Dear Mr. Stroud:
On Decmber 8, 1988 Teresa Barrett of your office made a site
inspection with regards to the major CAMA permit the Town of
Ocean Isle Beach applied for November 22, 1988. At the time of
the inspection Ms. Barrett expressed doubts whether the area
known as #1 in the application would be found suitable for a spoils
disposal area. In order to facilitate as rapidly as possible the
approval of our application please delete this area from our permit.
While this area would be an inexpensive spoils disposal location
for the property owners of the Town of Ocean Isle Beach, it is in
the best interest of those property owners to receive approval of
this application as quickly as possible,

8, Project Summary The applicant is the Town of Ocean Isle Beach, The proposal
is for maintenance dredging of 50,000 cubic yards on the first five of the
finger canals,

9, PROJECT DESCRIPTION
.The project site consists of the first five finger canals adjacent to the AIWW
in Ocean Isle Beach. The canals are approximately 60' wide, and serve private
residences. The canals were originally dredged in the mid 19601 s, and have
been maintained regularly. The latest maintenance dredging was in 1983. There
is continuous bulkheading along the canals, The bottom is productive and
supports shellfish, however is closed to shellfishing. The proj ect is to be
financed by the homeowners. The canals were originally dredged to a depth of
6', They have since shoaled in making them inaccessible to boats in some
areas. Spartina alterniflora has taken hold along the sides. The stands are
healthy and average about 15' from bulkhead waterward into the canal.
The AIWW is about 600 feet wide at this point. The waters in the canal are
classified SA by the Division of Environmental Management and are secondary
nursery areas.
.
The town proposes to dredge 50,000 cubic yards of bottom from the canals down
to the original depth of 6', for a width of approximately 20'. The total
length of the canal system involved is approximately 7,500 linear feet. The
existing docks are not to be moved for the project. The Spartina alterniflora
is all landward of the docks, and therefore should go undisturbed. No
additional cuts are proposed outside of the original project area. The
dredging will be done by barge and the spoil pumped to these three sites shown.
Spoil area H 1 is an old spoil area, but is very low, frequently flooded, and
full of crab holes. The area is vegetated with Distich1is spicata, Salicornia
~, Borrichia frutescens, Limonium carolinianum. There is a finger of
Sparinta alterniflora coming in on the south side of the site, followed by a
continuous but sparse stand of Spartina alterniflora, The lot is bordered by
Spartina patens and Iva frutescens and is adjacent and connected to the AIWW on
the north, and the canal system on the west and south. This proposed spoil
site is approximately 75,000 square feet,
Spoil site H 2 is also an old spoil area but is much higher, The vegetation is
all highground with the exception of a "404" type fringe along the old dike.
All dredge material will be placed landward of this, as the applicant has
agreed to construct the new dike 75' landward of MHW. This site is 57,000
square feet.
The 3rd spoil site was also used in the past for spoil disposal. This area is
all highground with an existing dike. The spoil is to be placed within the
confines of the existing dike, which will be reinforced. The site is
approximately 360,000 square feet.

10. ANTICIPATED IMPACTS
Approximately 50,000 cubic yards of productive but previously dredged bottom
material will be dredged. The spoil will be placed on highground in all areas
except the 1st spill disposal site, At this spoil site, approximately 75,000
square feet of active coastal wetland will be filled,
