Please reference your letter of October 28, 2019 concerning the Notice of Violation of
Sanitary Sewer Overflow on August 5, 2019 in Woodland, NC. I ask you to please consider the
circumstances of this sewer overflow and the work we have done to help correct the overflow
problem. There was an extremely unusual volume of water from rain, approximately 5 inches in
less than 3 hours which caused the overflow. The Woodland Public Works Department has made
repairs to some manholes where leaks were detected and we have cleaned all manholes. We have
repaired and or eliminated some of the inflow problems we have. We have installed bonnets in
the problem area manholes.
The Town of Woodland applied for a CDBG in early 2019 to address the overflow
problem, but we were not successful in receiving the grant. We reapplied in September 2019 and
hope to be successful this time.
We recognize that we have a problem and are working hard to get it corrected. We are
working with Rivers and Associates as our engineer and are really trying to do what we can do to
help eliminate the problem.
Woodland is a small town with approximately 750 residents. We have lost all of our
industry and are struggling to keep our town operating and providing the services that we do.
