REGAN Secretary TRACY DAVIS Director On February 8, 2017 Glen White of the North Carolina Department of Environmental Quality — Division of Energy, Minerals and Land Resources met with you at the Matcor facility located at 835 Salem Road in Welcome, to conduct a compliance inspection. This inspection consists of review of the Stormwater Pollution Prevention Plan and each of the record components as well as review of the facility outfalls and possible stormwater exposures. Your assistance with the inspection was greatly appreciated. Permit: This facility holds General Stormwater Permit NCG030613 to discharge stormwater from industrial activity associated with Metal Fabrication under the National Pollutant Discharge Elimination System (NPDES). The permit became effective November-01, 2012 and expires on October 31, 2017. The -current permit was available for review and was included in the SPPP. Records/Reports: This facility was required to develop and maintain a Stormwater Pollution Prevention Plan (SPPP) in accordance with Part II, Section A of the permit. All qualitative and analytical monitoring records are required to be maintained with the SPPP for a minimum of five (5) years. Records appear to be current and complete. Facility Site Review: Mateor's Welcome, NC facility uses state of the art high tech precision laser cutting machines to cut precision parts which are then welded, powder coated, etc. by machine and by skilled and unskilled laborers. There are approximately 185 to 190 employees working on one of three (3) shifts. Safety training is conducted on. all new hires at the time of employment and on all other employees at least once each year. All materials and fluids are stored inside and under cover except for rack, pallets and bins that materials either arrive at the plant in or are used in shipping out of the facility. Effluent Receiving Waters: Effluent from this facility drains to Swearing Creek, Class "C" waters of the Yadkin Pee -Dee River Basin. Self-Monitorin Program: This facility is required to provide both Qualitative and Analytical Monitoring twice annually. Monitoring has been performed as required. Prior relief from Tiered Response has been granted for copper and zinc parameters. The facility was found to be compliant with its industrial stormwater permit. Thanks for the letter it takes a lot off my shoulders with management, sometimes they don't understand all the work we go through trying to keep compliant and the environment clean as possible. Thanks for explaining some of the details about gathering and sending stormwater samples to the lab without using other services, that's going to be a great cost savings that I can use to improve our facility. Your assistance and cooperation during the inspection were greatly appreciated. An inspection checklist is attached for your records and the inspection findings are summarized below. This facility is located at 835 Salem Road in Welcome, Davidson County, North Carolina. Stormwater related to industrial activity is discharged from the site to Swearing Creek, which is currently classified as Class C Waters, in the Yadkin -Pee Dee River Basin. Documentation & Monitoring Review The facility's Stormwater Pollution Prevention Plan (SPPP) contains all of the required elements and is up to date and fully implemented. Both qualitative and analytical monitoring have been completed as required. The facility has two Stormwater Discharge Outfalls (SDOs) that discharge stormwater related to industrial activity. A tiered response has been instituted for both SDOs at this time. Sample results from Outfalls 001 and 002 exceeded benchmarks for copper and zinc results to trigger a tiered response. In all cases, MATCOR Metal Fabrication has complied with permit requirements to increase sampling, identify potential sources of pollution, and attempt to eliminate them. The facility is in compliance at this time. Site Review The facility is clean and well -maintained. No vehicle maintenance takes place on site. Both outfalls were inspected and found to be in good order. No evidence of erosion or instability at the SDOs was observed and the receiving stream was free of pollution indicators. MATCOR Metal Fabrication has completed monthly monitoring for all outfalls as well as conducting extensive studies to identify and eliminate potential sources of contamination. Exceedences of copper and zinc benchmarks have continued at both.outfalls despite the facility's proactive attempts to identify and eliminate any source of pollutants. At this time, the Division concurs that more frequent monitoring at this site would be ineffective. The Division relieves you of the additional monitoring frequencies required in the Tiered Response section of this permit for the parameters specified. You must continue to monitor semi-annually as required by the permit, but you will not be required to institute monthly monitoring for any future exceedences of copper and zinc parameters at Outfalls 001 and 002. Tiered response requirements still apply for all other parameters. We appreciate your efforts to comply with the stormwater permit and the proactive steps taken to identify and . eliminate potential sources of pollution. No additional response to this letter is required, but please append this letter to your SPPP to document that your facility has been relieved of monthly monitoring requirements for the specified parameters. I always forget that. And you are also correct.., the site drains to an unnamed tributary (UT) to Swearing Creek, so it takes on Swearing Creek's classification (Class C) and listing. In addition to being listed for Mercury, it is 303(d) listed for Ecological/biological Integrity (fish communities). There is a statewide TMDL for the mercury listing, but no TMDL has been developed for the Ecological/biological Integrity listing. Hope that helps. Let me know if you have any other questions. Scroll down to NCG030000. That is the one you will be dealing with. To the right of that, you will see links to the permit text, the NOI (application), and a technical bulletin (two page summary of the permit requirements). Just follow the instructions on the NOI, and let me know if you need any help filling it out. When you get the permit, I will also receive notice from the central office in Raleigh. I am the one imposing the 6 months deadline for creating the SPPP, not Raleigh, so their letter won't say anything about that. Just know that you have 6 months from the date your application is approved. This is a general permit, meaning that everyone manufacturing metal products has the same exact permit, though you will be assigned a unique number called the Certificate of Coverage (NCG03XXXX). This permit expires every 5 years, with the current permit cycle expiring on October 31, 2012. Look at Part III Page 3 for renewal information. The Raleigh office has always been good about sending reminders, but just know that you have to request renewal at least 180 days prior to the expiration date. Edwards EHS Coordinator 10-30-2013 Introduction North Carolina Department of Environment and Natural Resources (NCDENR) require Matcor Metal Fabrication to have a Stormwater Permit. Within the permit it specifies our obligations for discharge controls, management, monitoring, and record keeping. Part of our compliance requires a semi-annual Discharge Outfall Qualitative Monitoring Report, O Waters Edge Environmental, LLC provided Matcor this service for Period two of 2013 (July- Dec.). Based on the these results, we have exceedances for the following: • Outfall001 O Exceedance for copper which was detected at 0.021 rng/L verses a benchmark at 0.007mg/L. O Exceedance for zinc which was detected at 0.42 mg/L verses a benchmark at 0.067mg/L • Outfall002 O Exceedance for zinc which was detected at 0.38 mg/L verses a benchmark at 0.067mg/L These exceedances have placed Matcor in the Tier 2 range of a 3 Tiered program according to the guidelines of the Stormwater Permit. If zinc and copper are not brought down to the excepted benchmark with the next stonmwater sampling the severity will graduate to Tier 3. Check with pallet supplier for wood preservatives or pesticides used to treat pallets or containers on site. Pallet Resources supplies our pallets, they stated that no chemicals of any kind are used to treat pallets. PRNIC uses the approved heat treat method which is safe to the employees and to the environment. Ultratech makes a catch basin insert that traps zinc and copper along with other metals that get released into the stormwater Galvanized roof material - 2 additional samples were taken from 2 gutter downspouts in October the results were, roof 1 sample at 1.9mg/L Zinc, roof 2 sample at 0.23 mg/L Zinc. Over time dust builds up in these areas then the rain and washes the dust and material that it has absorbed into the stormwater. Waters Edge Environmental representative stated that he didn't think our exceedances were coming from the parking lot. ►YW 't A�ILII .'r f. Looks like some erosion has occurred coming onto our property but the BBQ restaurant don't have much of a paved parking lot. 4 Action items generated form 10/30/13 5tormwater Management Inspection • 1 am in the process of talking with NC DENR/ DEACS and they are reviewing the infonnation about our exceedances. + I am double checking all the different departments here to make sure we are following the SPPP. • We have a finished hydraulic/fuel tank area that performs a leak test on the tanks for Caterpillar. This tank consists of only water that the fabricated tanks are dipped into under air pressure to insure that they are no leaks. When it's time for these tanks to be dumped and fresh water added it is routed outside. I have notified maintenance to have this water re-routed to our pre-treatment tanks and then sent to Lexington City sewer along with our other wastewater for a preventative measure. (Completed on I 1-06-13) At the recommendation of DEACS I'm going inspect the property on our west side to see if we're getting any run off from those properties which consist of a Barbecue Restaurant and Veterinarian Clinic, both of which have large paved parking lots which may contribute to our Copper. (Completed and sent to DEACS) Also at the recommendation of DEACS send waters samples to a different certified lab to see if the same results are found. Our current lab is Pace Analytical; I am in contact with Prism Laboratories for pricing. I am also trying to find out what steps need to taken for us to collect the samples ourselves and send them in to see it is more cost effective.
