Reporting and activities associated with stormwater monitoring are well documented. The facility, inside and outside, is very clean. The SWPPP is in excellent condition and all reporting requirements are met. 2. The facility has been under Tier Two benchmark monitoring for Copper at SD-02. Several attempts have been made to address these minor benchmark exceedances, yet the Cu benchmark of 0.007 mg/L continues to be exceeded with values of 0.007 - 0.009 mg/L. The facility is currently using a Filterexx pillow at the stormwater inlet in the parking lot just above the monitoring point, as well as Metalsorb. 3. Upon inspection, there are no apparent contributions of Cu from the facility. Some construction activities are taking place in the parking lot draining to SD-02, but the contractors are taking great care to clean and maintain the lot. 4. Based on this site inspection and discussion during the inspection, we support dropping the monitoring of SD-01 for the primary reason that this outfall drains only the employee parking lot, flow from the lot goes through a wide grassed area, and the nearest water source is not visibly close to the outfall. In addition, we support providing relief from the Tier Two monitoring at SD-02. The Triennial Review recently wrapped up with a new standard for copper, and there is a revised benchmark based on that new standard and different translation calculation. The new Cu benchmark of 0.010 mg/1 will be implemented in new permits for copper. The primary goal of the inspection was to evaluate the drainage to SD-02 and to insure that there are no illicit discharges at your facility. At the time of this inspection the facility was found to be in compliance with permit NCG030605 and no illicit discharges were discovered. Monthly monitoring was triggered by two consecutive exceedances of the copper benchmark at your facility. Please keep in mind that benchmark exceedances are NOT limit violations or violations of permit conditions; however, you are obligated to follow the tiered response actions outlined in your permit. MOOG Components Group, Inc. has been following the tiered response actions and therefore is in compliance with the permit. Based on your materials inventory and certification that industrial activities at MOOG Components Group,.lnc. pose little to no potential for release of copper into stormwater, we are granting regulatory relief from Tier 2 monitoring. The first Tier Two exceedance for copper was received when our facility was conducting our first semi-annual stormwater sampling event on 4/7/14. After researching options for corrective actions with residual copper in stormwater, I found some information on implementing the use of oyster shells to help remove dissolved copper from stormwater runoff. Our facility implemented the use of oyster shells in a couple locations before the stormwater discharge SD-02 on 5/12/14. The next sampling event took place on 5/14/14 and the copper benchmark was achieved since we received as result of 0.0 mg/L. However, we incurred the "second" Tier Two exceedance for the copper benchmark on 6/24/14 with a result of 0.036 mg/L. The corrective actions that our facility implemented were to remove any loose sediment from the immediate area and new gravel/rock was applied throughout the immediate area also. In further researching more corrective actions to eliminate residual copper from stormwater runoff, I found two separate products that our facility could implement into use. The first product is called "Metalsorb" which is a high capacity sponge product that captures and retains dissolved metals. The second product is called "Filterexx Filter Pillow with Metaloxx" which is an organic compost/mulch filler that removes metals and suspended solids. Our facility implemented the use of these two products at stormwater discharge SD-02 once we procured them on 8/11/14. On 7/28/14, our sampling effort at stormwater discharge location SD-02 indicated that we once again were over the benchmark exceedance for copper with a sample result of 0.008 mg/L. I conducted another site walkthrough and the only other possible cause that I could identify is a galvanized roof within the immediate area that could be contributing to the residual copper at stormwater discharge location SD-02. Our facility is going to continue the use of the "Metalsorb" and the "Filterexx" products and continue the practice of monthly sampling efforts at SD-02 until we receive further instruction from your department. This structure is approximately 2,500 sq.ft. in size and is constructed of concrete block on a concrete slab. The building has secondary containment for our waste.
