Everett, Ph.D. Director SUBJECT: City of Belmont Permit No. N00021181 Authorization to Construct Wastewater Treatment Facilities Clarifier Rehabilitation Project No. CS370702-04 Gaston County The final plans and specifications for the subject project have been reviewed and found to be satisfactory. Authorization is hereby granted for the construction and operation of modifications to the existing wastewater treatment facilities to consist of the rehabilitation of the west secondary clarifier. Do not proceed with construction until the Authorization -to -Award package, EEO, and MBE documentation/certification have been reviewed, and you are in receipt of our approval, if funding is desired for project construction. The Authorization-tO-Construct is issued in accordance with Part III, Paragraph D of NPDES Permit No. NC0021181, issued August 29, 1988 and shall be subject to revocation unless the wastewater treatment facilities are constructed in accordance with the approved plans, specifications, and supporting documents; and are in compliance with the conditions and limitations specified in Permit No. NC0021181. The disposing, selling or free distribution of wet, dried, composted sludge or sludge -like materials from wastewater facilities without prior review and approval by this Division is illegal. Box 27687, Raleigh, North Carolina 27611-7687 Telephone 919-733-7015 Page 2 The Division of Environmental Management's Mooresville Regional Office must be notified at least 48 hours prior to taking the clarifier out of service. Supernatent from the clarifier must be returned to the aeration basins. Any solids removed, must be disposed of in accordance with the conditions of the existing land application non -discharge Permit No. WQ0003281, dated March 22, 1991. During the construction of the proposed additions/modifications, the permittee shall continue to properly maintain and operate the existing wastewater treatment facilities at all times, and in such a manner, as necessary to comply with the effluent limits specified in the NPDES Permit. One (1) set of final approved plans and specifications is to be forwarded to you for your files. The copy of the approved plans and specifications shall be maintained on file by the Owner for the life of the project. Upon completion of construction and prior to operation of this permitted facility, a certification must be received from a Professional Engineer certifying that the permitted facility has been installed in accordance with the approved plans and specifications. The Belmont WWTP;was under an SOC which expired on December 1, 1991.! Completion, of the construction activities requited by the SOC was achieved on August 24, 1991.,The WWT facility, however, continues to experience periods of noncompliance. 2. With regards to the proposed method and sequence for construction,. this Office has no objections provided the effects on day-to-day treatment plant operation are minimized by the proposed repairs/ rehabilitation work. The City's engineer has requested that a temporary NPDES Permit TSS limit of 60 mg/1 be established during the rehabilitation period. Due the short time frame involved (approx. 2 months), modifying the Permit for this purpose is not practical. It is suggested that the Division notify the City that if noncompliance occurs as a result of repairs to the existing WWT facility, enforcement may beheld in abeyance provided compliance is achieved upon completion of the repairs. An evaluation should also be made by Technical Support to determine whether 60 mg/1 would cause WQ impacts in the receiving stream. If you have any questions regarding this matter, please advise. MLP
