The purpose, of the site visit was to locate an acceptable sampling point for collection of the semi-annual analytical samples required by Part IL, Section B of the stormwater permit. Observations indicated that the only discernible stormwater conveyance was the existing ditch that runs along the property boundary on the south side of the facility. The semi-annual samples should be collected from the ditch during a representative storm event (>0.1 inches of rainfall). The access point for the ditch that we selected was close to the SW corner of the building. In addition, the qualitative (visual) monitoring specified in Part It, Section C of the permit should be }performed at this same location. Please be aware that in some instances regulated industries can obtain a "No Exposure Exclusion" to be exempt from stormwater permitting. As we discussed, this would require that all materials currently stored outdoors be relocated to an area where exposure to precipitation would not occur. It is my understanding that Ernie's Machine Company does not have sufficient indoor or covered storage space available at this time. However, should additional warehouse space become available in the future, please re -consider the possibility of trying to obtain the "No Exposure Exclusion". (Ernie's Machine) Attachments: image001.png; image002.png Hi Mike, Thanks for sending the photos —they are extremely helpful! This is a great example of a real challenge for sampling. And, from what I hear, the kind of thing people see in the field ALL the time: discharges into ditches funneling off -site stormwater, too. Here are some of my thoughts on this one. I'm not sure of the best solution here, but maybe this will help: 1) Yes, if the ditch is the only place they can sample, that's where they should sample. You're right; it's not ideal to get off -site stormwater in the sample because they don't isolate what's coming off their site. But, in the real world, this is the only option for a lot of permittees. It presents the biggest problem for sites that blow benchmarks —particularly metals that we see in urban stormwater anyway (copper, etc.). Although, in some cases the dilution may help them. And not that dilution is good if it masks problems on site, but sometimes you just don't have a lot to work with for sampling. 2) Where along the ditch can they feasibly sample so they capture most of the site's runoff before it leaves/extends beyond the property boundary? In the first picture, it doesn't look like that point is very far past where it's mostly just offsite stormwater anyway. From the aerial, that ditch goes pretty far, but accessibility appears to be an issue —it doesn't look like it's on their property. I'd recommend getting a sample as far down the ditch with that red arrow (left) as possible. I've seen other states' stormwater monitoring guides recommend things like setting up sandbags to make sample collection possible before entering a ditch like this one. I'm not sure if that's very workable here, but maybe something to consider? 3) If they have problems meeting benchmarks, I'd recommend advising them to sample in the ditch upstream, before their site's stormwater mixes with it, and then at their best point after mixing. If they show that the concentrations aren't very much different upstream, I think they're showing their BM Ps are effective. That adds an extra sampling point, but 2 total isn't very many... a lot of facilities have more than that on site. Right now, the only metal in this permit is lead (and maybe not a major issue), but there could be others after its renewals in October 2012. However, for this site... if their original sampling point doesn't capture much runoff coming off their site anyway, I'm not sure this is worthwhile. It really depends one wherein that ditch they can sample. It's definitely hard to argue against a point source here, so I think you made the right call on that. Does any of that help? The only "point source" is a ditch that runs along the southern property boundary. A storm drain from the street empties into the head of this ditch. Ideally, we would advise them to avoid sampling off -site stormwater, but the ditch is their only choice. Any problem with telling them to sample here? The property is littered with old equipment. The area at the back of the building is gravel and weeds that slopes off to the creek. No obvious ditches/channels to sample from in the rear. Your thoughts would be appreciated. Thanks, Mike. Sometimes these calls can be tricky since true sheet flow is not something that happens often. If the issue of the ditch being across their property line is raised again, my interpretation would be like this: While the western yard area may indeed sheet flow to the creek, the southern area goes into the ditch. Even if the ditch is 10' across their property line, I would still consider that the ditch constitutes a point source discharge of their Stormwater. In other similar cases I have advised applicants/permittees the same. The aerial from Google Maps seems to show a well travelled vehicle path that would appear to provide very easy access to where I think the ditch must be. (Although the ditch is not visible in the Google aerial.)
