Comments: Supporting Documentation E. Impact Justification and Mitigation 1. Avoidance and Minimization 1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: The bridge will be replaced on the wasting alignment. There will be no direct discharge into Rocky Swamp. See stormwater management plan for additional minimization measures. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: An offsite detour will be used during construction. NCDOT's Design Standards in Sensitive Watersheds will be employed. 2. Compensatory Mitigation for Impacts to Waters of the U.S. or Waters of the State 2a. Does the project require Compensatory Mitigation for impacts to Waters of the U.S. or Waters of the State? r Yes f• No 2b. If this project DOES NOT require Compensatory Mitigation, explain why: Impacts to streams and wetlands are deemed to be minimal and compensatory mitigation is not proposed. F. Cumulative Impacts (DWR Requirement) 3a. Will this project result in additional development, which could impact nearby downstream water quality?* r Yes r No 3b. If you answered "no," provide a short narrative description. Due to the minimal transportation impact resulting from this bridge replacement, this project will neither influence nearby land uses nor stimulate growth. Therefore, a detailed indirect or cumulative effects study will not be necessary. 4. Sewage Disposal (DWR Requirement) 4a. Is sewage disposal required by DWR for this project?* r Yes r Nor N/A 5. Natural Heritage Program database; USFWS-Raleigh Field Office website; biological surveys for protected species listed for Halifax County, which include Tar River spinymussel, yellow lance, Dwarf wedgemussel, red -cockaded woodpecker. The red -cockaded woodpecker and yellow lance received biological conclusions of "No Effect". The Tar River spinymussel and dwarfwedgemussel received a biological conclusions of "May Affect, Not Likely to Adversely Affect" due to suitable habitat and known populations nearby.
