Ms. Sanchez -King:
This letter is sent in response to the October 31, 2019 Notice of Violation (NOV) issued
by your office for a Limit Exceedance Violation that occurred at the Swansboro WWTF during the
month of August 2019.
While ONWASA does not dispute the occurrence of the event listed in the NOV, as it was
self -reported, we believe it was due to inadvertent contamination of the sample at the time it was
taken and not due to systemic issues with the treatment process. A second sample pulled the
following day had a reported MPN/100 ml value of less than 1; the plant's ultraviolet (UV)
disinfection system was also inspected and no deficiencies were noted.
