In response to your questions regarding tiered responses according to your permit,
NCDENR-Land Quality Section staff conducted a site inspection on July 1, 2015. The
primary goal of this inspection was to evaluate compliance with the conditions of the
NCG030000 General Permit, to discuss any actions that have been or could be taken
to identify and limit potential sources of zinc and copper related to process operations.
At the time of this inspection the facility was found to be in compliance with permit
NCG030011 and no illicit discharges were discovered.
Please keep in mind that benchmark exceedances are NOT limit violations or violations
of permit conditions; however, you are obligated to follow the tiered response actions
outlined in your permit. BorgWarner Emissions/Thermal Systems has been following
the tiered response actions and therefore is in compliance with the permit.
As part of tiered response, BorgWarner Emissions/Thermal Systems initiated
housekeeping actions to reduce the zinc and copper levels and additional analytical
monitoring to assess potential contributors, as documented in two reports from 2014
and 2015 provided during the inspection. Based on these actions and no finding of
significant sources of zinc or copper related to processing at the facility, and upon
receipt of this letter, BorgWarner Emissions/Thermal Systems may continue with the
permit specified semi-annual analytical monitoring for the remainder of the current
permit term. Your current permit is set to expire on October 31, 2017. This decision
only applies to the zinc and copper benchmarks. A benchmark exceedance of any
other parameter listed in your permit will trigger tiered response actions as
described in the general permit.

You must notify this office in writing, within five business days, if you become aware of
any significant source of zinc or copper related to processing at your facility that has the
potential to be exposed to stormwater. The relief, granted in this letter is contingent
upon the current industrial practices at Borg Warner Emissions/Thermal Systems. If
industrial practices change and zinc or copper become a significant stormwater
exposure risk, then this office reserves the right to withdraw this decision and the permit
specified tiered response or other actions may be warranted by the new set of
circumstances.
Please refer to the enclosed Compliance Inspection Report for additional comments,
observations, and recommendations made during the inspection.
Please retain and append this letter to your Stormwater Pollution Prevention Plan

Inspection Summary:
1. This inspection was conducted by request of Grover DeHart to assess progress made towards assessing potential Zn
and Cu nputs to stormwater from process activities as part of Tier I investigations and as a general stormwater permit
compliance evaluation.
2. The following observations were made during the inspection:
a. There are five pipes being assessed for potential Cu and Zn inputs to stormwater. These pipes are serving as a
research study.
b. Per the stormwater permit, there is one outfall that should be sampled as a measure of potential Inputs of Zn and Cu
from process activities at the facility. This is called the "right pipe". Other pipes being sampled are not actual outfalls
associated with processing and are only being sampled as part of the research study to determine potential inputs.
c. It was noted during the inspection that the "center/main pipe/creek" had raw sewage in the flow at the time of
inspection, This pipe is not considered to be representative of fhe facility process,activities and should not be sampled as
the outfali sample.
d. There is a galvanized roof that was installed last year and gutters were added within the last few months that could
be contributing to Zn and Cu levels.
3. Current benchmark levels for Zn = 067mg/L and for Cu = .007mg/L. Upon permit renewal, these benchmark levels will
be increased to ,Zn = ,126mg/L and Cu = .010mg1L. At current benchmark levels, the facility, Is below the benchmark for zn
in the 2015 sampling of the "right pipe" (.048mg1l)and above the Cu benchmark (.023mgfL).
4 In addition to the five pipes assessed for the research study, the study also assessed the potential contributions of Zn
from the air conditioner condensate water on the roof. The sampling showed high levels of Zn in the condensate water
sample (.766, .477, .512, and .381 mg/L). it appears that the condensate water may be a contributor of Zn and further
reseach on this contributor may be warranted if Zn and Cu benchmarks are exceeded such that Tier II sampling is required
in the future.
S. In summary, it appears that housekeeping has been assessed and Internal contributions to Zn and Cu are relatively
non-existent; the reseach study has demonstrated Zn and Cu levels at several locations; the air conditioner condensate
water has shown the highest levels of Zn; and Cu from the "right pipe" was above the benchmark in the 2015 sampling.
6. Semi-annual sampling of the "right pipe" should continue per permit conditions.

In response to your renewal application for continued coverage under stormwater General Permit NCG030000
the Division of Water Quality (DWQ) is forwarding herewith the reissued General Permit. This permit is
reissued pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of
Agreement between the state of North Carolina and the U.S. Environmental Protection Agency, dated October
15, 2007 (or as subsequently amended).
The following information is included with your permit package:
• A new Certificate of Coverage (CDC)
• A copy of General Permit NCG030000
• A copy of the Technical Bulletin for the General Permit
• Two copies of the Discharge Monitoring Report (DMR) Form
• Two copies of the Qualitative Monitoring Report Form
The General Permit authorizes discharges of stormwater, and it specifies your obligations for discharge
controls, management, monitoring, and record keeping. Please review the new permit to familiarize yourself
with all the changes in the reissued permit. Your facility has six (6) months from the time of receipt of the
permit to update your current SPPP to reflect all new permit requirements.
The first sample period of your permit begins January 1, 2013. Your facility must sample a "measureable
storm event" beginning during the periods beginning January 1 and July 1 of every year (or, if applicable,
report "No Flow," as outlined in Part III, Section E). Also, please note that Tier 3 Actions in Part 11 of your
permit are triggered by benchmark exceedances on four occasions beginning on the effective date of this
permit and do not count prior exceedances.
The more significant changes in the General Permit since your last CDC was issued are noted either in the
Draft Permit Fact Sheet that accompanied the public notice (http://portal.ncdenr.org/web/wq/ws/su/current-
notices), or in the Response to Comments / Summary of Changes and Technical Bulletin documents that are
posted on the Stormwater Permitting Unit's website with the new General Permit. Please visit

Some of the changes include:
Part II:
• Section A: The Stormwater Pollution Prevention Plan (SPPP) section, if applicable, has been updated
to the most current language of our permits. Additional conditions for specific industry sectors have
been added to the SPPP requirements in some cases.
• Sections B, C: Failure to perform analytical stormwater monitoring may result in the Division requiring
that the permittee begin a monthly sampling scheme.
• Sections B, C: A lower TSS benchmark of 50 mg/I for HQW, ORW, PNA and Tr Waters applies to these
more sensitive waters.
• Sections B, C. The monitoring parameter Oil & Grease (O&G) has been replaced by the parameter
Total Petroleum Hydrocarbons (TPH) for vehicle maintenance areas, and in some cases, other
analytical monitoring requirements.
• Sections 8, C, D: Inability to sample due to adverse weather must be recorded in the SPPP, or in
separate on -site records if your General Permit does not require an SPPP. Adverse weather is defined
in the "Definitions" section of the permit.
• Sections B, C: The term "Representative Storm Event" has been replaced by "Measurable Storm
Event." A measurable storm event is defined in the permit.
• Section D: If the permittee fails to respond effectively to problems identified by qualitative
monitoring, DWQ may require the permittee to perform corrective action.
Please review Parts III and IV to understand the Standard Conditions of your new NPDES General Permit,
including Compliance and Liability, Reporting, Monitoring and Records requirements; Operation and
Maintenance obligations; and Definitions. Please note that all samples analyzed in accordance with the terms
of this permit must be submitted to the Division on Discharge Monitoring Report (DMR) forms available on
the Stormwater Permitting Unit's website above. DMR forms must be delivered to the Division no later than
30 days from the date the facility receives the sampling results from the laboratory. Also note that existing
permittees do not need to submit a renewal request prior to expiration unless directed by the Division.
Your coverage under the General Permit is transferable only through the specific action of DWQ. This permit
does not affect the legal requirements to obtain other permits which may be required by DENR, nor does it
relieve the permittee from responsibility for compliance with any other applicable federal, state, or local law,
rule, standard, ordinance, order, judgment, or decree. If you have any questions regarding this permit

Inspection Summary:
DWQ staff was met on site by Grover DeHart, environmental manager for the facility. A tour was conducted of both the
exterior and interior of the building. During the visit, the SWPPP manual was reviewed, operational activities and possible
stormwater exposure improvements were discussed as well as analytical monitoring requirements and results. The
facility maintains IS014001 certification. Environmental management appears to be a priority for the permittee. Some
stormwater exposure exists around the building exterior including: pallets, "clean" drums, used liquid containers, minimal
metal chip waste and nylon pellets spillage. An item of concern is a stormwater sump located in a loading dock area
where chemicals are off-loaded from trucks. The sump is emptied by a float -actuated pump which delivers the contents to
the stormwater system. Mr. DeHart assured the inspector that all personnel including truck drivers are aware of an
emergency cut-off switch located adjacent to the dock, which is to be selected if a spill into the sump occurs. Discussion
took place regarding the Infall #1 sample results, which indicated that chemical contaminants have been found in the
stormwater where it enters facility property. Continued sampling at Infall #1 seemed to be a wise approach to continue
until and if the upstream source of the contamination can be identified and eliminated. Overall, the facility maintains good
stormwater pollution prevention practices and compliance with the NCG03 permit. A No Exposure Certification (NEC)
was discussed, but moderate to significant changes would have to occur to reach certification. DWQ staff would gladly
discuss this opportunity further with the permittee.

Comment: Documentation of annual plan review, SW facility inspection and employee
training pertaining to SW was not documented in the manual. No chemicals are stored
exterior to the building, therefore secondary containment is not required. Most areas of
concern (AOC) have been rooted, eliminating SW exposure; however, several
temporary storage areas of pallets, clean drums and empty liquid containers exist.
Three loading docks were noted. One has a stormwater sump, which is emptied to the
stormwater system via a float -activated pump. This sump could collect chemicals if a
spill occured at the dock. The work area at the SE corner of the building has containers
for metal waste, materials pallets, dumpsters and cardboard. A roof covers the majority
of the equipment/materials minimizing exposure, but this is considered a minor AOC.

Comment: Outfall #1 represents the confluence of 5 outlets. At this location, it
appears a small creek has been piped through the site, which daylights at this
confluence of SW outlets. Two drain from parking lot inlets, one drains a ditch S and SE
of building, one apparently conveys a french drain system along back side of bldg. and
one carries the stream along with SW from 2-3 inlets from parking areas.

Inspection Summary:
DWQ staff was met on site by Grover DeHart, environmental manager for the facility. A tour was conducted of both the
exterior and interior of the building. During the visit, the SWPPP manual was reviewed, operational activities and possible
stormwater exposure improvements were discussed as well as -analytical monitoring requirements and results. The
facility maintains IS014001 certification. Environmental management appears to be a priority for the permittee. Some
stormwater exposure exists around the building exterior including: pallets, "clean" drums, used liquid containers, minimal
metal chip waste and nylon pellets spillage. An item of concern is a stormwater sump located in a loading dock area
where chemicals are off-loaded from trucks. The sump is emptied by a float -actuated pump which delivers the contents to
the stormwater system. Mr. DeHart assured the inspector that all personnel including truck drivers are aware of an
emergency cut-off switch located adjacent to the dock, which is to be selected if a spill into the sump occurs. Discussion
took place regarding the Infall #1 sample results, which indicated that chemical contaminants have been found in the
stormwater where it enters facility property. Continued sampling at Infall #1 seemed to be a wise approach to continue
until and if the upstream source of the contamination can be identified and eliminated. Overall, the facility maintains good
stormwater pollution prevention practices and compliance with the NGG03 permit. A No Exposure Certification (NEC)
was discussed, but moderate to significant changes would have to occur to reach certification. DWQ staff would gladly
discuss this opportunity further with the permittee.

Comment: Documentation of annual plan review, SW facility inspection and employee
training pertaining to SW was not documented in the manual. No chemicals are stored
exterior to the building, therefore secondary containment is not required. Most areas of
concern (AOC) have been roofed, eliminating SW exposure; however, several
temporary storage areas of pallets, clean drums and empty liquid containers exist.
Three loading docks were noted. One has a stormwater sump, which is emptied to the
stormwater system via a float -activated pump. This sump could collect chemicals if a
spill occured at the dock. The work area at the SE corner of the building has containers
for metal waste, materials pallets, dumpsters and cardboard. A roof covers the majority
of the equipment/materials minimizing exposure, but this is considered a minor AOC.

Comment: Outfali #1 represents the confluence of 5 outlets. At this location, it
appears a small creek has been piped through the site, which daylights at this
confluence of SW outlets. Two drain from parking lot inlets, one drains a ditch S and SE
of building, one apparently conveys a french drain system along back side of bldg. and
one carries the stream along with SW from 2-3 inlets from parking areas.

Dear Mr. Dehart:
Borg Warner Cooling Systems of Fletcher, NC contracted Brooks Engineering Associates. PLLC
(BEA) to conduct the annual stormwater sampling and reporting required by their General
Stormwater Permit (Permit Number NCG030000). The following is a report of those activities.
In accordance with the recommendations from the July I Id', 2007 sampling report, two samples
were collected at the BorgWarner facility on September 146, 2007. A stormwater sample was taken
at the first infall point to the subject property to monitor the quality of the stormwater that was
coming from offsite_ The second sample was taken from the outfall from the BorgWarner
contributing stormwater pipe located at Outfall No. 1. This outfall combines several drainage areas
to combine flows at one point. All managed stormwater associated with Borg Warner's industrial
facility is conveyed through Outfall t# I and discharged to Hooper's Creek. These two samples
were compared to determine the origin of the non -compliant stormwater.
SAMPLING ACTIVITIES
The rain event occurred on September 14, 2007. Over the 24-hour period preceding the sampling
date, 3.4004 inches of rain fell on the area (see Attachment 2).
Grab samples were collected in accordance with EPA sampling guidelines as described in the
DENR stormwater permit sampling requirements. Grab samples were on�ited into one
pive sample of the event. Individual analyses are derived from the composite sample.
Table 1 presents the analytical results of testing conducted on the composite sample collected at
Infall ##1 and Outfall ## 1. Table 2 presents qualitative monitoring results of Infall 41 and Outfall # 1
during this storm event. The laboratory analytical report is contained in Attachment 3.
Total flow was determined by an approximation calculation using the amount of rainfall on
impervious sections of the facility site over the sampling period. It is assumed that the entire
rainfall volume was captured and conveyed to the stormwater collection system. The total flow
was calculated to be 0.938 million gallons over the course of the approximately twenty-four hours

preceding the sampling portion of the rainfall event. BEA's Environmental Technician, Kyle
hoover, G.I.T., performed a qualitative evaluation of the stormwater.
RESULTS
The results of the sampling event are suntmari7ed in Tables I and 2 below.

The sampling results (shown in Table 1) show the Outfall 41 sample met all the requirements for a
compliant stormwater discharge. The offsite stormwater sample (Infall #1) exceeded the general
stormwater permit thresholds with a lead concentration of 0.0403 mg/L, and a TSS measurement of
264 mgfL. Site observations and photographs from the September 14`h stormwater sampling event
(included as Attachment 4) illustrate the qualitative observations of a sediment laden stormwater
discharge coming from the offsite stormwater pipe. The stormwater discharge from the
BorgWarner site is shown to be treasonably clear, and is shown to be in contrast with the offsite
stormwater discharge. Quantitatively, the stormwater analysis for the offsite contribution to Outfall
No. I was found to be non -compliant.

Your facility is currently covered for stormwater discharge under General Permit NCG030000. This permit expires
on August 31, 2002. The Division staff is currently in the process of rewriting this permit and is scheduled to have
the permit reissued by late summer of 2002. Once the permit is reissued, your facility would be eligible for
continued coverage under the reissued permit.
In order to assure your continued coverage under the general permit, you must apply to the Division of Water
Quality (DWQ) for renewal of your permit coverage. To make this renewal process easier, we are informing you in
advance that your permit will be expiring. Enclosed you will find a General Permit Coverage Renewal
Application Form. The application must be completed and returned by March 4, 2002 in ordor to assure continued
coverage under the general permit.
Failure to request renewal within this time period may result in it civil assessment of at least $250.00. Larger
penalties inav be assessed depending on the delinquency of the request. Discharge of stormwater from your facility
without coverage under a valid stormwater NPDES permit would constitute a violation of NCGS 143-215.1 and
could result in assessments of civil penalties of up to $10,000 per day.
Please note that recent federal legislation has extended the "no exposure exclusion" to all operators of industrial
facilities in any of the I 1 categories of "storm water discharges associated with industrial activity." (except
construction activities)- If you feel your facility can certify a condition of "no exposure", i.e. the facilty industrial
materials and operations are not exposed to stormwater, you can apply for the no exposure exclusion. For additional
information contact the Central Office Stormwater Staff member listed below or check the Stortwater & General
Permits Unit Web Site at http_//h2o.enr.slate.nc.us/su/storin%vater.html
If the subject stormwater discharge to waters of the state has been terminated. please complete the enclosed
Rescission Request Form. Mailing instructions are listed on the bottom of the form. You will be notified when the
rescission process has been completed.
