting our
SPPP put together and would like to ask for clarification on the first item of confusion. The sample program that I found
online, and the papers which came to us in the mail which started us looking into this issue tells me that we are to have
the discharge for each overflow location tested. I first thought that this was just a visual thing, but upon reading into the
sample program I see that I am to send two copies of the report from the lab to the DMR. Can you explain to me how I
am to get these samples? How often I am to take them? Who do I send it to for analysis, and what they are looking
for? I know that this is a lot of questions, but the forms are not very clear to me exactly how to handle this. We do not
do any vehicle maintenance outside, and we only have two fork trucks in the building which an outside contractor
changes the oil once a year. We do not store any chemicals outside, and there is no discharge from within the plant that
goes into the storm drain. I want to thank you again for your help, and I look forward to hearing from you again.
I did give Natalie a call today and left her a message on her phone, I should hear from her soon for her information.

Thank you for your time today on the phone. As we discussed, this facility has both a General Stormwater Permit No.
050354, which is administered by us; and a Post Completion stormwater permit (the basin and O & M requirements)
which is administered by Henderson County (Natalie Berry at 828/694-6521). For details concerning the basin
operation and maintenance requirements, please call Natalie (I have copied heron this email).
As we discussed, your General Stormwater Permit was just renewed and you received a large packet including the
permit and guidance. You indicated that this facility does not have any vehicle and equipment maintenance areas, so
Section B would not apply if the facility does not use more than 55 gallons/month of new motor oil or hydraulic
oil. Records should be kept on site that document this. For any outfalls (such as the outlet from the stormwater
detention basin and that from the parking lot into the storm drain), Section C of the permit does apply and semi-annual
qualitative monitoring is required. In addition, a Stormwater Pollution Prevention Plan (SPPP) is required and I have
attached a guide for developing a SPPP for your review and use.
Tim, I would recommend that you review all this guidance and using this put together a SPPP. At that time if you still
have questions or need assistance, please give either Jonathan Stepp, me, or Shawna Riddle a call and we can schedule
an on -site visit for assistance and review. I hope that this has helped, and please give us a call if you have any

Good afternoon Mr. Barnett. My name is Tim Causey, and I am the maintenance manager and safety coordinator for
Elkamet Inc. located in East Flat Rock, NC. We built a new addition to our facility last year, and in doing so we were
required to have a storm runoff pond on the property. When this new addition was complete and the building was
signed over to us from the construction company we were told that we were to monitor and maintain this pond. This
seemed to be an easy enough task at first, but now we have a renewal form which was sent from your department which
requires a lot of documentation which I amjust now aware of. I would very much like to speak with you or someone
from you office to get a better understanding of what I am required to keep record of, and how to meet the
requirements of this permit. We have kept a close watch on this pond and have had no issues, but I see now that this is
not ail that is required. Thank you for your time, and for any help you can offer with this matter.
