Project Summnry The applicants propose to develop a truck stop on this parcel of land, Worsley Companies, Inc. (Dixie Boy Truckstop) Page 2 9. PROJECT DESCRIPTION The project site is located at the northeast intersection of US 421 - US 117 on the west bank of the North East Cape Fear River. The area of the parcel is approximately 3.15 acres. There is an area on the north side of the parcel identified as wetlands which measures approximately 270' x 200'. This area contains Typha ~ and Arrow-head as the predominant herbaceous species and sweet gum, red map)..e and black guam as_,~he. predominant woody species. ,_There..is an existing road bed located on the east side of the high ground of the property. This feature measures approximately 20' wide for the asphalt with an additional 12' of fill. There is a border of mixed high marsh on the east side of the fill road. The northern most marsh border is predominated by Typha ~. The marsh along the southern most property line contains Spartina cynosuroides, Typha ~. and PhraRIDites austra1is. This border is approximately 1400' wide. There is a dendritic creek found within the border of marsh. The waters are classified "SC" and are a designated primary nursery area. The property formerly contain a "junk-yard" which has now been removed. In order to satisfy DOH-DOT requirements on ingress and egress to the property the applicants must install two drives. One of these drives will cross an area which was identified as "404" wetlands. This area measure approximately 100' x 92'. Approximately 480' of the existing asphalt roadway 20' wide will be removed as well as the fill associated with it. Three structures and a vertical gasoline storage area will be built on the tract. Parking will also be provided. A package treatment plant will be constructed at the southeast corner of the property. A ~I pipeline will be installed on pipe trestles along an alignment which follows the DOT right of way. The discharge must be covered by a DEM NPDES permit which the application indicates has not been obtained. 10. ANTICIPATED IMPACTS The applicants engineers indicate that the project will cause to be consumed approximately .21 acres of wooded wetlands. To compensate for that loss there is a proposal to remove from the property an equal amount of existing asphalt and associated fill. It appears that slightly more potential wetland area could be obtained if all fill area east of the road be removed to marsh grade. The pipeline crosses two arms of the creek system which appears to be capable of high water navigation, In order to avoid blockage in the creek the pipeline should be either elevated or be placed subaqueosly at these locations.
