III. Certification Statement:
I Stephanie Brixey certify to the best of my knowledge that the addition of
the volume of wastewater to be permitted in this project has been evaluated along the route to the
receiving wastewater treatment facility and that the flow from this project is not anticipated to
cause any capacity related sanitary sewer overflows or overburden any downstream pump station
en route to the receiving treatment plant under normal circumstances, given the implementation of
the planned improvements identified in the planning assessment where applicable. This analysis
has been performed in accordance with local established policies and procedures using the best
available data. This certification applies to those items listed above in Sections I and II plus all
attached planning assessment addendums for which I am the responsible party. Signature of this
form indicates acceptance of this wastewater flow.

Capacity is < 0.

28.4 % and 0.402 MGD of the Available Capacity (E) in Pump Station
Stirrup Iron Creek ; and that
b. The rate of activation of this obligated, not yet tributary capacity is currently approximately
0.11 MGD per year; and that
c. A funded Capital Project that will provide the required planned capacity, namely
IFB 18-029: Stirrup Iron Creek Lift Station is in design or under construction with
Capacity Improvements W 0039913
planned completion in August 2019 ; and/or
d. The following applies:
See email chain between Kyle Manning (Durham County) and Jason Robinson (DEQ)
concerning two pump failures at the station. The current firm capacity is based upon the
160 hp bypass pump being in operation with the 70 hp pump.
Notice to Proceed issued to Carolina Civil Works on Januag 7, 2019. Project should be
complete by the end of October 2019 once the generator is installed.
Once the capital project is com Ieted, the firm capacity will be 6.5 MGD.
Therefore:
Given reasonably expected conditions and planning information, there is sufficient justification to
allow this flow to be permitted, without a significant likelihood of over -allocating capacity in the
system infrastructure.
I understand that this does not relieve the collection system owner from complying with G.S. 143-
215.67(a) which prohibits the introduction of any waste in excess of the capacity of the waste
disposal system.

SIGNING POWER RESOLUTIONS
A. DEFINITIONS.
As used in these resolutions:
" signing power" means the power and authority to execute and deliver an agreement, instrument
or other document.
"General Signing Power" means signing power relating to the ordinary course of business of
PULTE HOME COMPANY, LLC (the "Company") generally, without restriction to a particular Division
or project, both in the Company's own capacity and in any instances where it is the managing partner or
managing member of a joint venture (the "Partnership').
"Division Specific Si nin Power" means signing power relating only to the ordinary course of
business of a Division over which the officer, manager, or employee in question has management
responsibility, both in the Company's own capacity and as managing partner or managing member of the
Partnership.
B. PURPOSE.
The purpose of these resolutions is to establish the signing power of certain employees of the
Company, both in the Company's own capacity and as managing partner or managing member of the
Partnership. Copies of these resolutions may be delivered to title companies and other parties who
require evidence of the signing power of an employee. No employee of the Company may subdelegate
his or her signing power except as expressly provided in these resolutions by use of the words: "Other
title(s) or person(s) designated in writing by ......
C. RESOLUTIONS.
RESOLVED, that the following officers, managers, or employees of the Company shall have the
General Signing Power or the Division Specific Signing Power, as indicated in the charts below:
