REGAN Secretary TOBY VINSON Interim Director The North Carolina Department of Environmental Quality — Division of Energy, Minerals, and Land Resources is in receipt of your request for representative outfall. status for Outfall 02 to the General Stormwater Permit NCG030321, On July 27, 2018, Brandon Wise met with Billy Robertson in order to inspect and review the request for representative outfall status of Outfall 02 to represent Outfall 01. The drainage areas for the Outfall 02 contain the all industrial activities on the site. Industrial activities are performed in the drainage area for Outfall 01 are also performed in the drainage areas for Outfall 02 and the primary activities are performed in a covered area. Due to the nature of the outfalls there are a few regulations to be followed: Outfall 01 will continue to have visual inspections and must be kept clear and clean of any debris/contaminants. Should anything occur that may change the drainage area, sampling of Outfall 01 may be requested. Both outfalls need to have a clear path to the sampling location established along with a permanent sign or marker indicating sampling location. Representative Outfall Status Request for Outfall 02 to General Stormwater Permit NCG030321 is Approved. Please begin sampling and inspections at required intervals starting in August 2018. DWQ may grant Representative Outfall Status if stormwater discharges from a single outfall are representative of discharges from multiple outfalls. Approved ROS will reduce the number of outfalls where analytical sampling requirements apply. For example, describe how activities and/or materials are similar. Hirschfeld Industries Bridge, I_s_C is requesting to declare that Outfall 01 he the representative outtall for both Outfail 01 and outfall 02 on the basis that both outfalls have very similar discharges. Both Drainage Area 1 (discharges to Outfall 01) and Drainage Area 2 (discharges to Outfall 02) contain outdoor storage of scrap metal and finished or partially finished products (steel girders). Additionally, Drainage Area 1 contains the storage of shot Most residue and a sheltered diesell fuel AST, outside activities in both Drainage Area 1 and Drainage Area 2 include storage of finished or partially finished products and outdoor blasting. Past sampling results for the year 2017 have revealed that both outfalls have had similar sampiing results for all parameters tested. If additional information is needed, please advise. 5) Certification: North Carolina General Statute 143-215.6 R(i) provides that: Any person who knowingly makes any false statement, representation, or certification in any application, record, report, plan, or other document filed or required to be maintained under this Article or a rule implementing this Article; or who knowingly makes a false statement of a material fact in a rulemaking proceeding or contested case under this Article; or who falsifies, tampers with, or knowingly renders inaccurate any recording or monitoring device or method required to be operated or maintained under this Article or rules of the [Environmental Management] Commission implementing this Article shall be guilty of a Class 2 misdemeanor which may include a fine not to exceed ten thousand dollars ($10,000). 1 hereby request Representative Outfall Status for my NPDES Permit. Local regulations permit an inspection of industrial facilities under authority granted by City of Greensboro Code of Ordinance Chapter 30, Article 12, Section 7.1 (C-5). This inspection consisted of two parts: a review of the facility files/records and an on -site facility inspection. The inspection was performed by .McKenzie_ Smith., and the following deficiencies/observations were noted during the inspection. Stormwater Pollution Prevention Phin/Spill Plan Review Site Maps and SWP3 • No deficiencies observed. Spill Prevention and Response Plan • Update the spill occurrences that have occurred since 2008 in the Stormwater Pollution' Prevention Plan. Monitoring * No deficiencies observed. Local regulations permit an inspection of industrial facilities under authority granted by City of Greensboro Code of Ordinance Chapter 30, Article 12, Section 7.1 (C-5). This inspection consisted of two parts: a review of the facility files/records and an on -site facility inspection. In addition to you, Randy Bayliff (Safety Manager) and Paul Spangenberg (Environmental Consultant, Leonhardt Environmental, P.C.) were present for the inspection. This type of inspection consists of two basic parts: a review of facility files and self -monitoring data and an inspection of the facility's discharge points. This: particular inspection evaluated five (5) areas, and observations from each area are addressed below:- 1. Permit The permit became effective November 1, 2007 and expires October 31, 2012. A copy of the permit was available during the inspection. 2. Records/Reports As required by the Permit, the facility has a complete Stormwater Pollution Prevention Plan (SPPP) that was available for review during the inspection. The SPPP, which is updated on an annual basis, appeared to be' thorough and complete, including a location map of the outfalls and a site plan listing potential stormwater pollutants and best management practices used at the site Employee Training of the SPPP occurs on an annual basis and was just held on January 21, 2009. The SPPP also contains a Solvent Management Plan. Therefore, the site is exempt from Total Toxic Organics sampling. 3. Facility Site Review The facility has two aboveground storage tanks: one 500-gallon diesel tank and one 300-gallon used oil tank. They both are housed in under a storm -resistant shelter and have secondary containment. The used oil is generated from the manufacturing process and is removed from site for recycling at regular intervals. in addition, scrap metal, machinery, finished pieces, and pallets are stored outside at this facility. The permit requires that while new and un-used pallets may be kept outside, used pallets must be covered and kept out of the rain. 4. Effluent/Receiving Waters The facility has two stormwater discharge outfalls (SDO). Stormwater from the property discharges to an unnamed tributary to Reedy Fork (Class WS-Ill, NSW) in the Cape Fear River Basin. Due to the size of the site (30+ acres) and the volume of Stormwater, it might be beneficial to add some riprap to slow the velocity of the water. 5. Self -Monitoring Program The stormwater permit requires semi-annual qualitative and quantitative monitoring of stormwater discharge outfalls and effluent. An on -site review of the monitoring data during the inspection showed that ail parameters were evaluated per the specifications of the permit. The monitoring results received from the sampling event on March 29, 2007 were all within permit limits. Monitoring was performed on April 28, 2008, and the results demonstrated a high Total Suspended Solids value at Outfall #1 (250 mg/L as opposed to 40 mg/L in the previous sampling event). The environmental consultant, Mr. Spangenberg, believes this discrepancy was due to sampling error. The Tier One requirements of the permit were followed and results of the second sampling event should be available soon. All samples are analyzed by Prism Laboratories. All qualitative monitoring is also performed as required by the permit. You are exempt from the annual analytical monitoring requirements since your vehicle maintenance activities occurring on -site do not use more than 55 gallons of new motor oil per month when averaged over the calendar year..
