Subject: General Stormwater Inspection - NPDES General Permit No. NCG030329
Honda Power Equipment — Alamance County
Dear Mr. Conway:
On October 13, 2011, Jenny Graznak of this office performed a General Stormwater Permit
Inspection at Honda Power Equipment located in Alamance County, North Carolina. This facility
holds General Stormwater Permit No. NCG030329 under the National Pollutant Discharge
Elimination System (NPDES) to discharge Stormwater from metal fabrication activities. You were
present for the inspection. This type of inspection consists of two basic parts: a review of facility files
and self-monitoring'data, and an on -site inspection of the facility and its outfalls. This particular
inspection evaluated five (5) areas and observations from each area are addressed below:
1. Permit
The permit became effective November 1, 2007 and expires October 31, 2012.
2. Records/Reports
As required by the Permit, the facility has a complete Stormwater Pollution Prevention Plan
(SPPP) that was available for review during the inspection. A site plan lists all potential
stormwater pollutants and best management practices used at the site. The SPPP also includes a
location map of the facility. The SPPP was last updated on March 31, 2009. Employee training
occurs on a monthly basis.
3. Facility Site Review
Honda Power Equipment manufactures lawnmowers. During the inspection, no major issues were
noted with respect to housekeeping. All materials (diesel, oil, etc.) are stored in double -walled tanks
with additional secondary containment structures. Waste oil is removed from the site as necessary.
Pallets and scrap metal containers are stored under awnings.
4. Effluent/Receiving Waters
Stormwater discharges from this site drain to an unnamed tributary to Haw River (Class C; NSW) in
the Cape Fear River Basin. The site has three Stormwater discharge outfalls. Outfall 1 discharges
from a stormwater detention pond. Outfall 2 discharges from a small pond and check dam. Outfall 3
discharges from a large pond behind the R & D Building. No problems were noted with respect to
discharge from the outfalls.

5. Self -Monitoring Program
The stormwater permit requires semi-annual qualitative and analytical monitoring at each
stormwater outfall. On -site vehicle maintenance monitoring requirements at the site are waived,
since these activities are not performed at the site. An on -site review of the monitoring data
during the inspection showed that all parameters were evaluated per the specifications of the
permit. Sampling is performed by Carl Hewitt of Enviro-Pro PC. The last monitoring event
occurred on September 6, 2011, and the results were under the benchmark values described in
the storm water permit.
You are found to be in compliance with General Permit No. NCG030329. Please refer to the
