Your assistance and the assistance of Stephen Phillips, Les Shifflett, and Johnny Heard were greatly appreciated. Please find attached to this letter the Basinwide Information Management System (BIMS) checklist summarizing the inspection. Below is a list of findings developed from the inspection: 1. The subject pen -nit was reissued and became effective September 7, 2016 and will expire January 31, 2020. A permit rene"-al was received in our Central Office July 20, 2019 and is currently under review. 2. The Technical Assistance and Certification Section has reclassified the collection system as a Class — 3 effective November 1, 2019. BIMS lists Stephen Phillips as the Operator in Responsible (ORC) with multiple back-up ORC's. 3. The Capital Improvement Plan projects through the years 2019 — 2030. Monies are approved every two years. Some of the projects include raising manholes two feet above the floodplain; evaluate the capacity of Page Point and Page Park pump stations; root control; sewer lining and rehab; ominisite devices at all pump stations. 4. Mike Garver oversees the Sewer Use Ordinance and Fats Oil and Grease (FOG) program. Inspections on restaurants are conducted twice a year. FOG materials are handed out to apartment complexes when there is a sewer overflow caused by grease. FOG materials on proper FOG disposal is available in the annual report. 5. Records review indicated the following: a. Right of way mowing is contracted out to EC&M. Records are maintained b. Total number of feet of gravity line is 582,000. For the year 2019, 14.6% of gravity line was cleaned. Line cleaning is contracted out to Hydrostructures PA. High priority lines are inspected once per every 6 months by Durham County staff. Records are maintained. d. Customer complaints are maintained on computer. 6. BIMS lists eight Sanitary Sewer Overflows (SSO's) for the review period July 2017- Novenber 2019. Documentation of the SSO's and unreportable SSO's are being kept. 7. There arc 13 pump stations in the collection system. All stations have secured access, contact information signage, audible visual alarms, on -site generators except the Page Point pump which has a diesel punip, and ominisite based or telemetry system. Pump stations inspected were Page Park, Keystone, Davis Drive, and Louis Steven. All audible visual alarms functioned when the high-water float was lifted. The ominisite phoned in a high water. The generator at Louis Stevens pump station did not operate when the power was turned off. Stephen Phillips stated in an email on November 7, 2019, that the generator was repaired and is functional, The other generators at the other pump stations operated and ran under load when the poNver was turned off. Tile ominisite phoned in a power out status. All pumps functioned when the proper float was lifted. Moderate grease was noted in Page Park pump station wet well. 8. Aerial creek crossings off TW Alexander Drive, Dry Creek, National Driving and Training Center were inspected. The National Driving and Training Center had concrete block piers to support the DI creek crossing. The piers appeared straight, with no undermining. There was no bank erosion. The other creek crossings had no piers, and rip."rap on both banks. There was no bank erosion. 9. The outfall off TW Alexander Drive was inspected. Four manholes were inspected. Part of this outfall was rehabilitated due to a past SSO due to bank erosion collapsing the gravity line. The outfall was well maintained. There were no sink holes or depressions. All manholes inspected were solid, with no evidence of cracking around the ring. There was no build up solids in the invert. 1 would like to thank everyone involved with this inspection.
