On April 4, 2018 this facility was inspected for compliance. l met with: Michael Dugger, Production Manager; Mike Styles,
Resource Manager; Rimley Fitzwater, Superintendent; Laura Garret, EHS Manager. During the inspection, the following was
noted:
Records on the site were well maintained, and the facility was clean overall. There was an area outside where empty/used
totes were being stored. Due to the proximity of these totes, the overall capacity was above secondary containment
threshold. Is these containers are going to continue to be stored together, secondary containment will be needed. The
facility contacts were confident that many of the totes could be stored inside, or moved apart to meet requirements.
The onsite construction project related to the parking area is nearly complete and stabilization is getting established.

Inspection Summary:
DWQ staff was met on site by Chris Lemaster, Scott Readling and others. A tour was conducted of the exterior of the
facility, observing the stormwater conveyances and outfalls and site conditions. During the visit, the SPPP manual was
reviewed, operational activities and existing stormwater exposures were discussed. Permit requirements were also
reviewed as pertaining to the most recent permit version, dated June 1, 2008. At the time of the inspection the site was
found to be in compliance with the permit. The inspector noted that the facility appears to maintaingo _od housekeeping
practices and records were found to be in good order.
Several noteworthy items were identified during the visit:
- The Site Plan needs to reflect all outfalls identified during the site visit: five total,
- The connection of two stormwater inlets/conveyances should be determined: the loading dock off the southwest of the
building and the round -covered inlet along the northeast rail spur.
- The SPPP should be updated to reflect requirements of the revised NCG05 permit.
- Housekeeping improvement possibilities included litter collection/management, especially along western property
boundary stormwater ditch,
- Utilizing roof structures to reduce stormwater exposure was recommended where possible (e.g., materials stored
exterior to the building and shop -waste dumpster),
- Sediment loss was occurring, especially in the East -Southeast quadrant of the property. Erosion control measures were
recommended,

The subject facility holds a general permit from the North Carolina Division of Water Quality to
discharge stormwater associated with industrial activities performed at your facility. Please be
advised that staff'of the Asheville Regional Office will be performing a stormwater inspection at
the subject facility sometime in the near future.
Some of the items you need to be sure are avaiikble for our review during the inspection are as
follows; a stormwater pollution prevention plan, spill prevention and containment plan,
monitoring; data/records for the site, including a copy of your Stormwater Permit, and records of
any training of your personnel as required by your permit. The inspection will also include a
visual inspection of the site, which includes the stormwater outfall location(s). Please note that if
you are required to collect samples, the samples must be analyzed by a North Carolina certified
laboratory or the facility must be certified by North Carolina to perform on -site field testing. If
