III. Certification Statement:
I Paul M. Weeks, Jr. RE certify to the best of my knowledge that the addition of
the volume of wastewater to be permitted in this project has been evaluated along the route to the receiving
wastewater treatment facility and that the flow from this project is not anticipated to cause any capacity
related sanitary sewer overflows or overburden any downstream pump station en route to the receiving
treatment plant under normal circumstances, given the implementation of the planned improvements
identified in the planning assessment where applicable. This analysis has been performed in accordance
with local established policies and procedures using the best available data. This certification applies to
those items listed above in Sections I and II plus all attached planning assessment addendums for which I
am the responsible party. Signature of this form certifies that the receiving collection system or treatment
works has adequate capacity to transport and treat the proposed new wastewater.

PROJECT NARRATIVE
The proposed South Park Apartments Phase 2 is located on a +/- 15.63 acre tract within
the within the City limits of Sanford. It is located west with the intersections of NC Hwy.
87 and Commerce Drive. The proposed development will ultimately consist of 120
apartment units that will included 1, 2, and2 bedroom units along with the development
of a clubhouse with an outdoor swimming pool and amenity area for an overall flow rate
of 29,600 gpd. The project will be constructed within a single phase and will be served
via gravity flow. Below is the calculation of the flow allocation required:

We are beginning review of the subject application. Please provide the following information:
1. Item V of the application was not fully completed. Please provide the downstream sewer permit number and
the collection system permit number as required. If the downstream sewer is extremely old and does not have
a permit, pls note this.
2. Item VI.7 has an incorrect flow calculation for the 3 BR units. The flow for 3 BR units should be 360 gpd each
(not 240 gpd). Pls revise the flow for the 3BR units, and the total flow for the project.

Hi Paul and Mark,
We are beginning review of the subject application. Please provide the following information:
1. Item V of the application was not fully completed. Please provide the downstream sewer permit number and
the collection system permit number as required. If the downstream sewer is extremely old and does not have
a permit, pls note this.
2. Item VI.7 has an incorrect flow calculation for the 3 BR units. The flow for 3 BR units should be 360 gpd each
(not 240 gpd). Pis revise the flow for the 3BR units, and the total flow for the project.
