Pursuant to North Carolina General Statute 143-215.1, O'Neal has obtained an industrial stormwater discharge permit for this location (Permit Number NCGo3o607) and implemented a Stormwater Pollution Prevention Plan to prevent site operations from impacting stormwater quality. As part of this effort, we sample two stormwater outfalls for the following parameters per the state permit requirements for Metal Fabrication facilities: Total Suspended Solids; pH; total Copper; total Lead; total Zinc; Total Toxic Organics; and Non -Polar Oil & Grease/Total Petroleum - Hydrocarbons. Based on past monitoring results, the site monitors its outfalls as aiTier 3 facility. For informational purposes, the site also samples the stormwater discharge off of its roof and measures the same parameters above. December's monthly sampling showed zinc levels of 0.39 and 0.38 mg/L at Outfalls 1 and 2 respectively versus the benchmark value of o.126 mg/L. Of note, the flow through the roof drain — which collects rainfall off of the galvanized metal roof via galvanized gutters and galvanized downspouts — showed a very similar result of 0.35 mg/L. O'Neal continues to believe that the galvanized coating on its roofing, gutters, and downspouts is wholly or largely responsible for the values of zinc in the final stormwater outfalls. This was communicated in a September 2018 letter sent to Mr. Brandon Wise in the Winston-Salem regional office. December's monthly sampling also shorted pH levels underneath the 6.0 standard unit benchmark — 5.9 in the case of Outfall i and 5.4 in the case of Outfall 2. The roof drain's result was again comparable at 5.8. This suggests to O'Neal that the pH of rainfall in the area is itself slightly acidic, and so the final outfall results may be wholly or largely the result of the rainfall as opposed to activities within the site.
