may be waived. The solvent management plan shall include a list of the total toxic organic compounds used and the other elements listed in the General
Permit. For those facilities electing to employ the TTO monitoring waiver, the discharger shall sign the following certification statement:
"Based upon my inquiry of the person or persons directly responsible for managing compliance with the permit monitoring requirement for total toxic organics
(TTO), I certify that to the best of my knowledge and belief, no dumping of concentrated toxic organics into the stormwater or areas which are exposed to rainfall or
stormwater runoff has occurred since filing the last discharge monitoring report. I further certify that this facility is implementing the all the provisions of the
solvent management plan included in the Stormwater Pollution Prevention Plan."

Dear Alice:
As authorized, Blue Ridge Geological Services, Inc. (Blue Ridge) assisted Thomas Built Buses (TBB)
personnel with the stormwater sampling and reporting event at the subject site. The work was performed
in general accordance with the Stormwater Pollution Prevention Plan (SWPPP) and the NPDES Permit for
the subject facility. This report summarizes the field activities and laboratory data as well as provides our
conclusions and recommendations.
Field Activities
On April 23, 2018 Blue Ridge personnel performed a stormwater sampling event at the site during a
measurable storm event. Rainfall data was collected from a nearby weather station. According to the station,
0.66 inches of rainfal l was recorded during the storm event.
Blue Ridge personnel observed the stornwater discharge at eight outfalls: SWO-3, SWO-4, SWO-513,
SWO-5C, SWO-5D, SWO-6, SWO-7, and SWO-8.. Field personnel completed a Stormwater discharge
outfall (SDO) qualitative monitoring report form for each of the outfall sampling locations (see attached). A
copy of these forms should be placed in the SWPP flan or a designated file at the facility. The forms should
remain on site and do not need to be submitted to the NCDEQ.
On April 23, 2018 Blue Ridge personnel collected stormwater samples from these outfalls. The samples
were placed into laboratory -prepared containers (some with preservatives), labeled with sample information,
placed into a cooler containing ice, and transported to Pace Analytical Services, Inc. (Pace) in Huntersville,
North Carolina. A completed chain -of -custody form was submitted with the samples. The pl-I of the samples
was measured in the field using an Oakton pH meter and recorded on the SDO forms. The pH of the water
samples collected from outfalls SWO-1 through SWO-8 ranged from 6.6 to 7.8 standard units.

Laboralory Results
The samples (except SWO-5C) were analyzed for total suspended solids (TSS) by Method 2540D, oil and
grease HEM total petroleum hydrocarbons (TPH) by Method 1664, and total metals (copper, lead, and zinc)
by Method 200.7. The sample collected from Outfall SWO-5C was analyzed for total metals (copper, lead,
and zinc. The TSS in the samples ranged from 10 to 74 milligrams per liter (mg/L). No oil and grease TPH
was detected in the samples analyzed. No metals were detected in the sample from Outfall SWO-5B. Lead
was detected in two of the samples (SWO-6 and SWO-7) at concentrations of 0.0092 and 0.0053 mg/L,
respectively. Copper was detected in all of the samples (except SWO-5B) at concentrations ranging from
0.0089 to 0.0213 mg/L (SWO-4). Zinc was detected in the samples at concentrations ranging from 0.0811 to
1.09 mglL (SWO-4). The results are summarized in the attached table. The sample results were placed on
the NCDEQ Stortnwater Discharge Monitoring Report form (see attached). The laboratory report is attached.
Conclusions and Recommendations
Our field inspection did not identify any problems / issues at the outfalls. Blue Ridge personnel
compared the analytical results to the benchmark values established in the Permit. As shown in Table 1,
the pH, TSS, oil and grease TPH, and total lead of the Outfall samples did not exceed the benchmark
values. Total copper was detected at concentrations above the benchmark value in outfalls SWO-3,
SWO-4, SWO-5C, SWO-511), SWO-6, SWO-7 and SWO-8. Total zinc was detected at
concentrations above the benchmark value in all of the outfalls sampled except SWO-513.
Since copper and/or zinc have been detected in the stormwater from most of the outfalls at concentrations
above the benchmark values during two consecutive monitoring periods, Tier Two monitoring (i.e.,
monthly sampling until three consecutive results are below the benchmark values) is required by the
Permit. However, on May 5, 2014 the NCDEQ issued a letter to TBB stating that they do not have
to perform monthly monitoring for copper and zinc exceedances. Therefore, monthly monitoring is
not required for these outfalls.
We recommend that a report (the SDO form signed by company personnel) be submitted to the DWQ
office in Raleigh by June 3, 2018. The next semi-annual inspection (qualitative monitoring and
stormwater sampling and analysis) should be performed at the facility between July 1 and December 31,

Subject: 2015 NPDES permit NCG030000 analysis for two Thomas Built Bus Facilities in
Guilford County:(NCG30009 at 1408 Courtesy Rd and NCG30010 at 715 Fairfield Rd).
Enclosed are the storm water discharge monitoring reports for out- Courtesy Rd (general permit
#NCG30009) and Fairfield Rd (general permit 4NCG30010) complexes. Please find the first
semi-annual analytical data for 2015 performed on March 19, 2015,
On March 19`', the Courtesy Rd facility ( NCG30009) continued to detect total copper and total
zinc above benchmark levels at outfalls SWO-04, SWO-5, SWO-5B, SWO-6 and SWO-7.
Copper and zinc were at elevated levels at C-I . There were no benchmark levels exceeded at the
rernaining two outfalls SWO-03 and SWO-08. This site's Tier Two monthly monitoring was
change in the May 5, 2014 NCDENR inspection. to semi-annual monitoring and continue
inspection and BMP improvements as discussed for permit compliance.
The Fairfield facility (NCG30010) was qualitative inspectioe and stormwater analysis on March
19th as well. The site exceeded benchmark levels for total Cu and total Zn during the March
semi-annual sampling. These outfalls were below benchmark values for pH, "I'SS, Oil and Grease
and tPH. Thomas Built Buses reviews the data and site activities to continually improve the best
management practices that affect these benchmarks but has not identified specific root cause. The
site required Tier Two monthly monitoring was change in the May 5, 2014 NCDENR inspection
to semi-annual monitoring and continue inspection and burp improvements as discussed for
permit compliance.

Facilities that incorporate a solvent management plan into the Stormwater Pollution Prevention Plan may so certify, and the requirement for TTO monitoring
may be waived. The solvent management plan shall include a list of the total toxic organic compounds used and the other elements listed in the General
Permit. For those facilities electing to employ the TTO monitoring waiver, the discharger shall sign the following certification statement:
"Based upon my inquiry of the person or persons directly responsible for managing compliance with the permit monitoring requirement for total toxic organics
(TTO), I certify that to the best of my knowledge and belief, no dumping of concentrated toxic organics into the stormwater or areas which are exposed to rainfall or
stormwater runoff has occurred since filing the last discharge monitoring report. I further certify that this facility is implementing the all the provisions of the
solvent management plan included in the Stormwater Pollution Prevention Plan."

Subject: 2014 NPDES permit NCG030000 analysis for two Thomas Built Bus Facilities in
Guilford County:(NCG30009 at 1408 Courtesy Rd and NCG30010 at 715 Fairfield Rd).
Enclosed are the storm water discharge monitoring reports for our Courtesy Rd (general permit
4NCG30009) and Fairfield Rd (general permit #NCG30010) complexes. Please find the April
and May semi-annual analytical data. There will be no June analytical as we go back to semi-
annual sampling per discussion with Aana Taylor -Smith in our Tier 11l meeting on May 2Ra .
In April and May the Courtesy Rd facility (NCG30009) continued to fail zinc at 4 of 6 outfalls
and copper at Outfali 04 and pH at a trail outfall 5D. The Fairfield facility (NCG30010) was
Nvithin all parameters in April and failed Cu and Zn during the May semi-annual sampling.
Thomas Built Buses reviews the data and site activities to continually improve the best
management practices that affect these benchmarks but has not identified specific root cause.
The two sites SPPP plans are in final review.

Subject: Tier III notice and 2014- February and March monthly NPDES permit NCGO30000
analysis for two Thomas Built Bus Facilities in Guilford County.
Enclosed are the storm water discharge monitoring reports for our Courtesy Rd (general permit
4NCG30009) and Fairfield Rd (general permit 4NCG30010) complexes as required by NPDES
storm water pen -nits, The samples were pulled on February 23, 2014 and March 3, 2014. The
samples were collected in lab prepared and preserved bottles and stored on iced when taken to
R&A labs (NC cert.:U34). The samples were analyzed for the new metals Cu, Zn, Pb, pH, TPH,
and TSS. The analysis is summarized on two sets of attached forms SW`U-245.
On January 17, 2014, Ms. Sandra Carter of DTNA met with DWR officials to discuss storm
water issues and develop a response to mitigate ongoing storm water issues for all North Carolina
Daimler Trucks N.A. manufacturing sites. Daimler remains committed to meeting the intent of
our facility permits and the protecting surface water bodies of this state. We look forward to
continuing to work with the DWR in maintaining appropriate standards to reach these goals.
A Tier III response has being prepared and implemented for Zinc and Copper for NCG030010 at
outfalls SD004, SDO05 & SDO06 as indicated by the results for February. In March, Tier III was
triggered for SDO02 for NCG030009. Thomas Buses has been sampling the storm water at
various outfalls at each facility in general accordance with the NPDES permit. Zinc and/or zinc
and copper have been detected in three of the outfalls at concentrations above the benchmark
values in the permit on four occasions at the Courtesy Rd facility tNCG030010) and for zinc at
the Fairfield Rd Facility (NCG030009). Thomas Buses has instituted tier I and tier 2 actions in
the area of these outfalls including monthly monitoring and sampling, inspections, source and
operational controls and physical improvements to reduce the concentrations of these constituents
in the storm water. We are also inspecting and sampling other areas around and up gradient of
these outfalls to determine other possible sources of these metals in the storm ,;vater.

analysisTor two Thomas Built Bus Facilities in Guilford County.
Enclosed are the storm water discharge monitoring reports for our Courtesy Rd (general permit
#NCG30009) and Fairfield Rd (general permit 9NCG30010) complexes as required by NPDES
storm water permits. The samples were pulled on February 23, 2014 and March 3, 2014. The
samples were collected in lab prepared and preserved bottles and stored on iced when taken to
R&A labs (NC cert.#34). The samples were analyzed for the new metals Cu, Zn, Pb, pH, TPH,
and TSS. The analysis is summarized on two sets of attached forms SWU-245.
On -January 17, 2014, Ms. Sandra Carter of DTNA met with DWR officials to discuss storm
water issues and develop a response to mitigate ongoing storm water issues for all North Carolina
Daimler -Trucks N.A. manufacturing sites. Daimler remains committed to meeting the intent of
our facility permits and the protecting surface water bodies of this state. We look forward to
continuing to work with the DWR in maintaining appropriate standards to reach these goals.
A Tier III response has being prepared and implemented for Zinc and Copper for NCG030010 at
outfalls SD004, SD005 & SDO06 as indicated by the results for February. In March, Tier III was
triggered for SD002'for NCG030009. Thomas Buses has been sampling the storm water at
various outfalls at each facility in general accordance with the NPDES permit. Zinc and/or zinc
and copper have been detected in three of the outfalls at concentrations above the benchmark
values in the permit on four occasions at the Courtesy Rd facility (NCG030010) and for zinc at
the Fairfield Rd Facility (NCG030009). Thomas Buses has instituted tier.] and tier 2 actions in
the area .of these outfalls including monthly monitoring and sampling, inspections, source and
operational controls and physical improvements to reduce the concentrations of these constituents
in the storm water. We are also inspecting and sampling other areas around and up gradient of
these outfalls to determine other possible sources of these metals in the storm water -

storm water permits. The samples were pulled on February 23, 2014 and March 3, 2014. The
samples were collected in lab prepared and preserved bottles and stored on iced when taken to
R&A labs (NC cert.434). The samples were analyzed for the new metals Cu, Zn, Pb, p14, TPH,
and TSS. The analysis is summarized on two sets of attached forms SWU-245.
On January 17, 2014, Ms. Sandra Carter o1 DTNA met with DWR officials to discuss storm
water issues and develop a response to mitigate ongoing storm water issues for all North Carolina
Daimler "Frocks N.A. manufacturing sites. Daimler remains committed to meeting the intent of
our facility permits and the protecting surface water bodies of this state. We look forward to
continuing to work with the DWR in maintaining appropriate standards to reach these goals.
A Tier III response has being prepared and implemented for Zinc and Copper for NCG030010 at
outfalls SD004, SD005 & SD006 as indicated by the results for February. In March, Tier IIl was
triggered for SD002 for NCG030009. Thomas Buses has been sampling the storm water at
various outfalls at each facility in general accordance Nvith the NPDES permit. Zinc and/or zinc
and copper have been detected in three of the outfalls at concentrations above the benchmark
values in the permit on four occasions at the Courtesy Rd facility (NCG030010) and for zinc at
the Fairfield Rd Facility (NCG030009). Thomas Buses has instituted tier 1 and tier 2 actions in
the area of these outfalls including monthly monitoring and sampling, inspections, source and
operational controls and physical improvements to reduce the concentrations of these constituents
in the storm water. We are also inspecting and sampling other areas around and up gradient of
these outfalls to determine other possible sources of these metals in the storm water.

Subject: 2014- January monthly Tier1I NPDES permit NCG030000 analysis
Enclosed are the storm water discharge monitoring reports for our Courtesy and Fairfield Rd
complexes as required by NPDES storm water permits NCG030009 on January 10,2014and
NCG030010 on February 3, 2014. The storm water samples were collected in lab prepared and
preserved bottles. The samples were stored on iced and taken to R&A labs (NC cert.##34). The
samples were analyzed for the new metals Cu, Zn, Pb, pH, TPH, and TSS. The analysis is
summarized on form SWU-245.
On January 17, 2014, Ms. Sandra Carter of Daimler Trucks North America met with DWR
officials to discuss and develop a response to mitigate ongoing storm water benchmark
exceedances. Based on these discussions and in order to collect monthly data, we have collected
this sample even though it does not meet the definition of a representative sample. There was no
rain event that met the entire criteria during the month of January-2014. The following
deficiencies were noted — ZN and Copper at NCGO30010 and Zn at NCG030009 exceeded the
benchmark values. DTNA remains committed to meeting the intent of our permit and protecting
surface water bodies.
A Tier 11 response is being prepared and implemented for Zinc and Copper for NCG030010 and
for Zinc for NCG030009 as indicated by the results.
