Lee Energy Complex to add an outfall for inactive ash basin 1&2 and for inactive ash basin 3. This request is in support of planned work related to beneficiation of the ash at HF Lee slated to commence in 2020. The request is in follow up to discussions between Duke Energy and the Division of Water Resources staff on August 21,2019 during a meeting in Raleigh. Duke Energy is in the process of constructing a coal ash beneficiation system for the site. Coal ash beneficiation is a process where ash is excavated from a basin and reprocessed to remove carbon to make the material suitable for reuse as a product in cement. The H.F. Lee Energy Complex is one of the three sites chosen by Duke Energy to comply with the mandate for beneficiation in the 2016 amendments to the Coal Ash Management Act. Duke Energy requests outfalls 005a and 005b be added to the NPDES permit with discharge locations to the Neuse River. Excavation of the inactive basins will be carried out by opening small workable sections of each basin individually so that only one of the new outfalls would likely discharge at any given time after treatment through a sedimentation basin. The maximum and daily average values submitted do not reflect any reduction in constituient loading based on treatment via sedimentation.These outfalls are proposed in the approximate locations where the former outfalls from the basins were located when the basins were actively receiving wastewater. The inactive ash basins will be timbered and exposed in small sections to limit exposure and wastewater generated. Ash from inactive basins 1,2, and 3 is planned to be blended with ash from the"active"ash basin as a source material for the STAR beneficiation unit. It is likely that only one outfall will be active at a time although there may be a short period of time where both could be active as activities move from one basin to another. The Coal Ash Management Act(CAMA)mandates that the excavation be complete by April 4, 2028.
