Hi Josselyn,
I've a few questions on the project:
• Can you do the work in the dry?
This site is on a trout stream, and I would normally ask for a trout moratorium, restricting work
between October 15 and April 15. However, the site pictures are very illustrative, and it seems like
waiting until the spring may cause more damage. I am willing to consider a trout moratorium waiver
if you can do the work at low flows, do it quickly, do it in the dry, and plant a native woody buffer.
It appears that the original culvert was 20 ft long, but what is proposed is 80 ft long. Why is this length
of culvert needed? It is difficult for passage to be maintained in a culvert that large.
I am glad to see that there are plans for restoration on the site — it needs it. The planting plan doesn't
have any woody vegetation described, however. Can you plant a woody buffer on the site? If yes,
please provide species and width information.

Hi Andrea,
Hope you are doing well! I've attached the PCN and associated documents/information for a culvert
replacement/stream stabilization in Zionville, NC. Myself and Melanie Carter are doing this project and permitting for
the client for free to help the Horse Helpers organization out so the submittal package is different than a normal BFEC
submittal. This is separate and BFEC is not associated with the project (other than Melanie and 1). Please let me know if
you need further information and I'll get it to you.
