It sounds like you have not yet received our request letter which was mailed on June 301h. I have attached a copy
of that request and relevant sampling. We are looking to get away from monthly stormwater testing as it is a burden and
not providing any change in stormwater quality. Third party testing shows that at least some portion of the copper and zinc
in our stormwater outfall testing results are not from our industrial activity.

We have contacted Thad Valentine in the Raleigh Regional Office, and he has not received a request that you
describe. Thad is in the Division of Energy/Mineral/Land Resources (The Stormwater Program was moved out of
DWQ/DWR back in 2013), and he is the person who would handle a request for a decrease in monitoring frequency.
Attached is the correspondence we found in Central Files along with the most recently received DMR. The
correspondence references continued monthly sampling "until we ear differently from the Division," but there is no such
request in our records here at the Central Office.
If your consultant has sent that request for relief from monthly monitoring to the Raleigh Regional Office, please follow
up with him to find out to whom that was addressed at RRO. Thad may be able to track it down. Otherwise, we would
advise resending a copy of the request directly to Thad's attention in DEMLR's Stormwater Program.

GE Mebane has mailed a request letter to the Division of Water Quality earlier this month. Our site is currently on

Please see the attached report from a consultant (Blue Ridge Geological Services, Inc.) recommending
that we take another look at potentially going back to bi-onnual sampling, as the monthly sampling best
practices (site activities 1 operations in general), do not seem to have a significant impact on our results
over the last 3 years.
In accordance with our NPDES Stormwater Permit, GE Mebane has been notifying the Division of Water
Quality of benchmark value exceedances for both copper and zinc monthly. We'll continue to conduct
monthly sampling moving forward, unless we hear differently from the Division of Water Quality. We
hope that you will consider our request on normal sampling intervals for the site at this point.

Dear Jim:
As authorized, Blue Ridge Geological Services, Inc. (Blue Ridge) performed additional assistance with
stormwater issues at the subject site. Our results are summarized below.
Background
GE Energy Solutions obtained an NPDES Permit from the NCDEQ to discharge stormwater associated
with industrial activities from the site over five years ago (NCG030063). The most recent permit renewal
was obtained on November 1, 2012 and the permit expires on October 31, 2017. The permit requires
semi-annual inspections and sampling of point source stormwater discharge outfalls (SDOs) from the
facility. GE personnel identified seven outfalls at the facility identified as SDO-1 through SDO-7 (see
attached map). According to the permit, stormwater samples from the outfalls are required to be analyzed
for pH, total suspended solids (TSS), non -polar oil and grease / TPH, and metals (copper, lead, and zinc).
In September 2016 Blue Ridge personnel started performing the inspections, collecting stormwater
samples from the outfalls, and submitting; the samples to a lab for analysis. In March 2017 GE personnel
provided Blue Ridge with the lab results from the stormwater sampling events for the past three years and
a copy of the SWPP Plan for the site. Blue Ridge personnel observed that copper and zinc have
consistently been detected at concentrations above the benchmark values in four to seven of the outfalls in
the last few years.

Since the benchmark values for these two constituents were exceeded in some of the outfalls during two
consecutive monitoring periods starting in 2013, Tier Two monitoring (i.e., monthly sampling until three
consecutive results are below the benchmark values) for all parameters was implemented at the facility
and has been performed for the past few years.
Field Activities
On May 23, 2017 Blue Ridge personnel performed a stormwater sampling event at the site during a
representative rainfall event. Field personnel collected stormwater samples from outfalls SDO-I through
SDO-7 and submitted the samples to Meritech, Inc. laboratory (Meritech) and had the samples analyzed for
TSS, oil and grease, total copper, lead, and zinc. Blue Ridge personnel measured the pH of the samples in the
field during the stormwater sampling.
Following the stormwater outfall sampling, Blue Ridge and GE personnel performed an inspection of the
exterior of the facility to attempt to identify possible sources of materials that would cause elevated metal
concentrations in the stormwater, to identify best management practices at the facility, and to collect samples
from other areas around the facility. During our inspection, we observed numerous best management
practices (BMPs) at the site including the following:
• All areas around the onsite manufacturing building are paved
• containers of oils and chemicals are stored inside the facility
• vehicle washing / outdoor cleaning is not performed at the site
• maintenance is not performed outside of the buildings
• canopies are located over outside storage locations (metal, racks, equipment)
• concrete containments are located around key outside storage areas (plating area wastewater ASTs,
transfer truck loading / unloading) and the areas are visually inspected and / or sampled prior to
discharge
• potable water is used to clean air conditioner coils and condensers
• good housekeeping is performed at the site and spills/leaks are cleaned up immediately
• regular inspections of outdoor storage areas are performed

During / following the inspection on May 23, 2017 Blue Ridge personnel collected samples from the
following locations:
A — small stream upgradient east of the subject site
B — small stream upgradient west of the subject site
Gutter — roof gutter in northeast comer of the building
Gutter 2 - roof gutter in southwest comer of the building
Plating - loading dock / tanker transfer containment outside the plating area
Rain — water from rain collected in a small container set on the easternmost portion of the site
Tap — tap water from sink in men's bathroom in the south central portion of the facility
Trailer — water running off the top and sides of a metal storage trailer
The sample locations are shown on Figure 1. The samples were placed into laboratory -prepared containers
with preservatives, labeled with sample information, placed into a cooler containing ice, and transported to
Meritech for analysis for total copper and total zinc. A completed chain -of -custody form was submitted with
the samples.
Laboratoty Results
As shown in the attached table and laboratory report, copper was detected in all seven of the outfall samples
at concentrations ranging from 0.008 to 0.018 milligrams per liter (mg/L). Zinc was detected in all seven of
the outfall samples at concentrations ranging from 0.031 to 0.123 mg/L. Copper and zinc were detected in
the samples collected from upgradient streams, gutters, plating containment, tap water, and rain. No copper
or zinc was detected in the sample collected from the rainwater running off the metal trailer at the northwest
loading dock.
Conclusions and Recommendations
Blue Ridge personnel compared the analytical results of the samples collected around the facility in May
2017 to the benchmark values established in the Permit. As shown in the attached table, copper was
detected in all seven of the outfall samples at concentrations slightly exceeding the benchmark value of 0,007
mg/L. Zinc was detected in the samples from outfalls SDO-1, S130-3, SDO-4, and SDO-6 at concentrations
exceeding the benchmark value of 0.067 mg/L. There were no exceedances of pH, TSS, lead, or oil and
grease during the May 2017 sampling event.

As shown in Table 1, copper was detected in the gutter sample (northeast side of building) and from the
plating sample (loading dock / tanker transfer containment area outside the plating area) at concentrations
above the benchmark values. Co er was detected in the tap water inside the building at the benchmark
value (0.007 mg/L). Zinc was detected at concentrations above the benchmark value (0.067 mg/L) in
samples collected from the plating sample and the gutter 2 sample (southwest corner of the building).
We reviewed a table of the stormwater exceedances from the outfalls from 2014 to 2017 prepared by GE
personnel. We calculated the minimum, maximum, and average values for the benchmark exceedance
values and placed the values in Table 1. There were no exceedances of oil and grease and total lead from
the stormwater samples over the past three years. There were only a few exceedances of pH and TSS in
the outfall samples. There were nine to 20 exceedances of copper and/or zinc in the seven outfalls over
the past three years.
As shown in Table 1, the range of concentrations for copper detected in the outfalls is fairly narrow. The
concentrations of zinc detected in the outfalls are approximately an order of magnitude larger than the
concentration of copper detected in the same samples. The concentrations detected in the outfall samples
in May 2017 were near the minimum values in most of the outfalls over the past few years. Zinc has only
been detected in the stormwater from outfall SDO-7 during three sampling events in the past three years.
Copper and zinc were detected two upstream samples collected away from the onsite building in May
2017. Copper and zinc were detected in rainwater running through two gutters at the site. In fact, copper
and zinc were detected in the tap water and rain water at the site in May 2017. Therefore, a portion of
the copper and zinc detected in the stormwater samples at outfalls SDO-1 through SDO-7 is due to
these constituents in the rainfall, metal gutters, soil / ditches, and/or city supplied water and not
entirely the result of possible leaks, spills, and/or other facility operations. During our inspection of
the site in May 2017, no exposed containers of oils or chemicals, metal parts, etc were observed and no
staining or evidence of spills or leaks was observed at the site. Numerous good housekeeping measures
and best management practices are used at the facility.

We recommend that this report and/or copies of the results should be submitted to the NCDEQ Regional
Office and a request be made to reduce the stormwater inspections and sampling events to semi-
annually since the facility has numerous best management practices in place and the presence of copper
and zinc in the stormwater samples at concentrations above the benchmark values does not appear to be
the result of site operations.

on October 31, 2017. We wanted to notify the Department of our intent to stay covered by the General
Permit when it receives final approval this year_ In speaking to the Raleigh Office by phone, it sounds
like the renewal process for Industrial sites like ours will be automated this year. We typically had
received a renewal application in the mail, so we are confirming that is the case with this brief letter.
We also wanted to notify the Department that the facility is currently involved in a divestiture process,
which may lead to a change of ownership in the next 7-8 months. Should that occur, we'll notify you of

In response to your renewal application for continued coverage under stormwater General Permit NCG030000
the Division of Water Quality (DWQ) is forwarding herewith the reissued General Permit. This permit is
reissued pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of
Agreement between the state of North Carolina and the U.S. Environmental Protection Agency, dated October
15, 2007 (or as subsequently amended).
The following information is included with your permit package:
• A new Certificate of Coverage (COC)
• A copy of General Permit NCG030000
• A copy of the Technical Bulletin for the General Permit
• Two copies of the Discharge Monitoring Report (DMR) Form
• Two copies of the Qualitative Monitoring Report Form
The General Permit authorizes discharges of stormwater, and it specifies your obligations for discharge
controls, management, monitoring, and record keeping. Please review the new permit to familiarize yourself
with all the changes in the reissued permit. Your facility has six (6) months from the time of receipt of the
permit to update your current SPPP to reflect all new permit requirements.
The first sample period of your permit begins January 1, 2013. Your facility must sample a "measureable
storm event" beginning during the periods beginning January 1 and July 1 of every year (or, if applicable,
report "No Flow," as outlined in Part III, Section E). Also, please note that Tier 3 Actions in Part II of your
permit are triggered by benchmark exceedances on four occasions beginning on the effective date of this
permit and do not count prior exceedances.
The more significant changes in the General Permit since your last COC was issued are noted either in the
Draft Permit Fact Sheet that accompanied the public notice (http://portal.ncdenr.org/web/wq/ws/su/current-
notices), or in the Response to Comments / Summory of Changes and Technical Bulletin documents that are
posted on the Stormwater Permitting Unit's website with the new General Permit. Please visit

for your specific General Permit carefully.

Some of the changes include:
• Part II:
• Section A: The Stormwater Pollution Prevention Plan (SPPP) section, if applicable, has been updated
to the most current language of our permits. Additional conditions for specific industry sectors have
been added to the SPPP requirements in some cases.
• Sections B, C: Failure to perform analytical stormwater monitoring may result in the Division requiring
that the permittee begin a monthly sampling scheme.
• Sections B, C: A lower TSS benchmark of SO mg/I for HQW, ORW, PNA and Tr Waters applies to these
more sensitive waters.
• Sections B, C: The monitoring parameter Oil & Grease (O&G) has been replaced by the parameter
Total Petroleum Hydrocarbons (TPH) for vehicle maintenance areas, and in some cases, other
analytical monitoring requirements.
• Sections B, C, D: Inability to sample due to adverse weather must be recorded in the SPPP, or in
separate on -site records if your General Permit does not require an SPPP. Adverse weather is defined
in the "Definitions" section of the permit.
• Sections B, C: The term "Representative Storm Event" has been replaced by "Measurable Storm
Event." A measurable storm event is defined in the permit.
• Section D: If the permittee fails to respond effectively to problems identified by qualitative
monitoring, DWQ may require the permittee to perform corrective action.
Please review Parts III and IV to understand the Standard Conditions of your new NPDES General Permit,
including Compliance and Liability, Reporting, Monitoring and Records requirements; Operation and
Maintenance obligations; and Definitions. Please note that all samples analyzed in accordance with the terms
of this permit must be submitted to the Division on Discharge Monitoring Report (DMR) forms available on
the Stormwater Permitting Unit's website above. DMR forms must be delivered to the Division no later than
30 days from the date the facility receives the sampling results from the laboratory. Also note that existing
permittees do not need to submit a renewal request prior to expiration unless directed by the Division.
Your coverage under the General Permit is transferable only through the specific action of DWQ. This permit
does not affect the legal requirements to obtain other permits which may be required by DENR, nor does it
relieve the permittee from responsibility for compliance with any other applicable federal, state, or local law,
rule, standard, ordinance, order, judgment, or decree. If you have any questions regarding this permit

Your facility is currently covered for stormwater discharge under General Permit NCG030000. This permit expires
on August 31, 2002. The Division staff is currently in the process of rewriting this permit and is scheduled to have
the permit reissued by late summer of 2002. Once the permit is reissued, your facility would be eligible for
continued coverage under the reissued permit.
In order to assure your continued coverage under the general permit, you must apply to the Division of Water
Quality (DWQ) for renewal of your permit coverage. To make this renewal process easier, we are informing you in
advance that your permit will be expiring. Enclosed you will find a General Permit Coverage Renewal
Application Form. The application must he completed and retuned by March 4, 2002 in order to assure continued
coverage under the general permit.
Failure to request renewal within this time period may result in a civil assessment of at least $250,00, Larger
penalties may he assessed depending on the delinquency of the request. Discharge of stormwater from your facility
without coverage under a valid stormwater NPDES permit would constitute a violation of NCGS 143-215.1 and
could result in assessments of civil penalties of up to $10,000 per day.
Please note that recent federal legislation has extended the "no exposure exclusion" to all operators of industrial
facilities in any of the I I categories of "storm water discharges associated with industrial activity," (except
construction activities). if you feel your facility can certify a condition of "no exposure", i.e. the facilty industrial
materials and operations are not exposed to stormwater, you can apply for the no exposure exclusion. For additional

is reissued pursuant to the requirements of North Carolina General Statute 143-215 .1 and the
Memorandum of Agreement between North Carolina and the US Environmental Protection agency
dated December 6, 1983.
The following information is included with your permit package:
■ A copy of the stormwater general permit.
a A Stormwater Pollution Prevention Plan Certification Form. This form certifies that you have
developed and implemented the Stormwater Pollution Prevention Plan (SPPP) required in your
permit. This form must be completed and returned to the Division within 30 days of receipt of
this letter. DO NOT send the SPPP with the signed form.
e Five copies of Analytical Monitoring forms.
■ Five copies of Qualitative Monitoring forms.
■ A copy of a Technical Bulletin on the stormwater program with outlines program components
and addresses frequently asked questions.
■ A corrected Certificate of Coverage if you indicated a name or address change on the Renewal
Form returned to the Division.
Your certificate of coverage is not transferable except after notice to DWQ. The Division of Water
Quality may require modification or revocation and reissuance of the certificate of coverage.
This permit does not affect the legal requirements to obtain other permits which may be required by
DWQ or permits required by the Division of Land Resources, Division of Air Quality, Coastal Area
Management Act or any other Federal or Local governmental permits that may be required.
