Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:* In the past, industrial and commercial operations in and around the project area, close proximity to downtown Siler City, and the railroad industry resulted in dredging and straightening of Loves creek. Existing town sanitary utilities are constructed in vary close proximity to the streambanks. Some streambanks are over steepened and risk exposing sanitary utilities. The floodplain is extensively altered by fill materials, construction debris and abandoned debris, and invasive species. There are some existing wetlands and an old farm pond on the floodplain which is heavily sedimented. The project reach is approximately 1/-mile from downtown Siler City and adjacent to a residential neighborhood. The project reach is bisected by an active freight rail line. 4b. Explain the purpose of the proposed project:* The project is being undertaken by the Piedmont Conservation Council with the objective to restore the stream and floodplain and then give the land to the Town of Siler City. The purpose of the project is to restore the stream channel and floodplain of Loves Creek through the project area. 41. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:* In accordance with this objective stream and floodplain evaluations were conducted and plans developed. Throughout the project reach, where banks are over -steepened or sanitary sewer utilities are at -risk of exposure, bank stabilization techniques, including, bank sloping, planting, coir matting, stone toe protection, live stakes, and vegetative geolifts, are proposed. Additional measures are proposed to improve the stream habitat and the social experience at the stream, including boulder clusters and double wing deflectors, respectively. On the floodplain, debris, an abandon house, and invasive species will be removed and some areas will be lightly graded to improve, expand, and enhance existing wetland hydrology. The existing farm pond will be converted to a wetland and enhanced by creation of deep and shallow pools with planted vegetation. All disturbed areas will be stabilized with vegetation. In areas not conflicting with existing utilities appropriate native floodplain forest will be reestablished. Upland areas will be planted with a wildflower meadow seed mix. Track excavators, track bulldozers, dump trucks, and skid steers as well as hand tools are all equipment that may be employed to accomplish this task. 4j. Floodplain grading will be conducted to improve hydrologic connectivity and a)pand wetland hydrology across the floodplain. The project is designed to improve streambank stability, floodplain function, and overall ecological habitat in the project area. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: Impacts to the stream are minimized to areas that most need bank stabilization and protection of public utilities. Bank stabilization work will be conducted from the top of bank where possible to minimize streambed disturbance.
