The land in the vicinity of this project is either land used for dredge material disposal or for ferry terminal operations. No development exists on the piece of land being used for the spoil
site. The ferry terminal is adjacent to the spoil site and includes paved roads, ferry operations buildings and ferry ramps.

4h. Explain the purpose of the proposed project:*
To perform maintenance dredging in the state maintained ferry basin located in Southport, NC. Significant shoaling has occurred in the basin, specifically within the ferry slips. This has
made travel in and out of the basin a safety concern for ferry personnel and the travelling public.
4i. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:*
Upon examination of the latest survey, the NC DOT Ferry Division is planning to only dredge within the ferry slips at the ferry basin during the upcoming dredging event. The slips are
the only areas of the the basin and channel that have shoaled in significantly and pose safety concerns for ferry passage to and from Southport. The most recent survey, dated
October 08, 2019, displays a total of 117,631 that would need to be removed from the channel and basin to meet our permitted depth of 14'. Given that our only area of concern at this
time is the ferry slips, it is estimated that approximately 15,000 cubic yards of material will be excavated and pumped into the spoil site during this dredging event.
All work will be completed by the NC DOT Ferry Division Marine Maintenance crew who operate the state owned hydraulic pipeline dredge "Manteo." All material removed from the
Southport ferry basin will will be pumped into the adjacent spoil site. The spoil site has ample to capacity to accommodate the proposed amount of material to be excavated. NC DOT
owns the land on which the spoil site sits and had a current mining permit (#10-86). Due to sturgeon and turtle moratoriums dredging activities will not begin until the week of January 1,
2020. Equipment that will be used includes the Dredge Manteo, tugs, small barges, and an excavator for spoil site activities.

All work will be completed within the permitted time frame to avoid any potential impacts to wildlife. Spoil site NTU levels will be monitored in accordance
to the Ferry Division Environmental Management System (EMS).

All equipment will be checked on a daily basis for any possible leaks, dredge pipe Will be secured along with all tugs and barges in an area as to not
