Splash Point 43 is located on the western bank of the New River. There is a dirt road leading to the project area from the
northwest. SP43 is located within an undeveloped forested area used for military training operations.

The proposed project will repair existing dirt ramps used for beach landing operations and training exercises by
amphibious vehicles (known as splash points) that were damaged during Hurricane Florence. The boat ramps will be
repaired by installing articulated concrete mats to provide long-term erosion protection and more stabilize_ d access points
for training operations.
3e. Describe the overall project in detail, including the type of equipment to be used:
The US Marine Corps (USMC) utilizes a network of splash points along the New River for amphibious assault training
operations Camp Lejeune. Flooding and storm surge issues associated with Hurricane Florence resulted in localized
damage to multiple splash points throughout Camp Lejeune, interrupting military operations. Rehabilitation will require
regrading the supporting substrate at the splash point and will install a 16 foot by 56 foot articulated concrete mat. An
excavator will be used to repair the substrate and to install the concrete mats. Other grading equipment may be used
including bulldozers, scrapers, dump trucks, and compactors. A turbidity curtain will be installed for the entire process to
contain muddied water and prevent impacts to receiving waters.

The project will utilize existing boat ramp locations that are currently used for amphibious assault training operations. Existing
boat ramp locations consist of compacted sand and are cleared of vegetation. The project is designed to minimize impacts to
the New River by limiting substrate grading to the minimum amount necessary to install the articulated concrete mat. Installing
the mat will help prevent future erosional hazards and provide long-term stability for training operations.
1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques.
Impacts will be avoided and minimized during construction by utilizing a turbidity curtain during construction. Construction of
the articulated concrete mat will be conducted in high ground on the existing road access at each splash point and then placed
in place by an excavator.

A review of the NCNHP Element Occurrence Database (updated July 2019) identifies no known occurrence of any
federally -listed species within the project area. Within a 1.0-mile radius of the project area, there are known occurrences
of Atlantic sturgeon and West Indian manatee. Additionally, a review of the USFWS IPaC system found that the project
location may support habitat for West Indian Manatee, piping plover, red knot, red -cockaded woodpecker, American
alligator, green seaturtle, hawksbill seaturtle, Kemp's Ridley seaturtle, leatherback seaturtle, and loggerhead seaturtle.
IPaC also notes potential habitat for Cooley's meadowrue, golden sedge, pondberry, rough -leaved loosestrife, and
seabeach amaranth. The project is not anticipated to impact any of these species due to the lack of habitat, minimal
footprint and construction disturbance caused by installing an articulated concrete mat.
