Subject: Hunter -Highway 280 - NCWRC comments
Hi David and Andrew,
I have reviewed the permit application to authorize 0.004 acres of additional wetland impact, resulting in 0.103
acres of total impact for the Hunter -Highway 280 project, which is associated with site development for a car
dealership in Henderson County.
A trout moratorium is not needed for this project. Mitigation for the 0.103 acres of impact is proposed at a 1:1
ratio. Although NCWAM scores for each wetland were Low, we recommend a higher ratio be used, especially
as this site is in the larger French Broad River floodplain, where many historical wetlands have been lost. The
French Broad River supports a number of rare species, including the federally and state endangered
Appalachian Elktoe, and the river/riparian/floodplain area serves as a corridor for birds, bats, and other
animals.
