Inspection Summary:
On August 8, 2018 this facility was inspected for compliance. I met with Michelle Hendrich on site. During the inspection the
following items were noted.
1) Secondary containment was not provided for all areas where containers stored in close proximity had a total capacity
greater than 1320 gallons. These containers shall be moved to areas where secondary containment is provided.
2) Housekeeping at the rear of the facility is needed. Excessive Industrial material and waste was observed on the ground.
These areas shall be maintained to remain in compliance with the housekeeping requirements of the permit.

The Asheville Regional Office staff have reviewed your request dated March 16, 2018, for a
determination that stormwater discharge outfall (SDO) 001 be granted representative outfall status for
stormwater outfalls 002 and 005. Based on the information and maps provided and a site inspection on
February 20, 2018, we are approving this request. In accordance with 40 CCR § 122.21(g)(7), you are
authorized to sample outfall number 001 as a representative outfall. This approval is effective with the
next sampling event. We also want to remind you that the permit still requires Qualitative Monitoring be
performed at all SDOs, regardless of representative status.
Please remember that any actions you initiate in response to benchmark exceedances as directed in the
tiered response provisions of your permit must address all drainage areas represented by 001, where
appropriate.
Please append this letter to your Stormwater Pollution Prevention Plan (SPPP) or permit to document that
representative outfall status has been approved. if changes in drainage areas, structures, processes,
storage practices, or other activities occur that significantly alter the basis of this approval, representative
outfall status may no longer be valid. You should either resume sampling at all SDOs, or reapply to this
office for representative outfall status based on updated information. If you have any questions or

Shawna Riddle from local Asheville NCDEQ office was onsite February 20, 2018 for storm water
inspection for both buildings (401 and 502).
Building 401 (401 Sweeten Creek Industrial Park):
The property is bordered on the north by a tributary to Sweeten Creek and on all other downgradient
side by industrial properties. The manufacturing operations are enclosed in buildings covered by a roof
and the surrounding vehicle operation areas are paved with asphalt and gravel. Trialers are parked in
the southern portion of the property (lot leased to UPS). Shipping and receiving areas are located on the
south and southwest corner of building 401. Employee parking is the west of building 401. Employee
and visitor parking are also present in an asphalt paved, unfenced lot to the north of building 401. The
remainder of the property consists of landscaped property (grassed yard) north of building 401. Rain
water falling on the property is primarily collected in the catch basins or drainage ditches and is
discharged offsite to roadside ditches north and northeast of the plants which subsequently discharge to
the Sweeten Creek tributary.
Building 401 site is approximately 8.6 acres in area and is currently occupied by a one-story facility with
about 102, 051 square feet of office, manufacturing and warehouse space. A one-story chemical
building (2,170 sq. ft.) is present south of building 401. The plant is bordered to the south, west and
north by pavement, consisting of parking lots, loading docks, or driveways. The basic layout of the plant
is such that the truck loading and unloading docks are out the south and southwest sides of the building
and the administrative offices are on the north side of the building. Most of the plant space is devoted
to manufacturing activities and product storage.
The stormwater runoff from roof drains, the above ground storage tank area, loading docks, material
storage areas and surrounding driveways or parking lots is generally collected by catch basins located on
the around the perimeter of the plant. The catch basins on the south, east and north side of the plant
discharge to Outfall 001. The catch basins on the east and northeast side of the plant discharge to
Outfall 002. One catch basin on the south side of the plant is routed to the adjoining UPS property
(shared outfall) and discharges to Outfall 005.
Please note that Outfall 003, 004 and 006 drain other portions of sweeten creek industrial park not
occupied by GE Aviation.
We are wanting to move to ONLY sample from outfall #1.
Outfall #2 borders with another facility and only grass and parking lot.
Outfall #5 is a shared outfall with UPS next door due to storm drain leading into their storm drain. The
tank located near the storm drain has adequate secondary containment and truck operators have been
instructed to use a drain cover during water removal from tank.
Shawna Riddle from Asheville Local NCDEQ office has advised from her site visit that Outfall #1 would be
a representative outfall for both.

Buildiniz 502 (502 Sweeten Creek Industrial Park):
Very little exists at this location would cause a concern related to stormwater runoff. However, this
120,000 SIC building does have loading and unloading operations and parking on the southern and
eastern sides. Therefore, in an abundance of caution, this site decided to permit building 502 rather
than maintain exemption. The exposed pollutants would be limited to vehicle traffic and
unloading/loading operations.
Building 502 should be and would qualify for a no exposure certification. Our parent company of GE likes
to air on the side of caution and has advised us to stay permitted under the General Storm water Permit.
Outfall ##5 is the only outfall that would see any action due to the covered areas for trash, recycling and
waste. Also, due to the amount of new machines we are installing, occasionally there might be packing
material staged outside for removal.
Shawna Riddle from Asheville Local NCDEQ office has advised from her site visit that Outfall 915 would
be a representative outfall for all others due to no activity outside.

Tim Fox and Jonathan Stepp with DENR DWQ met with Andy Alexander P.G. and Ben Nisbeth with Bunnell-Lammons
Engineering, Inc. (BLE) and Jeff Bowman (Unison EH&S and Facilities Manager) and Jennifer Rendon (Unison
Environmental Health & Safety Coordinator).
The purpose of this site meeting was to discuss, problem solve, and evaluate recent bench mark exceedance of copper
and zinc at the facility.
We toured the facility and looked at all outfalls.
Important points to note:
Outfalls 1,3,4,5,and 6 had exceedance of Zinc and Copper. One could speculate that if bench mark exceedance occurred
it would most likely occur at outfalls 1 & 4 due to the location of the material stored on -site.
The site is being well maintained and the facility has begun evaluating any possible sources of copper and zinc.
Appropriate paperwork was provided to regional office.
Since drainage areas contain large amounts of pavement it could be assumed that a potential non -point source of zinc
and copper contamination could be coming from parking lot sediments.
There are also galvanized culverts at outfalls.
Items that were discussed during the visit included:
Re -testing for Copper and Zinc.
Seperating coloidal material or filtering samples.
Split sampling
Sampling other parking lots (nearby or other locations to compare values).
Unison and Environmental Representatives are dedicated to being pro -active in problem solving and addressing any
concerns at their facility.
The Asheville Regional Office will review materials, continue to assist and re -visit the site as needed.

This inspection was in follow up to a compliance assistance inspection in 2013. The primary purpose of this inspection
was to confirm that the facility has evaluated all internal drains to ensure that there are no illicit discharges. Land Quality
staff did not see any evidence to suggest that there is an illicit discharge at the time of this inspection. Chrlstine Ingel, of
Unison Engine Components, Inc., was asked if there were any illicit discharges associated with the facility and she stated
that there were none.
Ms. Ingle toured the facility with Land Quality staff and provided a packet for review. Brun nell-Lammons Engineering, Inc.
prepared the packet for Unison. Unison is requesting relief from monthly monitoring related to copper and zinc
benchmark exceedances. The packet contains the request letter, analytical monitoring results and a materials inventory.

reissued pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of
Agreement between the state of North Carolina and the U.S. Environmental Protection Agency, dated October

The General Permit authorizes discharges of stormwater, and it specifies your obligations for discharge
controls, management, monitoring, and record keeping. Please review the new permit to familiarize yourself
with all the changes in the reissued permit. Your facility has six (6) months from the time of receipt of the
permit to update your current SPPP to reflect all new permit requirements.
The first sample period of your permit begins January 1, 2013. Your facility must sample a "measureable
storm event" beginning during the periods beginning January 1 and July 1 of every year (or, if applicable,
report "No Flow," as outlined in Part III, Section E), Also, please note that Tier 3 Actions in Part II of your
permit are triggered by benchmark exceedances on four occasions beginning on the effective date of this
permit and do not count prior exceedances.

• Section A: The Stormwater Pollution Prevention Plan (SPPP) section, if applicable, has been updated
to the most current language of our permits. Additional conditions for specific industry sectors have
been added to the SPPP requirements in some cases.
• Sections B, C: Failure to perform analytical stormwater monitoring may result in the Division requiring
that the permittee begin a monthly sampling scheme.
• Sections B, C: A lower TSS benchmark of 50 mg/I for HQW, ORW, PNA and Tr Waters applies to these
more sensitive waters.
• Sections B, C: The monitoring parameter Oil & Grease (O&G) has been replaced by the parameter
Total Petroleum Hydrocarbons (TPH) for vehicle maintenance areas, and in some cases, other
analytical monitoring requirements.
• Sections B, C, D: Inability to sample due to adverse weather must be recorded in the SPPP, or in
separate on -site records if your General Permit does not require an SPPP. Adverse weather is defined
in the "Definitions" section of the permit.
• Sections B, C: The term "Representative Storm Event" has been replaced by "Measurable Storm
Event." A measurable storm event is defined in the permit.
• Section D: If the permittee fails to respond effectively to problems identified by qualitative
monitoring, DWQ may require the permittee to perform corrective action.
Please review Parts III and IV to understand the Standard Conditions of your new NPDES General Permit,
including Compliance and Liability, Reporting, Monitoring and Records requirements; Operation and
Maintenance obligations; and Definitions. Please note that all samples analyzed in accordance with the terms
of this permit must be submitted to the Division on Discharge Monitoring Report (DMR) forms available on
the Stormwater Permitting Unit's website above. DMR forms must be delivered to the Division no later than
30 days from the date the facility receives the sampling results from the laboratory. Also note that existing
permittees do not need to submit a renewal request prior to expiration unless directed by the Division.
Your coverage under the General Permit is transferable only through the specific action of DWQ. This permit
does not affect the legal requirements to obtain other permits which may be required by DENR, nor does it
relieve the permittee from responsibility for compliance with any other applicable federal, state, or local law,

ARO staff have no knowledge of the facility. At the company's location, staff anticipate that if
problems existed, someone would have contacted this office. Absent complaints, ARO does not suspect
any adverse impacts to WQ from the operation. Therefore, this office's recommendation is; ISSUE

As requested, I am sending this e-mail to summarize the details of our phone conversation on 8-27-2013.
I called your office in response to e-mail correspondence between Tim Fox and Andy Alexander of Brunnell-
Lammons Engineering, Inc. (As a reminder I am the new stormwater contact for the NCDENR Asheville
Regional Office). Mr. Alexander has requested a temporary suspension from the tiered response actions
detailed in your general permit, NCG030000, based on an investigation Brunnell-Lammons Engineering, Inc.
conducted this past spring (see attached discussion and results). I have advised Unison to continue the tiered
response as detailed in the permit (our Central Office is working on a modification to how we implement the
permit conditions). It would help us with that task if you would call the Central Office, [phone], and
make your comments to them as well. I want to stress that as long as Unison follows the permit specified
tiered response they will remain in compliance with the permit even if Unison continues to exceed
benchmark values for copper and zinc. A benchmark exceedance alone does not trigger a violation or
enforcement action.
Permit text:
The permittee shall compare monitoring results to the benchmark values in Table 3. The benchmark
values in Table 3 are notpermit limits but should be used as guidelines for the implementation of the
permittee's Stormwater Pollution Prevention Plan (SPPP). Exceedances of benchmark values require
the permittee to increase monitoring, increase management actions, increase record keeping, and/or
install storm water Best Management Practices (BMPs) in a tiered program. See below the descriptions
of Tier One, Tier Two, and Tier Three response actions. In the event that DWQ releases the permittee
from continued monthly monitoring under Tier Three, DWQ's release letter remains in effect through
the subsequent reissuance of this permit, unless the release letter provides for other conditions or
duration.
Unison should include the investigation referenced above as part of their tiered response
actions. Additionally, Unison should document any other actions they have taken to address zinc and copper
benchmark exceedances and document these actions in their Stormwater Pollution Prevention Plan (SPPP).
We are aware that copper and zinc benchmark values are an issue of concern within the metal fabrication
industry. We remain in contact with our Central Office to communicate the efforts and difficulties the
industry is having trying to meet these benchmarks. We will communicate any guidance or changes that
address these benchmarks as it becomes available.
I want to thank Jeff Bowman, Jennifer Rendon, Brunnell-Lammons Engineering, inc. and Unison for their
proactive approach and diligence in trying to address benchmark exceedances at the Unison facility in
Asheville, NC.

Phone conversation with Jennifer Rendon of Unison 08/27/2013
I spoke with Ms. Rendon of Unison about their ongoing efforts to address benchmark exceedances for
zinc and copper at the facility. Ms. Rendon explained that they have continued to work with Andy
Alexander of Brunnell-Lammons Engineering, Inc. to address the exceedances. Mr. Alexander has
submitted a study to try and explain the source of the zinc and copper at the facility. I advised Ms.
Rendon to include the study as part of their tier one response. The plan form Mr. Alexander also asks
the state to relieve Unison from their tiered response actions; I advised Ms. Rendon that they should
continue with the tiered response for the time being. I went on to explain that as long as Unison
continues to follow the tiered response as defined in the permit that they would remain in compliance
even if they continue to have benchmark exceedances. Ms. Rendon explained that they would;
however, she requested that I send her an email explaining our phone conversation so that she could
pass it along to their corporate leadership at General Electric. The e-mail was drafted and sent on
8/29/2013.

I would like to thank Unison Engine Components (Unison) and Bunnell-Lammons Engineering,
Inc. (BLE) for being pro -active in their efforts toward meeting NPDES Stormwater General Permit
NCG030000 requirements. Additionally, I wanted to clarify any questions or concerns related to
the tiered response as described in your permit.
The approach we feel is appropriate for your situation would include:
I. The permittee must report the results from each sample taken within the monitoring
period. However, for purposes of benchmark comparison and Tiered response actions, the
permittee shall use the analytical results from the first sample with valid results within
the monitoring period. Your first analytical results from the sampling period (January 1,
2013 through June 30, 2013) would be considered for tiered response action and permit
requirements. The Unison Facility does not need to prepare a Tier II response for the April
2013 sampling event results. Please prepare a Tier I response for those data.
Additional sampling in the same sampling period will not influence tiered response. If the permitee
monitors any pollutant more frequently than required by the general permit using test procedures
approved under 40 CFR Part 136 and at a sampling location specified in this general permit or
other appropriate instrument governing the discharge, the results of such monitoring shall be
included in the data submitted on the DMR.

Inspection summary:
Review of the facility's stormwater pollution prevention plan and other supporting documents as well as a site inspection
were aided by Jennifer Rendon, Jeff Bowman, and Willie Michaely of Smiths Aerospace. All documents were in order and
the stormwater pollution prevention plan is well created. The plan does need update to reflect recent addition of
secondary containment and other planned best management practices such as mobile caps on stormdrains located in the
loading dock area. It is also suggested that employee training records and monitoring records be kept with the plan to
facilitate ease of review for future inspections.
Monitoring records were available and recent training by the consultant hired to prepare the stormwater pollution
prevention plan appears to have prepared responsible staff for visual monitoring requirements. !Vote that visual
monitoring may be conducted during any rainfall event, but that analytical monitoring must be conducted during a
representative event as defined in the permit (0.9 inches).
Also note that Smiths Aerospace is about to be purchased by GE. A name/ownership change form will be required to be
submitted for this site (attached).
The facility is well -managed and staff have a proactive approach to eliminating stormwater contamination. Good team
work.

discharge stormwater associated with industrial activities performed at your facility. Please be
advised that the Asheville Regional Office will be performing NPDES stormwater inspections
sometime in the near firture.
If this office has not previously inspected your facility, you should be prepared to demonstrate
compliance with all terms and conditions included in the permit. Specifically, we will be
evaluating the following: your stormwater pollution prevention plan, stormwater outfall
locations, qualitative and analytical monitoring data and any other activities required by your
permit. Please note that any data reported to the State must be analyzed by a facility that has a
North Carolina laboratory certification, either as a full laboratory or as a facility certified to

As we discussed, we are pushing the 2"d semi-annual sampling as far back in the year as possible in
hopes that the benchmark issues get resolved by the NCDENR.

Good to hear from you.
We had some big changes here and as of August Is'The Division of Water Quality merged with The Division of Water
Resources.
One other change is that the industrial storm water program is now being administered by The Division of Energy,
Mineral, and Land Resources (DEMLR).
have communicated information regarding the Unison facility to DEMLR. I have included Laura Herbert's contact
information below.
Also, Jonathan Stepp, who was at the site inspection at Unison was transferred to DEMLR and is familiar with the
site. His contact information is below.
Laura, Jonathan, and I spoke with our Central office last week concerning facilities exceeding the copper and zinc
benchmarks.
We have all been working together during this transition period. We understand that the Unison facility would like
some guidance on how to proceed and to answer questions regarding potential regulatory relief.
I will speak again with Laura and Jonathan and help get your questions answered.

Inspection Summary:
Tim Fox and Jonathan Stepp with DENR DWO met with Andy Alexander P.G. and Ben Nisbeth with Bunnell-Lammons
Engineering, Inc. (BLE) and Jeff Bowman (Unison EH&S and Facilities Manager) and Jennifer Rendon (Unison
Environmental Health & Safety Coordinator).
The purpose of this site meeting was to discuss, em solve, and evaluate recent bench mark exceedance of.copper
and zinc at the facility.
We toured the facility and looked at all outfalls.
Important points to note:
Outfalls 1,3,4,5,and 6 had exceedance of Zinc and Copper. One could speculate that if bench mark exceedance occurred
it would most likely occur at outfalls 1 & 4 due to the location of the material stored ors -site.
The site is being well maintained and the facility has begun evaluating any possible sources of copper and zinc_
Appropriate paperwork was provided to regional office.
Since drainage areas contain large amounts of pavement it could be assumed that a potential non -point source of zinc
and copper contamination could be coming from parking lot sediments.
There are also galvanized culverts at outfalls.
Items that were discussed during the visit included,
Re -testing for Copper and Zinc.
Seperating coloidal material or filtering samples.
Split sampling
Sampling other parking lots (nearby or other locations to compare values).
Unison and Environmental Representatives are dedicated to being pro -active in problem solving and addressing any
concerns at their facility.
The Asheville Regional Office will review materials, continue to assist and re -visit the site as needed.
