Private Sanitary Sewer
RSE Independence, LLC is proposing to redevelop portions of two parcels located at
Independence Mall in the City of Wilmington. The project proposes to redevelop 16.8 acres of
the 59.3 acre site. The existing parcel is currently occupied by the Independence Mall and
associated customer parking. The redevelopment will include the demolition of the Sears
Department Store wing, construction of a new building, development of two outparcels on the
north side of the project along Oleander Drive and reconfiguration of the mall parking lot. The
nature of this FTA submittal is to permit a private system consisting of gravity sewer to service
the proposed redeveloped mall site.
RSE Independence, LLC will install, own and maintain the gravity sewer system. Cape Fear
Public Utility Authority (CFPUA) is solely involved to accept the sewer flow (87,023 gpd)
generated by this redevelopment into their WWTP.
A proposed private 8"PVC gravity sewer will be installed which will discharge into an existing
8" PVC gravity sanitary sewer already located within the Independence Mall parking area. This
new gravity service system is designed in accordance with the minimum NCDENR design
criteria. Appropriate horizontal and vertical clearances will be provided when proximal to the
proposed storm drainage system and the proposed water system. The gravity sewer will be
certified in accordance with state regulations and the permit conditions.

the volume of wastewater to be permitted in this project has been evaluated along the route to the receiving
wastewater treatment facility and that the flow from this project is not anticipated to cause any capacity
related sanitary sewer overflows or overburden any downstream pump station en route to the receiving
treatment plant under normal circumstances, given the implementation of the planned improvements
identified in the planning assessment where applicable. This analysis has been performed in accordance
with local established policies and procedures using the best available data. This certification applies to

no additional information has to be requested upon full review. Please use the Department's Permit Application Tracker to determine the official
application receipt date to allow you to estimate a date for issuance and find the reviewer's name. Once issued, the record stays on the site for 30
days.
For previously issued sewer permit info or to check on sewer certification receipt status, please use the Division's Sewer Extension Permit
Tracker. Using the Issue Date on top of the Engineer Certification Form is best way to ensure getting what you want especially for multi -version
permits; using today's date only gives info on the latest permit version. Confirmation using this method will replace letters and emails; it is
recommended that confirmation be printed and/or saved.

Dean -
I am working with the contract operator for this pump station to get the information to ensure that the pump station is
adequate to accept this flow. If needed, we will schedule a drawdown to determine the current operating point.
And this isn't actually 87,023 GPD of new flow to this pump station because that volume didn't take into account the
decrease in flow from the buildings being demolished. I will update the application with the amount of new flow being
generated and provide a summary of new flow vs existing flow being taken off line.

Not sure what you meant by the mall owner, technically they are operating the current system/PS without a valid permit
since they never transferred it form previous owner or two.
Correct, separate FTSE form with only their pump station listed. You may need to do some analyses of the PS as likely
they do not have the design from 2000 or so and they may not have any idea what it can do now and has been doing.

Thank you for the link to the permit. Perhaps this is a matter of semantics but RSE Independence LLC is the mall
owner. So they need to sign their own FTSE is what you are saying? Basically indicating that the receiving sewer mains
and 200-GPM station is sufficient in size? If so, do I leave section I blank since it has already been completed by
CFPUA? And I only include the 1 additional pump station in section II (the mall's private station)? Just trying to make
sure I have it correct before sending for signature - it can be tough to get signatures from their corporate folks at times -
my day to day contacts are in NY, corporate staff is all in Chicago...

Looking at our database, the mall as a private sewer and 200-gpm pump station permitted back on 5-31-2000 with
40,500 gpd allocated under WQ0017925. It is still in the name of Independence Mall Associates LP (dissolved 1-2018)
and probably hasn't been transferred a time or two. Looks like its associated with a CFPUA permit WQ0017905
downstream issued 2-7-2000. Need to decide if we should modify the existing private permit and transfer it at the same
time before I process the app.
Where is this sewer & pump station in relation to this new work? Do you or your client have a map of the system out
there?
