with the permit), all appl~{able re~lations, special conditions and notes set forth below. Any violation of these terms may subject
pennittee to a fine, imprisonment or civil action; or may cause the permit to be null and void.

(1) In order to maintain a 15' setback from adjacent riparian property, the wooden
wa 1 kway pi er structure is deleted from a poi nt 75 I from the northern most
corner of a property line designated 5790 45'W, as indicated on the plat
dated 1/12/87.

(2) The concrete walkway is deleted as requested by 1 etter from the permi ttee
to Mr. David Gossett dated 2/10/87.

(3) All additional work depicted on the attached plats will be constructed in
accordance with the plats.

(4) The bul khead wi 11 not extend waterward more than 2' from the normal water
level at the time of construction.

(5 ) All backfi 11 materi a 1 wi 11 be obtai ned from a hi ghground source and confi ned
behind the permitted bulkhead.

This permit action may be appealed by the pennittee
or other qualified persons within twenty (20) days of the
issuing date. An appeal requires resolution prior to work
initiation or continuance, as the case may be.
This permit must be accessible on.site to Department
personnel when the project is inspected for compliance.
Any maintenance work or project modification
not covered hereunder requires further Departmental
approval.
. All work must cease when the pennit expires on
December 31. 1990

20' x 15' boat ramp. 110' of wooden walkway, and 1631 of concrete walkway.

Environmental setting

The applicant owns a 701 x 2591 lot on a canal off of Tarklin Creek in Beaufort
County. The applicant1s property is on one of several canals which were
excavated when the area was developed in the early 1970s. Located on the
applicant's property is a mobile home which is served by a septic tank sewage
disposal system. No wetland vegetation is present on the property; the entire
area is seeded as a lawn. Due to the 10t1s location, very little. if any.
annual erosion is occurring.

Project proposal

The applicant is proposing the following.

(1) The construction of 1981 of wooden bulkhead. The bulkhead will be placed no
more than 21 beyond the NWL.

(2) The construction of a 201 wide by 151 long boat ramp.

(3) The construction of 1631 of concrete walkway landward of a portion of the
bulkhead.

(4) The construction of 110' of wooden walkway of which 75' will be constructed
along and in front of an adjacent property owner's (Mr. R. Batchelor) property.
This walkway will be + 81 waterward of the edge of the canal at its furthest
point. This area has-been involved in a property line dispute between Mr. Stroud
and Mr. Batchelor. The Facts and Findings of a Superior Court decision are
enclosed in the application package.

Environmental impact

The project as proposed should have a minimal environmental impact. No wetland
vegetation will be excavated and/or filled. + 400 sq.ft. of open water area
landward of the proposed bulkhead will be filTed.
