Stormwater related to industrial activity is discharged from the site to Little Alamance Creek, this segment of which is currently classified as WS-IV, NSW, CA waters in the Cape Fear River Basin. Documentation & Monitoring Review The facility's Stormwater Pollution Prevention Plan (SPPP) contained all of the required elements and is up to date and fully implemented. Both qualitative and analytical monitoring have been completed as required. The facility has one Stormwater Discharge Outfall (SDO) that discharges stormwater related to industrial activity, which is a retention pond. A tiered response has been instituted for copper and zinc benchmarks at this time. Sample results from Outfall 001 exceeded benchmarks for copper and zinc. Engineered Controls International has complied with permit requirements to increase sampling, identify potential sources of pollution, and attempt to eliminate them. As a result, sample results have been on a downward trend over the past sampling events. Site Review The facility is very clean and well -maintained. Secondary containment is implemented as required. The outfall was inspected and found to be in good order. No evidence of erosion or instability at the SDO was observed and the retention pond was free of pollution indicators. [luring the inspection, it was noted that this facility would only need to make a few adjustments to qualify for No Exposure Certification, which would eliminate the need for the NCG030000 General Stormwater Permit. Engineered Controls International, Inc. has completed monthly monitoring as well as conducting extensive studies to identify and eliminate potential sources of contamination. Exceedences of copper and zinc benchmarks have continued at Outfall 001 despite the facility's proactive attempts to identify and eliminate any source of pollutants, including changes in the use of the chip silos and pH controls at the retention pond - At this time, the Division concurs that more frequent monitoring at this site would be ineffective. The Division relieves you of the additional monitoring frequencies required in the Tiered Response section of this permit for the parameters specified. You must continue to monitor semi-annually as required by the permit, but you will not be required to institute monthly monitoring for any future exceedences of the copper and zinc parameters at Outfall 001. Tiered response requirements still apply for all other parameters, should exceedences occur. Additionally, the Division highly recommends that Engineered Controls International, Inc. consider options for making modifications to the facility to become eligible for No Exposure Certification. Coverage under the No Exposure Certification would eliminate the need for analytical monitoring altogether as long as the facility abides by No Exposure requirements. If No Exposure conditions cannot be met, the Division strongly recommends modifying chip silos to reduce potential exposure of metal materials to stormwater. Significant changes to the new general permit involve the following: 1) addition of analytical monitoring for copper and zinc, 2) analytical sampling can now occur at a measurable storm event rather than a. representative storm event, and 3) the vehicle maintenance monitoring is now triggered by the total usage of motor oil plus hydraulic oil (>55 gallons per month, average). 2. Records/Reports Part II, Section A of the permit requires the development of a Stormwater Pollution Prevention Plan (SPPP). A copy of the SPPP was available for review during the inspection. The plan was found to be thorough and complete and covered all items specified by the permit. 3_Facility Site Review A tour of the property found the site to be clean and well managed. Observations did not reveal any problems or concerns with the handling or storage of materials or chemicals. All values were below benchmark levels specified in Table 3 of the permit, except for a single pH value of 9.2 in March that exceeded the 9.0 maximum benchmark. The analytical monitoring for on -site vehicle maintenance referenced in fart II, Section C of the permit is not required since the facility uses less than 55 gallons of new motor and hydraulic oil when averaged over the calendar year.
