On October 22, 2019, a site inspection was conducted for the United Tool & Stamping Co. of NC, Inc. facility located at
2817 Enterprise Avenue, Cumberland County, North Carolina. A copy of the Compliance Inspection Report is enclosed for
your review. Mr. Justin Hoover, Administrative Assistant was present during the inspection and his time and assistance is
greatly appreciated. The site visit and file review revealed that the subject facility is covered by NPDES Stormwater
General Permit NCG030000 under Certificate of Coverage NCG030307. Permit coverage authorizes the discharge of
stormwater from the facility to receiving waters designated as Blounts Creek, a Class C waterbody in the Cape Fear River
Basin.
As a result of the inspection, the facility was found to be in compliance with the conditions of the NCG030000 permit.
Please refer to the enclosed Compliance Inspection Report for additional comments and observations made during the
inspection.
Please be advised that violations of the NPDES Stormwater General Permit are subject to a civil penalty
assessment of up to $25,000 per day for each violation. If you or your staff have any questions, comments, or needs

Inspection Summary:
Melissa Joyner met with Justin Hoover, Administrative Assistant at the United Tool & Stamping Co of NC Inc. facility. She
reviewed the Stormwater Pollution Prevention Plan which contained the majority of the required information as stipulated in
General Permit NCG030000. The site map should contain all the information per General Permit NCG030000. Annually,
there should be a signed and dated certification about the outfalls being inspected for non-stormwater discharges. A list of
significant spills or leaks of pollutants over the last three years or the notation that none have occurred should also be
documented annually. The Analytical and Qualitative Monitoring records were reviewed. The facility is currently in monthly
monitoring because there have been exceedances of copper, lead and zinc. If there have been no discharges, the
Stormwater Discharge Monitoring Report form should still be submitted with "No Discharge' being marked on the form. A
similar notation should also be marked on the Qualitative Monitoring Form. It is recommended that the facility continues to
conduct feasability studies to modify methods of operations and/or storage practices to eliminate or reduce exposure of
materials to rainfall and run-on flows, to reduce the number of exceedances with copper, lead and zinc. Outfall #1 and the
grounds were inspected and appeared in good condition.
