Your proposal has been reviewed and found to be consistent with the provisions and objectives of general permit No. SAWC080- N-OOO-0291. Therefore, you may commence construction activity in strict accordance with applicable State authorization and the enclosed plan. Failure to comply with the State authorization or conditions of the general permit could result in a violation of Federal law. If any change in your work is required because of unforeseen or altered conditions or for any other reason, plans revised to show the change must be sent promptly to this office and the North Carolina Division of Coastal Management prior to performing any such change or alteration. Singletary for a Department of the Army permit to place riprap material along the shoreline and construct two riprap jetties on Currituck Sound, Point Harbor, Currituck County, North Carolina. The Federal agencies have completed review of the proposal as presented by the application and your field investigation report. We recommend that the following conditions be included in the State authorization: a. The shoreline riprap material will be placed so as not to extend farther than an average of 2 feet waterward from the normal water level elevation contour. b. All riprap material will be clean and free of any pollutants except in trace quantities. Metal products, organic materials, or unsightly debris will not be used. c. The activity will be conducted in such a manner as to prevent a significant increase in turbidity outside the area of construction or construction-related discharge. A review of your application received May 13, 1987, for a Department of the Army permit to place rip rap material along the shoreline and construct two rip rap jetties on Currituck Sound, Point Harbor, Currituck County, North Carolina, indicates it to be a candidate for Federal authorization under this general permit. Accordingly, the administrative processing of your application will be accomplished by the North Carolina Division of Coastal Management. Condition(s) of Certification: 1. That the activity be conducted in such a manner as to prevent significant increase in turbidity outside the area of construction or construction- related discharge (increases such that the turbidity in the Stream is 25 NTU's or less are not considered significant). 2. That rip-rap materials shall be of such size and weight as to not be washed away by wave or tidal action. 3. That materials used shall consist of clean stone or masonry materials, free of any toxic substances. Violations of any condition herein set forth shall result in revocation of this Certification. ERt,1A SINGLETARY BIO REPORT PAGE 2 SITE DESCRIPTION The applicant owns two parcels of land on the Currituck Sound at Point Harbor. Lots 15 & 16 are undeveloped, wooded lots which are 2-3 feet above normal water level. The adjacent lot to the east has been bu1kheaded and the adjacent lot to the west has been stabilized by riprap. The shoreline adjacent to the bulkhead has eroded back approximately eight feet while the other side of the property remains at about the same alignment as the riprap. The shoreline is void of marsh vegetation. The applicant proposes to place riprap on these lots so that it is in alignment with the bulkhead on the east and the riprap on the west. This will result in the filling of approximately 420 square feet of shallow water habitat. One residential lot lies between the property described above and the applicants remaining property to the west. This tract is a low sandy lot that has been stabilized by lawn grass. This property supports a single family residence which is serviced by a septic tank and drain field. The shoreline may be characterized by a narrow sandy beach (2-4 feet wide) which abuts a one foot high erosion excarpment formed by wind driven tides. The applicant proposes to align riprap Hith the adjacent property's owners for a distance of 100 feet in two sections. The average distance offshore will be two feet and would qualify for the general permit. However, two rock jetties are proposed which will extend 25 feet into the water and are not eligible for general permitting. The blocks proposed to be used are 6 feet long by 2 feet wide and 2 feet tall. The eastern side of these jetties will be stabilized by rock riprap to prevent wave action from undermining the blocks. The shoreline is void of marsh vegetation. ANTICIPATED IMPACTS The proposed project will result in the filling of 670 square feet of shallow water habi tat.
