For purposes of this permit the definition of Total Toxic Organics is that definition contained in the EPA Effluent Guidelines for the facility subject to the requirement to sample (for metal finishing use the definition as found in 40 CFR 433.11; for semiconductor manufacture use the definition as found in 40 CFR 469.12; for electronic crystal manufacture use the definition as found in 40 CFR 469.22; and for cathode ray tube manufacture use the definition found in 40 CFR 469.31). The solvent management plan shall include a list of the total toxic organic compounds used and the other elements listed in the General Permit. For those facilities electing to employ the TTO monitoring waiver, the discharger shall sign the following certification statement: "Based upon my inquiry of the person or persons directly responsible for managing compliance with the permit monitoring requirement for total toxic organics (TTO), I certify that to the best of my knowledge and belief, no dumping of concentrated toxic organics into the stormwater or areas which are exposed to rainfall or stormwater runoff has occurred since filing the last discharge monitoring report. I further certify that this facility is implementing the all the provisions of the solvent management plan included in the Stormwater Pollution Prevention Plan." A "measurable storm event" is a storm event that results in an actual discharge from the permitted site outfall. The previous measurable storm event must have been at least ?2 hours prior. The 72-hour storm intervai does not apply if the permittee is able to document that a shorter interval is representative for local storm events during the sampling period, and the permittee Lbtains approval from the local DEMLR Regional Office. January 7, 2019 Rich Wallace, Senior Manager, EH&S CIRCOR Pumps North America LLC 1710 Airport Road Monroe, North Carolina.28110 Subject: Monthly Stormwater Sampling — December 2018 Certificate of Coverage No. NCG030293 CIRCOR Pumping Technologies — Monroe, NC Shield Project No. 1150109-02 Dear Mr, Wallace: O Shield Engineering, Inc. (Shield) successfully collected a monthly stormwater sample for Stormwater Discharge Outfall (SDO) 9004 at the CIRCOR Pumps North America LLC — Monroe facility for the month of December 2018. The pH at SDO #004 was measured at 8.7. Total event precipitation was 0.79 inches. In addition to collection of samples, Shield performed Qualitative Monitoring at SDO 4004 (attached). Shield has prepared the Stormwater Discharge Monitoring Report (DMR) using the results of analyses from the commercial laboratory that the CIRCOR facility has contracted with and the fie: above. ttached DMR should be signed by CIRCOR's authorized representative and t n two signed copies of the DMR forpilhould be mailed to the regulatory agency's Central Files. During the December 14, 2018 sampling event, the laboratory measurements of Total Recoverable Copper and Total Recoverable Zinc indicated concentrations within the benchmark values. CIRCOR remains in Tier Three for Copper and Zinc and remains Tier One for pH. CIRCOR remains in Tier One for Total Suspended Solids. Shield will continue to perform monthly sampling per Tier Two requirements until instructed to halt by CIRCOR. Shield greatly appreciates the opportunity to provide environmental services to the CIRCOR.
