Joye, Jr., Mayor 704/251-6208 City of Belmont Post Office Box 431 Fayetteville Belmont, North Carolina 28012 919/486-1541 SUBJECT': City of Belmont Mooresville 70 i/E,63 1699 Permit No. NCO021181 Authorization to Construct Ra1ei01 Wastewater Treatment Facilities 919i571 �700 Project No. CS370702-04 Gaston County Washington Dear Mayor Joye: 919/946-6481 Wilmington The final plans and specifications for the subject project have been reviewed and found to be satisfactory. 919/395-39W , Winston-Salem Authorization is hereby granted for the construction and operation of additions and modifications to the existing 5.0 919/896-7007 mgd wastewater treatment plant with no increase in capacity to include a new mechanical bar screen; a new mechanical grit removal unit; a new influent parshall flume; replacement of the existing fixed aerators with eight (8)-75 hp floating aerators in aeration basin No. 1; refurbishing of the existing aeration basin inlet gates; conversion of one-half of aeration basin No. 2 to a sludge holding tank in two (2) cells each with one 25 hp aerator and two (2)-25 hp mixers; a new 561,000 gal, two (2)-cell aerobic digester with diffused air and two (2)-1450 SCFM blowers; a new sludge pumping station with two (2)-250 gpm pumps; a new sludge loading station with two (2)-150 gpm pumps and two (2)-250 gpm supernatant pumps; modifications to the existing return sludge pump station replacing the existing pumps with one (1)-200 gpm scum pump, two (2)-400 gpm VFD WAS pumps, and -two (2)-4000 gpm VFD RAS pumps; modifications to the existing chlorination system including replacement of the existing chlorine feed system with new 500 lb/day chlorinators, scales and accessories; and associated piping; site _yard work; and electrical work including a standby generator. Do not proceed with construction until the Authorization -to -Award package, EEO, and MBE documentation/certification have been reviewed, and you are in receipt of our approval, if funding is desired for project construction. Box 29535, Raleigh, North Carolina 27626-0535 Telephone 919-733-7015 ., r.,,,..,i �...,.......:. , -2- The Permittee shall employ an actively State certified wastewater treatment plant operator to be in responsible charge of the wastewater treatment facilities. Such operator must hold a valid State Certificate of the grade at least equivalent to the classification assigned to the wastewater treatment facilities by the Certification Coimnission. When a new chief operator must be obtained to be in responsible charge of the new facilities, it is required that this be done by the time the construction of the facilities is 50% complete. The Authorization -to -Construct is issued in accordance with Part III, Paragraph D of NPDES Permit No. NC0021181, issued September 1, 1988, and shall be subject to revocation unless the wastewater treatment facilities are constructed in accordance with the approved plans, specifications, and supporting documents; and are in compliance with the conditions and limitations specified in Permit No. NC0021181. The Permittee shall have an acceptable sludge analysis and a sludge toxicity analysis which have been approved by the Division of Environmental Management, Water Quality Section prior to the disposal of any sludge from the new wastewater treatment plant. Copies of the analyses, supporting documents, and approvals shall be submitted to the Division of avironmental Management's Mooresville Regional Office. The disposing, selling or free distribution of wet, dried, composted sludge or sludge -like materials from wastewater facilities without prior review and approval by this Division is illegal. During the construction of the proposed additions/modifications, the permittee shall continue to properly maintain and operate the existing wastewater treatment facilities at all times, and in such a manner, as necessary to comply with the effluent limits specified in the NPDES Permit. You are reminded that it is mandatory for the project to be constructed in accordance with the North Carolina Sedimentation Pollution Control Act, and, when a licable, the North Carolina Dam Safety Act. In addition, the specifications must clearly state what the contractor's responsibilities shall be in complying with these Acts. One (1) set of final approved plans and specifications is to be forwarded -to you for your files. The copy of the approved plans and specifications shall be maintained on file by the Owner for the life of the project. -3- Upon ccnipletion of construction and prior to operation of this Permitted facility, a certification must be received from a Professional Engineer certifying that the permitted facility has been installed in accordance with the approved plans and specifications.
