Residuals Land Application Program

Dear Mr. Snider:
This letter is sent to you in response to the Notice of deficiency (NOD-2019-PC-0210) of the 2018 annual
residuals land application report. We have discussed the deficiencies mentioned in the letter with our
contractor, EMA Resources Inc., which is responsible for managing the City of Reidsville residuals land
application program. That includes collecting and testing sludge samples, hauling, applying bio-solids on
permitted agricultural lands, and compiling the annual reports.
According to Brent Collins, Technical Services Director of EMA Resources Inc., he contacted and
discussed the issues with Patrick Mitchell, NC DEQ/DWR Agent. The follow-up email dated October 14,
2019, to Patrick Mitchell indicated that the two hurricanes that occurred at the end of 2018 prevented a lot
of lime from being put out. However, Brent said, EMA Resources Inc. will do its diligence to get lime
applied in the calendar year. He also said in the future such issues will be addressed in a note at the
beginning of the report or in the cover letter.
