The site is located in the residential subdivision of Hidden Harbor. The adjacent lots have homes built upon them. The
lot for which the permit is being applied for has trees and some undergowth. A portion of the lot currently has standing
water due to the fact that the developed adjacent properties drain onto this property. The water frequently stands on this
lot because of a sandy ridge at the edge of the creek does not allow heavy rains to drain off.

D. Impact Justification and Mitigation
1. Avoidance and Minimization
1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing project.
The proposed home is as far away from Sandy Huss Creek as possible in consideration of the septic requirements. The
majority of the uplands are being used for the septic system and the required repair area for the septic system. The septic
system and the repair area require 8,396 sf. Because of the septic system and the required subdivision set backs there is
only 1789 sf of uplands on which to build the home and driveways. We are requesting a minimum amount of fill so that the
home can be built in compliance with the N. C. Building code requirements with regards to flood plain regulations and
drainage regulations. Those regulations require us to build the home above the 100 year flood plain and have positive
drainage for at least 10' beyond of the perimter of the home.
The wetlands that we are requesting to build on have only been created recently. Please see the attached survey that
indicates the previous locations of the wetlands per the recorded map and the location of the existing wetlands. We will have
no impact on the wetlands that are on the recorded map.
