A trout moratorium is not needed for this project. Mitigation for the 0.103 acres of impact is proposed at a 1:1 ratio. Although NCWAM scores for each wetland were Low, we recommend a higher ratio be used, especially as this site is in the larger French Broad River floodplain, where many historical wetlands have been lost. The French Broad River supports a number of rare species, including the federally and state endangered Appalachian Elktoe, and the river/riparian/floodplain area serves as a corridor for birds, bats, and other animals.
