Inspection Summary
On January 10th 2018 Sue White and Glen White conducted a Compliance Evaluation Inspection on this site Overall the
site looks good There is an area in the rear of the site that is the bone yard This site is very congested with metal parts
cardboard and pallets The Preventative Maintenance and Good Houskeeping program outlined in the on -site Stormwater
Pollution Prevention Plan (SP3) needs to be implemented in this area Also the Qualitative Monitoring required by this
permit has not be done During the inspection it was discovered that outfall 2 on the NW corner of the property was
overgrown and not accessible for safely monitoring Please clear the area enough to make it accessible On a semi-annual
basis follow requirements in Part II Section B of your permit to conduct this monitoring Its recommended though not
required to photograph each outfall during your inspection with a day/date camera print the photos and include with the
filled out form in the back of your SP3 book Doing this gives a good visual of the conditions during the inspection and can
serve as a reminder so you can fill out the form upon returning to the office If you have any questions or comments

In response to the letter dated March 4 2013, Sonoco has reviewed the findings of the
compliance evaluation inspection and plan address those findings by doing the following
1 Employee Training An environmental professional will be conducting an employee
training session on March 21 2013
2 Self Monitoring Program This will also be addressed In the March 21 2013 training session
3 Exposed Barrels These barrels will be removed from our facility by April 30 2013 in the
interim these barrels will be covered or moved to shelter to eliminate stormwater
exposure
4 Reduce stormwater exposure Sonoco will consult with our Environmental engineer to
work to reduce stormwater exposure at our facility where feasible This will also be
addressed in the March 21 2013 training session

On February 28, 2013, Jenny Graznak of this office performed a Compliance Evaluation Inspection at
Sonoco located at 212 Cook Road in Elon, North Carolina This facility holds General Stormwater
Permit No NCG050164 under the National Pollutant Discharge Elimination System (NPDES) to
discharge Stormwater from activities classified as Apparel, Pnnting, Leather, Rubber, etc Specifically,
Sonoco manufactures paper tubes for the textile industry
This type of inspection consists of two basic parts an in -office review of facility files and self -monitoring
data and an on -site inspection of the facility's discharge Ray Pickard was present for the inspection
This particular inspection evaluated five (5) areas, and observations from each area are addressed below
l Permit
The facility did have a copy of the current permit on file that was available for review during the
inspection
2 Records/Reports
The facility has developed a Stormwater Pollution Prevention Plan (SPPP) as required by the permit The
SPPP was recently prepared by Sonoco's Global Environmental Services Division in their SC office The
SPPP did appear to have all of the required sections However, the SPPP has not been entirely
implemented at the site It was also noted that the Employee Training requirement of the SPPP has not
been completed
3 Self -Monitoring Program
It was determined during the inspection that none of the self -monitoring requirements of the penTut have
been performed The permit requires seine -annual visual monitoring at both stormwater discharge outfalls
as well as a semi-annual facility inspection Part lI of the permit text explains all of the self -monitoring
requirements

4 Facility Site Review
The site has a covered dumpster, unloading and loading areas, wooden pallet storage, and a paper dust
hopper Paper dust from the hopper is deposited into an uncovered dumpster behind the building The
facility receives two types of adhesive materials in their loading areas A large white glue storage tank is
maintained inside a storage building
*** Several standing barrels with open tops are stored behind the building These barrels appear to
contain a slurry of stormwater mixed with the barrel contents Please note that these barrels could
potentially result in an illegal discharge due to their proximity to storm drains should one tip over Empty
barrels should be capped and stored on their side when not covered by a storm resident shelter During
the inspection, Mr Pickard stated that he intends to have these barrels removed by an environmental
clean-up company such as Safety Kleen
5 Effluent/Receiving Waters
The site has two stormwater discharge outfalls Stormwater from the property discharges to an unnamed
tributary to Back Creek (Class C, NSW) in the Cape Fear River Basin No major issues were noted with
regard to the stormwater discharge outfalls on the day of the inspection
Required Response
This inspection letter and accompanying report is being sent as a Notice of Violation for failure to
implement the SPPP and failure to perform the monitoring requirements of the permit This Office
requests that you respond to this letter in writing within 15 days of receipt of this Notice Your
response should clearly indicate what efforts you will take to ensure that the violations, as detailed above,
are properly abated and resolved Thank you for your attention to this matter Pursuant to G S 143-
215 6A, these violations and any future violations are subject to a civil penalty assessment of up to a
maximum of $25,000 00 per day for each violation Should you have any questions regarding these

of Water Quality (DWQ) is forwarding herewith the reissued stormwater general permit This permit
is reissued pursuant to the requirements of North Carolina General Statute 143-215 1 and the
Memorandum of Agreement between North Carolina and the US Environmental Protection agency
dated December 6, 1983
The following information is included with your pernut package
■ A copy of the stormwater general permit
■ A Stormwater Pollution Prevention Plan Certification Form This form certifies that you have
developed and implemented the Stormwater Pollution Prevention Plan (SPPP) required in your
permit This form must be completed and returned to the Division within 30 days of receipt of
tlus letter DO NOT send the SPPP with the signed form
w Five copies of Analytical Monitoring forms
■ Five copies of Qualitative Monitoring forms
■ A copy of a Technical Bulletin on the stormwater program which outlines program components
and addresses frequently asked questions
m A corrected Certificate of Coverage if you indicated a name or address change on the Renewal
Form returned to the Division
Your certificate of coverage is not transferable except after notice to DWQ The Division of Water
Quality may requtre modification or revocation and reissuance of the certificate of coverage
This permit does not affect the legal requirements to obtain other permits which may be required by
DWQ or permits required by the Division of Land Resources, Division of Air Quality, Coastal Area
Management Act or any other Federal or Local governmental permits that may be required
