Brian,
I looked this one up on a soils map and there are some Foreston loamy fine sand in the vicinity where this mine is and
are usually associated with rims of Carolina Bays (which usually have wetland characteristics) As a matter of fact, the
mine site shows it overlaps a Carolina Bay They need to do a wetland delineation before digging, ensure a 50' buffer
from any wetlands using silt fence or flagging tape to ensure no digging occurs within the undisturbed buffer They best
get that done first Once we know where wetlands are or aren't (if that is the case), we can judge whether an 0 & M is
needed

Please do send the plans, and that (how close to wetlands ) is the million dollar question The answer is too many
variables influence the answer to give a cut and dry distance Lucky us

The plans do not show any wetlands near the site It looks like it is farm land they are going to mine Most of the
surrounding area looks to be farmland I can add the O & M plan to the COC How close do wetlands need to be in
order to require an 0 & M plan?

He should have a delineation done to ensure they don't impact wetlands He'll need to establish a 50' undisturbed
buffer from all wetlands or nearby streams etc Can you put that in their COC and require them to have an approved O
& M before they begin dewatering?

We've received an NOI from the Frank Horne Construction, Inc for their proposed mine Haynes
Pit in Fair Bluff (Columbus County) The site discharges stormwater into the Gapway Swamp (C,
Sw) The NOI and additional information are attached I have the site plans and I can forward
them to you if you want
Does the Wilmington Regional Office have any concerns about issuing this facility a COC for
this general permit, and are there any potential impacts to wetlands) If we don't receive any
objections, we'll issue the COC in 30 days
