We discussed the possibility of the facility qualifying for No Exposure Exclusion to the full Industrial Stormwater Permit NCG030042. A copy of the application is attached. If you wish to move forward on this, complete and forward the completed application package to the address listed at the bottom of the last page. This issues that will need to be addressed before No Exposure could be granted are: • Cover Totes Storage Area or move to a location under cover • Cover Dumpster at rear of building if it is to remain for more than 7 days or remove. • New Pallets may remain outside without cover if they are stored on a hard surface (concrete/asphalt) • Used Pallets should be stored under cover and on a hard surface. (I'm not concerned about storage of a small number of used pallets) The compliance letter & inspection report should arrive at your office later in the week. This permit is reissued pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between the state of North Carolina and the U.S. Environmental Protection Agency, dated October 15, 2007 (or as subsequently amended). The following information is included with your permit package: • A new Certificate of Coverage (CDC) • A copy of General Permit NCG030000 • A copy of the Technical Bulletin for the General Permit • Two copies of the Discharge Monitoring Report (DMR) Form • Two copies of the Qualitative Monitoring Report Form The General Permit authorizes discharges of stormwater, and it specifies your obligations for discharge . controls, management, monitoring, and record keeping. Please review the new permit to familiarize yourself with all the changes in the reissued permit. Your facility has six (6) months from the time of receipt of the permit to update your current SPPP to reflect all new permit requirements. The first sample period of your permit begins January 1, 2013. Your facility must sample a "measureable storm event" beginning during the periods beginning January 1 and July 1 of every year (or, if applicable, report "No Flow," as outlined in Part III, Section E). Also, please note that Tier 3 Actions in Part II of your permit are triggered by benchmark exceedances on four occasions beginning on the effective date of this permit and do not count prior exceedances. The more significant changes in the General Permit since your last CDC was issued are noted either in the Draft Permit Fact Sheet that accompanied the public notice (http://portal.ncdenr.org/web/wq/ws/su/current- notices), or in the Response to Comments / Summary of Changes and Technical Bulletin documents that are posted on the Stormwater Permitting Unit's website with the new General Permit. Additional conditions for specific industry sectors have been added to the SPPP requirements in some cases. • Sections B, C: Failure to perform analytical stormwater monitoring may result in the Division requiring that the permittee begin a monthly sampling scheme. • Sections B, C: A lower TSS benchmark of 50 mg/I for HQW, ORW, PNA and Tr Waters applies to these more sensitive waters. • Sections B, C. The monitoring parameter Oil & Grease (O&G) has been replaced by the parameter Total Petroleum Hydrocarbons (TPH) for vehicle maintenance areas, and in some cases, other analytical monitoring requirements. • Sections B, C, D: Inability to sample due to adverse weather must be recorded in the SPPP, or in separate on -site records if your General Permit does not require an SPPP. Adverse weather is defined in the "Definitions" section of the permit. • Sections B, C. The term "Representative Storm Event" has been replaced by "Measurable Storm Event." A measurable storm event is defined in the permit. • Section D: If the permittee fails to respond effectively to problems identified by qualitative monitoring, DWQ may require the permittee to perform corrective action. Please review Parts III and IV to understand the Standard Conditions of your new NPDE5 General Permit, including Compliance and Liability, Reporting, Monitoring and Records requirements; Operation and Maintenance obligations; and Definitions. Please note that all samples analyzed in accordance with the terms of this permit must be submitted to the Division on Discharge Monitoring Report (DMR) forms available on the Stormwater Permitting Unit's website above. DMR forms must be delivered to the Division no later than 30 days from the date the facility receives the sampling results from the laboratory. Also note that existing permittees do not need to submit a renewal request prior to expiration unless directed by the Division. Your coverage under the General Permit is transferable only through the specific action of DWQ. This permit does not affect the legal requirements to obtain other permits which may be required by DENR, nor does it relieve the permittee from responsibility for compliance with any other applicable federal, state, or local law, rule, standard, ordinance, order, judgment, or decree. Specifically, the Asheboro Bearing plant requested if stormwater discharge outfalls (SDOs) 001 & 003 could be granted representative outfall status for stormwater outfall 002. Based on the updated map and comments received from Dan Lake via email on April 1, 2010, we are approving this request. In accordance with 40 CFR §122.21(g)(7), you are authorized to sample outfall numbers 001 & 003 as representative outfalls. Sampling at outfall 002 can be discontinued. This approval is effective with the next sampling event. We also want to remind you that the permit still requires that Qualitative (visual) Monitoring be performed at all SDOS, regardless of representative status. Please remember that any actions you initiate in response to benchmark exceedences as directed in the tiered response provisions of your permit must address all drainage areas represented by SDO's 001 & 003, where appropriate. In addition, the Stormwater Pollution Prevention Plan (SPPP) for the Asheboro Bearing Plant should be updated to reflect the new outfall locations as shown on the attached map. The 2/8/10 inspection letter advised that the location of outfall 001 was unsuitable since it includes surface waters. Outfall 001 should be abandoned. Additionally, the letter stated that "Per our conference call on 2/5/10, it is our understanding that Timken will relocate this outfall so that only stormwater is sampled and that the SPPP and site map will be revised to indicate this change". Additional stormwater outfalls need to be established. A glance at the site plan you provided indicates that, in addition to outfall 002, sampling probably needs to occur at or near: 1) the front entrance to sample runoff from the air/oil coolers area, This area will be sampled at the newly located outfall 001. 2) the railroad spur to sample the incoming raw material area and the railroad loading shed, and This area will be sampled at outfall 003. 3) one or more locations to catch the area of the compactor, oil totes, oily wastewater loading pad, etc. The area of the compactor will be collected in the sample at Outfall 001. The area of the oil totes is strictly sheet runoff, therefore, no sample can be taken from this area. The area of the oily wastewater loading pad will be collected in the sample at Outfall 003. Based on the small amount of stormwater runoff at Outfall 002 and the difficulty in obtaining a sample, we would like to eliminate this as a sampling point. Please call me to discuss. Mike. DWQ may grant Representative Outfall Status if stormwater discharges from a single outfall are representative of discharges from multiple outfalls. Approved ROS will reduce the number of outfalls where analytical sampling requirements apply. If Representative Outfall Status is granted, ALL outfalls are still subject to the qualitative monitoring requirements of thefacility's permit —unless otherwise allowed by the permit (such as NCGO20000) and DWQ approval. The inspection found the Timken facility to be clean and well managed and in compliance with the stormwater permit. This inspection evaluated the five (5) areas designated on the attached inspection forth. The. findings and observations are outlined below: 1. Permit The Timken Company holds Certificate of Coverage # NCGO30042 for the discharge of stormwater from the site. The permit expires nett on October 31, 2012. 2, Records/Reports Part II, Section A of the permit details the development of the Stormwater Pollution Prevention Plan (SPPP). A copy of the SPPP was reviewed during the inspection. The plan was found to be thorough and addressed all items outlined in the permit. In addition, the plats contained logs detailing preventative maintenance activities, stormwater releases from containment areas and yearly training. The plan was last updated on 11 / 17/09. 3. Facility Site Review A tour of the property found the site to be clean and well managed. Observations did not reveal any concerns regarding stormwater runoff. Stormwater from the site flows into an unnamed tributary of Back Creek, Class L; WS-11 HWT Waters in the Yadkin Pee -Dee River Basin. 4. Effluent/Receiving Waters The site map in the SPPP identified two separate stormwater outfalls. Outfall 9001 receives stormwater from approximately 90% of the property and outfall 4002 receives stormwater from approximately 10% of the west side of the property. The current 4001 outfall location is deemed unsuitable since it includes surface waters. Please note that Part Ill, Section D (1) of the permit requires that all stormwater samples be collected before the discharge joins or is diluted by any other body of water. Per our conference call on 215/10, it is our understanding that Timken will relocate this outfall so that only stormwater is sampled and that the SPPP and site map will be revised to indicate this change. A review of facility records revealed that these samples were collected in 2009 as required. One TSS benchmark value was exceeded during the sampling on 4/20109 but a subsequent sample collected on 5/5/09 showed the level to be back below 100 mg/l. As you are aware, the semi-annual analytical monitoring results must be submitted to the Division on form SWU-245-031308 no later than 30 days from the date the facility receives the sampling data from the laboratory. Part 11, Section C of the permit requires that qualitative (visual) monitoring be performed and documented semi-annually at the same time that the analytical samples are collected. The file review also found that these observations were documented in 2009 as required. Qualitative records do not need to be submitted to the Division, however, the records must be kept on file at the facility for a period of five years. Since sampling at outfall #001 includes surface waters, (three ponds are present in the drainage and the USGS map shows a blue intermittent line) this site needs to be moved closer to the facility so samples are collected before comingling with the natural stream, Is there an easily accessible site that would allow you to collect just stormwater? Once the permit is reissued. your facility would be eligible for continued coverage under the reissued permit. In order to assure your continued coverage under the general permit, you must apply to the Division of Water Quality (DWQ) for renewal of your permit coverage.
