The Wastewater Irrigation System Permit for the City of Raleigh Wrenn Road Spray Irrigation Facility,
Permit No. WQ0002708 is set to expire on June 30, 2020 and is due for renewal. In accordance with
NCDENR DWR non-discharge permit renewal requirements, the City of Raleigh is submitting the
enclosed Non-Discharge Permit Renewal request package within six months of the permit expiration date
to request renewal of Permit No. WQ0002708.
The enclosed permit renewal request submittal package includes the following:
 A signed copy of completed and executed Non-Discharge System Renewal Application (Form
NDSR 08-19). (Attachment A)
 The most recently issued permit, dated July 14, 2015. (Attachment B)
 A report prepared by HDR, NC 540 Impacts on Raleigh Wrenn Road Facility, which describes the
anticipated loss of spray irrigation area sustained b y the Wrenn Road Facility. (Attachment C)
 An updated site map for the facilities, including a general overall location map and multiple site
plans that have been prepared for the Spray Irrigation Modifications Project. (Attachment D)
The current permit includes a statement regarding the reduction of setbacks to residences that are part of
the Buffaloe Preserve LLC subdivision. The setbacks were reduced to 200 feet per setback waiver
allowance in 15A NCAC 02T .0506(d). The City would like to continue with this setback. We do not
believe the data in the table in Section IV of the permit application form is necessary.
As part of the previous permit requirements, the City has installed four groundwater monitoring wells at
various locations approved by NC DEQ that are at or near the Wrenn Road Facility. The purpose of these
wells is to evaluate background concentrations of manganese, iron and arsenic above 15A NCAC 02L
standards. Per conversations with NC DEQ, modeling may be required after the sampling campaign is
completed.
It is anticipated that, NC 540 will be expanded on a portion of the Wrenn Road Spray Irrigation Facility.
Potential changes to the facility as a result of this project have been previously discussed with NC DEQ
during initial conversations for this permit renewal and as part of the City’s Groundwater Monitoring Plan
for the Wrenn Road facility Wastewater Irrigation System Memorandum submittal to NC DEQ. The NC
540 project is currently in the design phase, but it is anticipated that there will be impacts to spray
irrigation fields 2A and 3B as a result of construction. Potential impacts may include a loss of 8.3 acres of
irrigable land and modifications to spray field operations. The attached NC 540 Impacts on Raleigh
Wrenn Road Facility report prepared by HDR provides a detailed analysis of the anticipated impacts.
Changes to facility operations from NC 540 will be addressed by submitting a separate application for a
revised permit when design is complete.

Division of Water Resources should a condition of this permit be violated. I also understand that if all required parts of this application
are not completed, this application may be returned to me as incomplete. I further certify that the Applicant or any parent, subsidiary,
or other affiliate of the Applicant has not been convicted of an environmental crime, has not abandoned a wastewater facility without
proper closure, does not have an outstanding civil penalty where all appeals have been exhausted or abandoned, are compliant with any
