During the inspection the following items were noted. 1) Secondary containment was not provided for all areas where containers stored in close proximity had a total capacity greater than 1320 gallons. These containers shall be moved to areas where secondary containment is provided. 2) Housekeeping at the rear of the facility is needed. Excessive Industrial material and waste was observed on the ground. These areas shall be maintained to remain in compliance with the housekeeping requirements of the permit. Interim Director, The Asheville Regional Office staff have reviewed your request dated March 16, 2018, for a determination that stormwater discharge outfall (SDO) 001 be granted representative outfall status for stormwater outfalls 002 and 005. Based on the information and maps provided and a site inspection on February 20, 2018, we are approving this request. In accordance with 40 CCR § 122.21(g)(7), you are authorized to sample outfall number 001 as a representative outfall. This approval is effective with the next sampling event. We also want to remind you that the permit still requires Qualitative Monitoring be performed at all SDOs, regardless of representative status. Please remember that any actions you initiate in response to benchmark exceedances as directed in the tiered response provisions of your permit must address all drainage areas represented by 001, where appropriate. Please append this letter to your Stormwater Pollution Prevention Plan (SPPP) or permit to document that representative outfall status has been approved. if changes in drainage areas, structures, processes, storage practices, or other activities occur that significantly alter the basis of this approval, representative outfall status may no longer be valid. Building 401 (401 Sweeten Creek Industrial Park): The property is bordered on the north by a tributary to Sweeten Creek and on all other downgradient side by industrial properties. The manufacturing operations are enclosed in buildings covered by a roof and the surrounding vehicle operation areas are paved with asphalt and gravel. Trialers are parked in the southern portion of the property (lot leased to UPS). Shipping and receiving areas are located on the south and southwest corner of building 401. Employee parking is the west of building 401. Employee and visitor parking are also present in an asphalt paved, unfenced lot to the north of building 401. The remainder of the property consists of landscaped property (grassed yard) north of building 401. Rain water falling on the property is primarily collected in the catch basins or drainage ditches and is discharged offsite to roadside ditches north and northeast of the plants which subsequently discharge to the Sweeten Creek tributary. Building 401 site is approximately 8.6 acres in area and is currently occupied by a one-story facility with about 102, 051 square feet of office, manufacturing and warehouse space. A one-story chemical building (2,170 sq. ft.) is present south of building 401. The plant is bordered to the south, west and north by pavement, consisting of parking lots, loading docks, or driveways. The basic layout of the plant is such that the truck loading and unloading docks are out the south and southwest sides of the building and the administrative offices are on the north side of the building. Most of the plant space is devoted to manufacturing activities and product storage. The stormwater runoff from roof drains, the above ground storage tank area, loading docks, material storage areas and surrounding driveways or parking lots is generally collected by catch basins located on the around the perimeter of the plant. The catch basins on the south, east and north side of the plant discharge to Outfall 001. The catch basins on the east and northeast side of the plant discharge to Outfall 002. One catch basin on the south side of the plant is routed to the adjoining UPS property (shared outfall) and discharges to Outfall 005. Please note that Outfall 003, 004 and 006 drain other portions of sweeten creek industrial park not occupied by GE Aviation. We are wanting to move to ONLY sample from outfall #1. Outfall #2 borders with another facility and only grass and parking lot. Outfall #5 is a shared outfall with UPS next door due to storm drain leading into their storm drain. The tank located near the storm drain has adequate secondary containment and truck operators have been instructed to use a drain cover during water removal from tank. Shawna Riddle from Asheville Local NCDEQ office has advised from her site visit that Outfall #1 would be a representative outfall for both. Buildiniz 502 (502 Sweeten Creek Industrial Park): Very little exists at this location would cause a concern related to stormwater runoff. However, this 120,000 SIC building does have loading and unloading operations and parking on the southern and eastern sides. Therefore, in an abundance of caution, this site decided to permit building 502 rather than maintain exemption. The exposed pollutants would be limited to vehicle traffic and unloading/loading operations. Building 502 should be and would qualify for a no exposure certification. Our parent company of GE likes to air on the side of caution and has advised us to stay permitted under the General Storm water Permit. Outfall ##5 is the only outfall that would see any action due to the covered areas for trash, recycling and waste. Also, due to the amount of new machines we are installing, occasionally there might be packing material staged outside for removal. One could speculate that if bench mark exceedance occurred it would most likely occur at outfalls 1 & 4 due to the location of the material stored on -site. The site is being well maintained and the facility has begun evaluating any possible sources of copper and zinc. Appropriate paperwork was provided to regional office. Since drainage areas contain large amounts of pavement it could be assumed that a potential non -point source of zinc and copper contamination could be coming from parking lot sediments. There are also galvanized culverts at outfalls. Items that were discussed during the visit included: Re -testing for Copper and Zinc. Seperating coloidal material or filtering samples. Split sampling Sampling other parking lots (nearby or other locations to compare values). Unison and Environmental Representatives are dedicated to being pro -active in problem solving and addressing any concerns at their facility. Ms. Rendon explained that they have continued to work with Andy Alexander of Brunnell-Lammons Engineering, Inc. to address the exceedances. Mr. Alexander has submitted a study to try and explain the source of the zinc and copper at the facility. I advised Ms. Rendon to include the study as part of their tier one response. The plan form Mr. Alexander also asks the state to relieve Unison from their tiered response actions; I advised Ms. Rendon that they should continue with the tiered response for the time being. The purpose of this site meeting was to discuss, em solve, and evaluate recent bench mark exceedance of.copper and zinc at the facility. We toured the facility and looked at all outfalls. Important points to note: Outfalls 1,3,4,5,and 6 had exceedance of Zinc and Copper. One could speculate that if bench mark exceedance occurred it would most likely occur at outfalls 1 & 4 due to the location of the material stored ors -site. The site is being well maintained and the facility has begun evaluating any possible sources of copper and zinc_ Appropriate paperwork was provided to regional office. Since drainage areas contain large amounts of pavement it could be assumed that a potential non -point source of zinc and copper contamination could be coming from parking lot sediments. There are also galvanized culverts at outfalls. Items that were discussed during the visit included, Re -testing for Copper and Zinc. Seperating coloidal material or filtering samples. Split sampling Sampling other parking lots (nearby or other locations to compare values). Unison and Environmental Representatives are dedicated to being pro -active in problem solving and addressing any concerns at their facility. The Asheville Regional Office will review materials, continue to assist and re -visit the site as needed.
